RESOLUTION OF THE CITY COUNCIL OF THE CTTY OF LAKE ELSINORE ACTING ON BEHALF OF CITY OF LAKE ELSINORE COMMUNITY FACILITIES DISTRICT NO. 2003-1 (LAW ENFORCEMENT, FIRE AND PARAMEDIC SERVICES) CANVASSING THE RESULTS OF THE ELECTION HELD WITHIN ANNEXATION AREA NO. 1 AND ANNEXATION AREA NO. 2 ANNEXED TO SAID DISTRICT WIIEREAS, the City Council of the City of Lake Elsinore, California (the "Council") has previously conducted proceedings pertanung to the annexation of certain property ("Annexation Area No. 1" and "Annexation Area No. 2") into the City of Lake Elsinore Community Facilities District No. 2003-1 (Law Enforcement, Fire and Paramedic Services) (the "DistricY'), the rate and method of apportionment of a special tax to finance a portion of the cost of providing certain public services, and the calling of an election in regard to the foregoing; and WHEREAS, on October 14, 2003, an election was held within Annexation Area No. 1 and Annexation Area No. 2 reguding the rate and method of apportionment of the proposed special ta~c; and WHEREAS, at such election the proposal for the rate and method of apportionment and manner of collection of the special tax for Aiuiexation Area No. 1 and Annexation Area No. 2 was approved by the qualified electors of Annexation Area No. 1 and Annexation Area No. 2, respectively; NOW, THEREFORE, THE CITY COUNCIL OF THE CTTY OF LAKE ELSINORE, ACTING AS THE LEGISLATNE BODY OF CITY OF LAKE ELSINORE COMMiJNITY FACILITIE3 DISTRICT NO. 2003-1 (LAW ENFORCEMENT, FIltE AND PARAMEDIC SERVICES), DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section L It is hereby determined that Yhe election conducted within Annexation Area No: 1 and Annexation Area No. 2 was duly and validly conducted. Section 2. DA E: October 15, 2003 .~-~L~- VICHI KASAD, C C, CITY CLERK/ HUMAN RESOURCES DIRECTOR CITY OF LAKE ELSINORE (SEAL) RESOLUTION NO. 2003 - 54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DESIGNATING THE PRIMA FACIE SPEED LIMIT FOR CERTAIN STREETS WHEREAS, Prima Facie Speed Limits have been established on certain designated portions of City streets by City Resolutions 99-7, 2001-41, 2002-09 and 2002-50; and, WHEREAS, portions of certain City streets do not have established prima facie speed limits; and, WHEREAS, an Engineering and Traffic Survey, as required by the California Vehicle Code, has recently been completed for those certain street portions; and, WHEREAS, recommended speed limits of certain street portions are proposed to be added to Eachibit A, the City Speed Limit LisUng, of this resolution; and, WHEREAS, Section 10.20.010 of Title 10 ofthe Municipal Code provides for the designation of Prima Facie Speed Limits by resolution of the City Council; and, WHEREAS, the City Council's wishes to add the following speed limits to Exhibit "A" attached hereto: Canyon Hills Road from Railroad Canyon Road east to end 45 MPH Lost Road from Canyon Hills Road to south City Limit. 35 MPH. Illinois Street from Lakeshore Drive to Strickland Avenue 30 MPH NOW, THEREFORE, BE IT RESOLVED, that the City Coimcil of the City of Lake Elsinore, does hereby fmd, declaze, deternune and direct as follows: That the Prima Facie Speed Limits shall be as set forth in Exhibit "A" attached hereto. That the Engineering and Traffic Survey of Speed Limits dated November 13, 2003, followed the procedures prescribed by the California Vehicle Code and the California Depaztment of Transportation and describes the speed limits to be added by this resolution as set forth in Eafhibit "B" attached hereto. 3. That the City Engineer shall order the placement of signs and mazkings as needed. 4. That the Director of Community Services shall place and maintain signs and mazkings sufficient to notice of said speed limits.
