A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, GIVING NOTICE OF
INTENT TO SUBMIT TO THE QUALIFIED ELECTORS OF
SAID CITY A PROPOSED MEASURE OFFERING THE
VOTERS A CHOICE AS TO THE SELECTION OF THE CITY
TREASURER EITHER BY ELECTION OR BY
APPOINTMENT
WHEREAS, the City Council of the City of Lake Elsinore desires to submit to the qualified
electors of said City at the next General Municipal Election to be held Tuesday, November 8, 2005 or
Tuesday November 7, 2006, as the case may be, a proposed measure relating to the elimination of the
Office of Elected Treasurer and the establishment of the Office of Appointive Treasurer;
WHEREAS, the City Council of said City is thereupon authorized and directed by statute to
submit said measure to the qualified voters; and
WIIEREAS, the City Council of the City of Lake Elsinore is considering changing the City's
General Municipal Elections to an even-year cycle from odd-numbered years which would postpone
the November 8, 2005 election to November 7, 2006.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elsinore
as follows:
Section 1. That pursuant to the requirements of the laws of the State of California relating to
cities within said State, and the City Council hereby requests the Registrar of Voters of the County of
Riverside to include in the next General Municipal Election the following question to wit:
Shall the office of City Treasurer be appointive? YES
NO
Section 2. That the City Councii directs the City' Clerk to transmit a copy of the measure to the
City Attorney. The City Attorney shall prepare an impartial analysis of the measure showing the
effect of the measure on the existing law and the operation of the measure. The impartial analysis
shall be filed by the date set by the City Clerk for the filing of primary arguments.
Section 3. That in all particulars not recited in this Resolution, said election shall be held and
conducted as provided by law for holding municipal elections in said City.
Section 4. That the City Clerk as the City's Elections Official shall take all actions necessary and
appropriate to request the proposed measure be presented to the qualified voters of the City of Lake
Elsinore at the next General Municipal Election.
Section 5. That the City Clerk shall certify to the passage and adoption of this Resolution; shall
enter the same in the book of original resolutions of said City; and shall make a minute passage and
adoption thereof in the minutes of the meeting at which the same is passed and adopted.
Section 6. The effective date of this Resolution shall be the date of its adoption.
PASSED, APPROVED and ADOPTED this 23r.d day of November. , 2004 by the City
Council of the CiTy of Lake Elsinore by the following vote:
