ELSII~It>RE, CALIFOItNIA, MAHING AN AMENDMENT TO TFIE LAKE
ELSINC?RE GENERAL PLAN FOR TFIE FIRST CYCLE OF THE
CALEN~AR YEAR OF 1998 CHANGING TAE LAND USE DESIGNATION
OF ASS~SSOR'S PARCEL NUMBER 373-071-018 FROM MED1UM HIGA
DENSTd'I' RESIDENTIAL TO GENERAL COMII~RCIAL.
THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, Section 65361(a) of the Government Code provides that no mandatory
element of a General Plan shall be amended more frequently than four times during any calendar
year;
WHEREAS, the Planning Commission held a public hearing on this General Plan
Amendment No. 98-1 on June 3, 1998 and that the public hearing was advertised as required by
law. The Planning Commission made recommendations to the Ciry Council concerning this
Generat Pian Amendment and has filed with the City Counci] copies of maps and reports; and
WHEREAS, notice was duly given of the public hearing on this Amendment, which was
held before the City Council on the 23rd day of June, 1998, at the hour of 7:00 p.m., with
testimony received being made a part of the public record; and
WHEREAS, all requiremenu of the Califomia Environmental Qoality Act have beEn met
for ~he consideration of whether these projects will have a significant effect on the environment.
NOW, THEREFORE, in consideration of the evidence received at the hearing, and for the
r~asons discussed by the Council member at said hearing, the Ciry Council now finds that the
~.ake Elsinore General Plan be amended as follows:
GENERAL PLAN AMENDMENT N0. 98-1
LOCATION: LOCATED AT THE INTERSECTION OF FRANKLIN STREET AND
AVENUE 6, ASSESSOR'S PARCEL NUMBER 373-071-018
Approval is based on the following:
The proposed General Plan Amendment will not be: a) deuimental W the health,
safety, comfort or general welfare of the persons residing or working within the
neighborhaod of the proposed amendmeflt or within the City, or b) injurious to the
property or improvemenu in the neighborhood or within the City.
2. The proposed General Plan Amendment will permit reasonable development of the
area consistent with iu constraints and will make the area more compadble with
adjacent properties.
The proposed General Plan Amendment would esiablish a land use density and
usage more in chazacter wid~ the subjectpmperty's location, acxess and constraints.
4. The proposed General Plan Amendment will not have a significant effect on the
environment.
PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED by the City Council of
the Ciry of Lake Elsinore, Califomia, that the Ciry of Lake Elsinore General Pian be amended for
the first time in calendar year 1998 to reflect General Plan Amendment No. 98-1.
