A RESOLUTION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, SUPPORTING
THE EFFORTS OF ASSEMBLYMAN
BRUCE THOMPSON TO OBTAIN FUNDING
FOR LAKE ELSINORE AND SAN JACINTO
WATERSHED PROJECTS.
WHEREAS, Assemblyman Bruce Thompson has been instrumental over
the last several years in obtaining funding for Lake Elsinore Water Quality and
Watershed Management; and
WHEREAS, efforts are now underway to obtain an appropriation of thirty-
eight million five hundred thousand dollars ($38,500,000) from the State
Legislature; and
WAEREAS, upon appropriation of those funds there would be established a
Lake Elsinore and San Jacinto Watershed account for the purpose of funding one
or more of the following projects: watershed monitoring, storm channel
modification, nutrient control, aeration, wetlands restoration and enhancement;
wildlife habitat enhancement, fishery enhancement, calcium quicklime treatment
and sediment removal; and for related planning and administrative costs; and
WHEREAS, it is the intent of the Legislature to urge the federal
government to allocate funds for projects to improve the Lake Elsinare and San
Jacinto Watersheds and lake water quality by matching the state's financial
commitment to those projects;
WHEREAS, the legislation proposes that ten million dollars ($10,000,000)
shall be allocated to the Riverside County Flood Control and Water Conservation
District for channel improvement, rock stabilization, and bridge construction
projects in or along the Bautista Creek flood control channel in the County of
Riverside; and
WHEREAS, the legislation proposes that twenty-five million dollars
($25,000,000) shall be allocated to SAWPA or another joint powers authority
consisting of the City of Lake Elsinore, SAWPA, Elsinore Valley
Municipal Water District and other agencies for implementation of programs

to improve the water quality and habitat of Lake Elsinore, and its baclc basin
consistent with the Lake Elsinore Management Plan; and
WHEREAS, the legislation proposes that three million five hundred
thousand dollars ($3,500,000) shall be allocated to a joint powers authority
consisting of the City of Lake Elsinare, SAWPA, Elsinore Valley Municipal Water
District and other agencies to implement water treatment programs consistent with
the state's unmet funding obligation pursuant to the Public Resources Code Section
5096.124.
NOW, THEREFORE, BE IT RESOLVED that the City of Lake Elsinore
City Council does hereby acknowledge the continuing efforts of Assemblyman
Bruce Thompson and support the effort for allocation of thirty eight million five
hundred dollars ($38,500,000) to the Lake Elsinore and San Jacinto Watershed
account for use on the above enumerated types of projects.
