A RESOLUTION OF THE.CITY COUNCIL OF
THE CITY OF LAKE ELS~NORE; CAI:IFORNIA,
CALLING AND GIVING~QTICE OF T~iE
HOLDING OF A SPECIAi~ ~VIUNICI~A~"ELECTION
TO BE HELD IN SAID CtTY:ON TUE5DAY, JUNE 3,
1997, FOR SUBMISSION TO THE QUALIFIED
ELECTORS OF SAID CITY A PROPOSED MEASURE
RELATING TO THE IMPOSITION OF A SPECIAL
TAX TO FUND ENUMERATED GOVERNMENTAL
SERVICES.
WHEREAS, the City Council of the City of Lake Elsinore desires to
submit to the qualified electors of said City at a Special Municipal Elecrion, a
proposed measure relating to the imposition of a special taY to fund certain general
governmental services, and declaring an emergency related thereto; and
WHEREAS, pursuant to California Constitution, Article XIII C,
Section 2(b), the City Council desires to hereby unanimously declare the economic
impact of the passage of Proposition 218 to be an emergency requiring the calling of
this Special Election; and
WHEREAS, the City Council of said City is thereupon authorized and
directed by statute to submit said measure to the qualified voters:
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Lake Elsinore does hereby resolve, ~~termine and order as follows:
SECTION 1. That pursuant to the requirements of the laws of the
State of California relating to cities within said State, there shall be and there is
hereby called and ordered held in the City of Lake Elsinore, County of Riverside,
State of California, on Tuesday, June 3, 1997, a special Municipal Election of the
qualified electors of said City, for the purpose of submitting the following question,
to wit:

SECTION 2. That the ballots to be used at said election shall be, both
as to form and matter contained therein, such as may be required by law to be used
thereat.
SECTION 3. That the polls,.for said election shall open at seven
o'clock a.m. of the day of said election and shall remain open continuously from
said time until eight o'clock p.m. of the same day when saidpolls shall be closed,
except as provided in Secfion 14401 of th~elections Code of the State of California.
SECTION 4. ThaY all Councilmembers are hereby authorized, but
not required, to file written arguments either in favor of or in opposition to tlus
measure.
SECTION 5. That said written arguments shall be in accordance with
Article 4, Chapter 3, Division 9 of the Elections Code of the State of California and
said written azguments may be changed until and ineluding the date fixed by the City
Clerk after wluch no arguments for or against said City measure may be submitted
to the City Clerk.
SECTION 6. That the City Council directs the City Clerk to transmit
a copy of the measure to the City Attorney. The City Attomey shall prepare an
impartial analysis of the measure on the existing law and the operation of the
measure. The impartial analysis shall be fited by the date set by the City Clerk for
the filing of primary azguments.
SECTION 7. That in all particulars not recited in ttus resolution, said
elections shall be held and conducted as provided by law for holding municipal
elections in said City.
SECTION 8. That notice of the time and place of holding of said
election is hereby given and the City Clerk is hereby authorized, instructed and
directed to give such further or additional notice of said election in the form and
manuer as required by law.
SECTION 9. That the City Clerk shall certify to the passage and
adoption of ttus resolution; shall enter the same in the book of original resolutions of
said City, and shall make a minute passage and adoption thereof in records of the
proceedings of the City Council and said City, in the minutes of the meeting at
wluch the same is passed and adopted.
SECTION 10. - That the City Council of the City of Lake Elsinore
does hereby unanimously declare that the economic impact of the passage of
Proposition 218 on November 5, 1996, to be an emergency necessitating the holding
of tlus special municipal election.
SECTION 11. That the City Council of said City desires the canvass
of said election to be made bythe County Registrar of Voters.
SECTION 12. That the Riverside County Registraz of Voters shall,
prior to the Sth day of 7une, 1997, commence the canvass of the Special Municipal
Elecrion, to be held in said City on the 3rd day of June, 1997, and shall certify the
results to this City Co•ancil on the June 10, 1997.

SECTION 13. That said C.y~t,~ shall'reimburse the County of Riverside
Registraz of Voters for the cost of services;performed relative to the conduct of the
Special Municipal Elec6on, after completipn,of all work and upon presentation to
the City of a properly approved bill.
SECTION 14. That the City Clerk is hereby directed to forward a
certified copy of this resolution without delay, to said Registrar of Voters of
Riverside County.
SECTION 15. That the City Clerk shall certify to the passage and
adoption of this Resolution and enter it into the book of original resolutions.
SECTION 16. That this resolution shall take effect immediately.
