Home My WebLink AboutCC Reso No 2003-10RESOLUTYON NO. • 2003-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE CERTIFYING THE ADDENDUM TO THE FINAL CANYON HILLS SPECIFIC PLAN EIR WHEREAS, Paxdee Homes has submitted applications fox the Canyon Hills Specific Plan Amendment No. 1(SPA No. 1), Tentative Patcel Map No. 30962, and Tentarive Tract Map No. 30492. The appxoximate 1,970-acte Canyon Hills Specific Plan azea is located ~vithin the eastem boundaries of the City of Lake E~sinom, east of the I-15 Freeway. Dixect access to the area is from the I-15 Fxeeway to Railroad Canyca Road, which cxosses the northwest cornez of the Specific Plan azea. Canyon Hills Road connects ~vith Railxoad Canyon Road and the pxooexty $om west to east. Lost Road is constructed onsite and connects off of Canyon Hills Road in the north to south dixection; WHEREAS, SPA No. 1, Tentauve Parcel Map No. 30962, and Tentative Tract Map No. 30492 together comprise the "pxoject" as defuied by Section 21065 of the California Env~onmental Quality Act (CEQA), Cal. Public Resources Code Section 21000 et seq., which is defined as an activity which may cause eithez a direct physical change in the env~onment, or a xeasonably foxeseeable indixect physical change in the environment and which includes the issuance to a person of a lease, pennit, license, cexrificate, ox other entidement for use by one os more public agencies; ~UHEItEAS, an Addendum to the 1989 Final Canyon Hills Specific Plan Environmental Impact Report has been prepared to evaluate env~onmental unpacts resulting with the pxoject. WHEREAS, the Planning Corrunission ui the City of Lake Elsinore at a regulax meeting held on April I5, 2003 made its xeport upon die desirability of the r~roposed pxoject and made its mcommendations in favor of appxoving the proposed Addenduin ETK by adopting Plauning Commission Resolution No. 2003-26 xecommerding tc ~he City Council cexrification of the Addendum to the 1989 Final Canyon Hills Specific Plan EIR; and WHERF.AS, public norice of said applications has been given, and the City Council has considered evidence presented by the Community Development Department and othex interested parties at a public hearing held with sespect to this item on May 13, 2003; and NOW THEREFORE, the City Council of the City of Lake Elsinoxe DOES HEREBY RESOLVE as follows: 1. The City Council finds that the Addendum EIR has been pxepared, submitted and reviewed in accoxdance with tequiiements of the Califoinia Envir.onmentil Quality Act and the City's CEQA xequ~ements, and axe complete and adequate in its evaluation of all environmental effects of the Canyon Hills Specific Plan Amendment No. 1 and associated discxetionaxy appzovals. The Canyon Hills Specific Plan Amendmeat No. 1 and associated disctetionary appxovals will not iesult in any significant and unavoidable vnpacts with implementarion of mitigation measutes. '' 2. The City Council finds that the pxoposed applicarions will not have itnpacts that axe individually limited but cuxnulatively considetable. Given that pxoject impacts aze insignificant, cumulative unpacts are not foxeseen. RESOLUTION NO. 2003-10 PAGE 2 3. The City Council finds that the proposed applicadons do not have the potential to adversely affect humans, eithez duecdy or indixecdy. 4. The Ciry Council finds that the Addendutn to the Final Canyon Hills Specific Plan EIR is complete and adequate and provides appsopriate envixoruuental docuxnentation for the pzoject and fully complies cvith the requirements of CEQA, the State CEQA Guidelines, and the City's environmental cleaxance pxoced~es. 5. The Addendutn EIR and the tecozds of the pzoceedings upon which this decision is based, are and will be on file cvith the City of Lake Elsinoxe, 130 South Main Street, Lake Elsinore, Califoxnia 92530. PURSUANT TO THE ABOVE FINDINGS tlus Ciry Council of the Ciry of Lake Elsinoxe resolves that the Addendum to the Final Canyon Hills Specific Plan EIR sexves as adequate and appxopriate envixonmental documentation for Canyon Hills Specific Plan Amendment No. 1, Tentative Paxcel Map No. 30962, and Tentative Txact Map No. 30492 and hezeby certifies the Addendum as complete and adeguate, and fully complies ~vith the xequizements of CEQA, the State CEQA Guidelines, and the City's envuonmental analysis procedures.
