Home My WebLink AboutCC Reso No 2001-22RESOLUTION NO. 2001-22 -A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, TO SUPPORT H.R. 1985, THE WESTERN WATER ENHANCEMENT SECURITY ACT, CALVERT (R-RIVERSIDE, CA) WHEREAS, Providing a clean dependable water supply while satisfying agricultural, environrental and urban water demand is California's greatest looming policy challenge; and WHEREAS, Balancing the use of imported water and local water supplies is essential to stretching California's water resources to meet growing demand; and WHEREAS, The Calfed process is the vehicle for changing water policy thinking to accommodate all vital water interests. Calfed is the template for joining environmental, agricultural, and domestic water supply projects under a common purpose, to improve California's water reliability; and WHEREAS, H.R. 1985 (Calvert), the "Western Water Enhancement Security Act" will reauthorize the Calfed process and provides essential funding for local "drought proofing" projects, including efforts by the Santa Ana Watershed Project Authority (SAWPA); and WHEREAS, Joint efforts to maximize local water resources and improve water quality in the San Jacinto River Watershed will depend on the success of this vital legislation and SAWPA's watershed management initiatives. NOW, THEREFORE, BE IT RESOLVED, The City of Lake Elsinore strongly supports the provisions of H.R. 1985 to increase local water reliability, to enhance environmental water quality goals, and to manage California's water supply needs efficiently and cooperatively, among all stakeholders. DATE: July 13, 2001 ~IICKI I'.ASAD, MC, CITY CLERK CITY OF LAKE _.LSINORE {SEAL) RESOLUTION NO. 2001- 22-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA REQUESTING THE TAX COLLECTOR OF THE COUNTY OF RIVERSIDE TO PLACE SPECIAL TAXES ON THE BILLS OF CERTAIN PROPERTIES WHEREAS, the City Council of the City of Lake Elsinore, California (the "City") has heretofore instituted and conducted proceedings under the terms and provisions of the Mello-Roos community Facilities Act of 1982 (the "Act"), being Chapter 25 of the State of California Government Code for the Acquisition and construction of certain public works of improvements, together with appurtenances and appurtenant work in a special tax district designated as COMMUNITY FACILITIES DISTRICT NO. 91-2 SUMMERHILL PUBLIC IMPROVEMENTS) (hereinafter referred to as the CFD 91-2); and WHEREAS, in city Resolution No. 91-19 adopted on February 26, 1991, the "Resolution of Intention"; City Resolution No. 91-30 entitled "A Resolution Declaring Results of Special Election and Directing Recording of Notice of Special Tax Lien", adopted Apri19, 1991; and City Ordinance No. 913 entitled "An Ordinance of the City Council of the city of Lake Elsinore Levying Special Taxes Within the City of Lake Elsinore Community Facilities District No. 91-2 (Summerhill Public Improvements)", adopted April 23, 1991; and WHEREAS, all special taxes in this district were levied without regard to property valuation; and NOW, THEREFORE, the City Council of the city of Lake Elsinore does here by resolve as follows: i. That the portion of the principal, interest and other costs related to CFD 91-2 due or coming due through June 30, 2002 be placed on the County Tax Rolls and be collected by the Riverside County Tax Collector, as provide for in Exhibit "A" (a summary of fixed charges). 2. That the properties to be so assessed and the related amounts are submitted on magnetic tape as requested by the Riverside County Tax Collector, further identified as County Fund No. 68- 2366.
