THE CITY OF LAKE ELSINORE CERTIFYING
ADDENDUM NO. 2 TO THE ALBERHII L
RAIVCH SPECIFIC PLAN FINAL
ENVIRONMENTAL IMPACT REPORT
WHEREAS, Casde and Cooke Califomia, Inc. has submitted applications foL Vesting
Tentative Txact Map Nos. 28214 and 30836. Vesting Tentative Txact Map 1~TOS. 28214 and 30836
total appxosimately 500 acxes and ase genexally bounded on the north by the I-15 Fxeeway, on the
south by Tezra Cotta Road/Nichols Road, on the east by El Toxo Road, and on the west by Lake
Stxeet. Specifically, Vesting Txact Map No. 28214 is located along Lake Stxeet; Vesting Txact Map
No. 30836 is located near the existing Lake Elsinore Oudet Mall, near Colliex Avenue;
WH~REAS, Vesting Tentadve Tract Map Nos. 28224 and 30836 together compiise the
"pxoject" as defined by Secrion 21065 of the California Environmental Quality Act (CEQt1), Cal.
Public Resources Code Section 21000 et seq., which is defined as an activity which may cause either
a duect physical change ui the envixonment, oi a reasonably foxeseeable ind~ect physical change in
the envuonment and ;vhich includes the issuance to a pezson of a lease, permit, license, cerrificate,
er othex enudement foL use by one or moxe public agencies;

RESOLVE as follo~vs:
1. Puxsuant to Public Resouices Code Section 211G6 and Tide 14, Califoinia Code of
Regulations, Sections 15162, 15164, and 15168, the City of Lake F_lsinoxe's City
Council (d~e "City") ~IR Addendum No. 2 to Albexhill Ranch Soecific Plan No. 89-
?("Albexhil] P~aach Specific Plan") Final Environmental Impact Repoxt ("Pinal
EIR"), ~nhich descxibes dic ininoi technical changes associated with Vesting
Tentative Trzct ~fap Nos. ("V"TTMs") 28214 and 30836, and contains the changes
and additions to the A1beLhill Ranch Final EIR and EIR ilddendum No. 1, has been
completed in compliance ~vith the California ~n~rixonmental Quality Acc, Public
Resouices Code Sections 21000, et seq. ("CEQA"), the State CEQA Guidelines,
Tide 14, California Code of Regulaaons, Sectioiis i 5006 et. seq. ("C~QA
Guideluies"), and the Cit~~'s ~nvuonmental Clearancc Piocedures. Tl~e City fuxthex
ceiafies that EIR Addendum No. 2 was pxesented to the City, and that the Ciry has
reviewed and consideied die infoxmation contained in FIR Addendum No. 2. The
City heceby finds that EIR Addendum No. 2 xeflects the independent judgment of
the City and adopts EIR Addendum No. 2.
2. The City further cettifies that it has received, xeviewed, and considesed the
infoxmation contained in the Albezlull Ranch Specific Plan Final EIR, State
Clearinghouse Numbex 88090517, which was cexrified by the City on August 28,
1989, as set forth in the Findings and Statement of Ove~xiding Considexations
adopted by the City on this same date, in connecuon with its adoprion of the
Albexhill Ranch Specific Plan. The City also cextifies that it has received, reviewed,
and considexed the infoxmation contained in Addendum No. 1, certified in June
1992, in connection with its adoption of the Muxdock Albexhill Ranch Specific Plan,
an amendment to the original Albexhill Ranch Specific Plan.
3. The A1beThill Ranch Specific Plan Final EIR, EIR Addendum No. 1, and EIR
Addendum No. 2, contain the envixonmental analysis and infoimarion necessaiy to
support appxoval of VTI`Ms 28214 and 30836 (also xefexxed to as "Pxoject").
FINDINGS
1. The following Findings aze hexeby adopted by the Ciry as iequ~ed by Public
P~esouxces Code Secrions 21081, 21081.5, 21081.6, and 21166, and CEQA
Guidelines Sections 15091, 15092, 15093, 15162, 15164, and 15168, in conjunction
with the appxoval of V'I`I'Ms 28214 and 30836.
Env~onmental Review Process
2. The oiiginal Alberhill Ranch Specific Plan was approved and the Final EIR was cextified by
the City on August 28, 1989. The Albeihill Ranch Specific Plan covexs appxo~tnately 1,853
acxes genexally bounded by the I-15 Freeway on the north, Tersa Cotta Road/Nichols Road
on the south, EI Toxxo Road on the east, and Robb Road/Lake Street on the ~vest. The
Alberhill Ranch Specific Plan consisted of thxee ownexships: Muxdock AlUeTlull Ranch
Luruted Paxtnership; Brighton Albexlull Associates; and Long Beach Equities, and proposed -
3,705 dwelling units, 254 acres of commercial use, 531 acres of open space, 30 acres of paxk,
and 50 acxes of school park sites.
3. In 1992, b4uidock Albexhill Ranch I.,iinited Paxmexship xequested an amendment to
its 511-acre portion ("Muxdock AlUexhill Ranch Specific Plan") of the pxeviously
approved Albexhill Ranch Specific Plan. The Muxdock Albexhill Ranch Specific Plan
pxoposed a numbes of minoz technical xevisions and modificarions to the Albexhill
Ranch Specific Plan's land use plan, circulation plan, phasing plan, zoning standaxds,
and design guidelines, and pxoposed 1,819 xesidential d~velling units, an elementaiy
school, open space, recreational/paxk uses, and commexcial/indus[rial uses. The
Muxdock Albexhill Rauch Specific Plan area is divided into tl~ee geneial plamvng
acres.
4. At the tune the Murdock Albexhill Ranch Specific Plan was undextaken, the City,
puxsuant to CEQA C 21166 and CEQA Guidelines gg 15162 and 15163, detexmined
that a subsequent ox supplemental EIR was not xequixed because changes pxoposed
to the Albexlvll Ranch Specific Plan did not have significant envixonmental effects
diffexent from those analyzed as paxt of the original Alberhill Ranch Final EIR. As a
result, the Ciry pxepared, and adopted in June 1992, EIR Addendum No. 1. EIR
Addendutn No. 1 pxovided only minox technical xevisions and modifications to the
Albexhill Ranch Specific Plan and concluded that no new significant environmental
effects wexe identified and no new mitigadon measures weTe prnposed ox necessaxy.
5. The pxoject applicant, Muxdock Development Company, on behalf of Muxdock
Albeihill Ranch T united Partnexship is xequesting appxoval of VT`I`Ms 282141 (28
lots), 28214-2 (1281ots, 1 private patk), 28214-3 (2471ots), 28214-4 (1601ots; 1
pxivate paek), 28214-5 (121 lots and public paxk), 28214-6 (2021ots), 28214-7 (84
lots), 30836-1 (I161ots, 1 private park), and 30836-2 (921ots, school and 1 pask site)
fox implementation of the Muxdock Albexhill Ranch Specific Plan. Specifically,
development of the tracts•will include 32.4 acxes of residential development on
V i"I'M 30836 and 391.4 acxes on VTTM 28214. The vesting tentative tract maps
also include a 33.83-acxe community paxk, a 5.8-acxe park and 16.7-acxe school
combinadon, along with othex common open space.
6. In accoxdance with CEQA Guidelines g 15378(a)(3), 28214 and 30836 axe an
amendment to the adopted Albexhill Ranch Specific Plan and Muxdock Albeshill
Ranch Specific Plan, and consritute a"project" which is subject to CEQA and the
CEQA guidelines. However, development of 2&214 and 30836 is consistent with the
Albexhill Ranch Specific Plan and M~dock Albethill Ranch Specific Plan. In fact,
less xesidential and commexcial development will occur as iesult of the appxoval of
VTTMs 28214 and 30$36 than previously petmitted undex Murdock Albeihill Ranch
Specific Plan. This will xesult in a xeducrion of envixonmental impacts.
The City, acting in the capacity of lead Agency, (as defined by CEQA Guidelines 9
15367) has undextaken this envixonmental analysis (oE those proposed amendments
to the Albexhill Ranch Specific Plan and Muxdock Albexhill Ranch Specific Plan as a
msult of appxoval of V1`I'Ms 28214 and 30836) foi the purpose of identifying those
minor technical changes to the Afberhill Ranch Specific Plan Final EIR and EIR
Addendum No. 1, which may be tequixed to accuxately describe the env~onmental
effects resulting from the adoption of VTTMs 28214 and 3083G. This Addendum to
the Albexhill Ranch Specific Plan Final EIR ("EIR Addendum No. 2"), pr.epaxed
puxsuant to CEQA ~ 21166 and CEQA Guidelines gg 15162 and 15164, has been
prepared to:
8. EIR Addendum No. 2, dated October 7, 2003, to the Alberlull Ranch Specific Plan
Final EIR has been prepaxed fox VTTMs 28214 and 30836, in accoxdance with
CEQA, the CFQA Guidelines, and the City's enviconmental cleaxance pxoced~es.
The purpose of the EIR Addendum No. 2 is twofold (1) to evaluate whether a minox
technical corrections and revisions associated with VTTMs 28214 and 3083G result
in any significant env~onmental effects that wexe not previously examined in the
Albexhill Ranch Specific Plan Final EIR and EIR Addendum No. 1; and (2) to serve
as an addendum to the Albexhill Ranch Specific Plan Final ~IR that makes minox
technical changes and additions to the AlUexhill Ranch Specific Plan Final EIR and
Murdoclc Albexhill R1nch Specific Plan in or.der to analyze the pxoject-specific
env~onmental effects and to account for a change in circumstances since
certification of the Alberhill Ranch Specific Plan Final EIR and approval of ~IR
Amendment No. 1 that would not requixe majox xevisions to the Alberhill Ranch
Specific Plan Final EIR.
9. The CEQA Guidelines (C15164(a) and ~15162) allow the City, as lead agency, to
prepaxe an Addendum to a pxevious cexrified EIR if all of the following conditions
axe met:
a. Changes to the pxoject do not xequixe major xevisions to the pxeviously pxepaxed
EIR due to the involvement of new significant env~onmental effects or a
substantial incxease in the sevexity of pxeviously identified significant effects;
b. Changes with sespect to the cixcuxnstances under which the pxoject is undertaken
do not tequite majox xevisions to the ptevious EIR due to the involvement of
new significant envixontnental effects ox a substantial incxease in the severity of
preniously identified significant effects;
c No new infoxmauon becomes available ~vhich shows new significant effects,
significant effects substantially moxe severe than previously discussed, ox
additional or modified mitigation measuxes;
d. Only muiox technical changes ot additions axe necessary to make the EIR under
considexation adequate undei CEQA; and,
e. The changes to the EIR made by the Addendutn do not xaise unportant new
issues about the significant effects on the env~onment.
10. EIR Addendum No. 2 concludes that the potential envixonmental unpacts associated
widi the development of VTTMs 28214 and 30836 conclusively shows that
development of VTTivis 28214 and 30536 will not uigger any of the pxovision of
CEQA Guidelines ~ 15162, and therefore a subsequent ox supplemental EIR is not
Lequixed. This is boxne out by the fact that appsoval of VTTMs 28214 and 30836 (1)
~vill not requ~e important xevisions to the Albexhill Ranch Specific Plan Final ~IR
and EIR Addendum No. 1 in that no new significant environmental impacts (not
pxeviously considexed as paxt of the Albexhill Ranch Specific Plan Final ~IR and EIR
Addendum No. 1) have been identified, (2) uo substantial changes ~vith xespect to
the cixcumstances undex which the pxoject is undertaken have occurred, and (3) no
new informadon or issues of substandal itnpoxtance (which wexe not pmviously
addxessed in the Alberhill Ranch Specific Plan Final EIR and EIR Addendum No. 1)
have been identified dzxough this subsequent environmental xevie~v. The Alberhill
Ranch Specific Plan Final EIR, ~IR Addendum No. 1, together with EIR
Addendum No. 2, its technical appendices and the technical changes identified in
Addendum No. 2, adequately analyze the pxoposed changes to the AlUexlull Ranch
Specific Plan and Muidock Alberhill Ranch Specific Plan axeas, and pxovide an
env~onmental basis far the City's discrerionary action of appxoving the VTTMs
28214 and 30836. Additionally, the VTTMS are consistent with the appxoved
Alberhill Ranch Specific Plan and Murdock Albexhill Ranch Specific Plan so as to
produce no additional envixonmental impacts.
Pxoject-Specific Impacts
11. F.IR Addendum No. 2 xeviews all 14 potentially significant envuonmental unpact
axeas analyzed in the Albeilull Ranch Specific Plan Final EIR and EIR Addendum
No. 1. The Alberhill Ranch Specific Plan Final EIR analyzed the following 14
envixonmental topics as envixonmental axeas rhat could be advexsely affected by the
unplementarion of the Albexhill Ranch Specific Plan. These envuonmental topics
include: Geology/Soils; Hydxology/Watex Qualiry; Noise; A~ Quality;
Wildlife/Vegetation (i.e., Biological Resouices); Land Use; Population Housing;
Populauon and Housing; Enexgy Resources; Aesthetics; Histoxic and 1'xehistoric
Resources; Cuculation; Public Facilities and Seroices; and .Fiscal.
12. The Alberhill Ranch Specific Plan Final EIR concluded that only Air Quality and
Biological Resouxces would tesult in significant unavoidable adverse impacts
associated with the unplementation of the Alberhill Ranch Specific Plan, all othex
impact axeas wexe eithex potentially significant but mitigable impacts ox insignificant.
13. EIR Addendum No. 1 analyzed these same impact axeas in the context of the
pxoposed modifications associated with the unplementation of the Murdock
Albexhill Ranch Specific Plan. In the context of the Mulriple-Family Dwelling Unit
Option, EIR Addendum No. 1 concluded that the pxoject contemplated in 1989
(i.e., the Alberhill Ranch Specific Plan, to the pxoject pxoposed in 1992 (i.e.,
~4urdock Albeihill Ranch Specific Plan) would not cause any significant changes ox
new "impacts" that wexe not pxeviously contemplated and addxessed in the Albexhill
Ranch Specific Plan EIR Addendum and covexed by adopted mitigation measuxes.
14. As noted above, EIR Addendum No. 2 xeviews the 14 env~onmental impact aYeas
addressed in EIR Addendum No. 1 and specifically focuses, through subsequent
technical analyses, on the five env~onrnental nnpact areas with the most potential
fox changed cucumstances since last analyzed in 1992 (i.e., biological xesources,
tsaffic and cucularion, noise, geology, and hy~ology). EIR Addendum No. 2
presents an analysis of potential impacts upon those environmental issues
identified in the Albexhill Ranch Specific Plan Final EIR and EIR Addendum No.
1, cesulting fsom those changes to the envixonment that could occuc thxough
unpleinentation of the VTTMs 28214 and 30836. Each of those envixonmental
issues which wexe addressed in the EIR Addenduzn No. 1 have been re-
exainined based upon proposed changes to the Muxdock Albexhill Ranch Specific
Plan to detexmine whethet those changes will result in additional itnpacts upon
the envlronmentbeyond those levels pxeviously identified in the Albexhill
Ranch Specific Plan Final EIR and F.TR Addendum No. 1.
15. Afte~~ ieviewing the 14 potentially significant environmental unpact axeas, as noted
above F,IR Addendum No. 2 concludes that because xesidential development is
xeduced by the development of VZ"i'Ms 25214 and 30836, the pioject ~vill not
directly or ind~ecdy incxease any unpacts that wexe previously analyzed. In
paxticulax, fox those unpact azeas with the most potential foz change s;nce they wcre
last analyzed in 1992, EIR Addendum No. 2 concludes thxough subsequent technical
xeview that Uiological xesoucces tsaffic, noise, hydrological, and geological impacts
will not dixectly or indixecdy incxease any impacts that wexe previously analyzed.
16. In the context of potential cumulative unpacts, the existing setring outside the
Pxoject boundary axea has not been altexed in any way to significandy nnpact the
envuonmental impacts pxeviously analyzed in the AlUeshill Ranch Specific Plan Final
EIR and ~IR Addendum No. 1 including, but not limited to biological resoiuces,
txaffic, noise, hydxology, ox geology in the VTPMs 28214 and 30836' unmediate
suxrounding area. Purthexmore, the technical analyses, which axe attached to EIR
Addenduin No. 2, suppoxt the conclusion that biological, traffic, noise, hy~ological,
and geological impacts aie substantially consistent with the Alberhill Ranch Specific
Plan Final EIR and EIR Addendum No. 1 and will not significandy nnpact the
VTl Ms 28214 and 30836 axeas.
17. The analysis in EIR r~ddendum No. 2 indicates that the Pxoject, with the
unplementation of the xelevant Albexhill Ranch Specific Plan Final EIR and EIR
Addendum No. 1 mitigarion measures, could potentially incsementally conuibute to
some impacts pxeviously identified in the Albethill Ranch Specific Plan Final EIR
and Addendum No. 1, but will not xesult in any new significant ixnpacts, substantially
incxease the severity of significant impacts pxeviously identified in the Albexhill
Ranch Specific Plan Final EIR, ox cause any envitonmental effects not previously
exanuned in the Albexhill Ranch Specific Plan Final EIR ox Addendum No. 1. All
significant nnpacts to which the Pxoject would contcibute have been ad~essed in
EIR Addendutn No. 2, the Albexhill Ranch Specific Plan Final EIR, in the Findings
and Statement of Overriding Considexations adopted by the City in connection with
its appxoval of the Albeshill Ranch Specific Plan Final EIR, and Addendum No. 2.
No additional mirigation measuxes axe feasible to substanrially lessen any significant
and unavoidable impacts pxeviously identified in the Albexlvll Ranch Specific Plan
Final EIR and EIR Addendum No. 1.
ADDITIONAL FINDINGS
Adequacy of Pciox Envixonmental Review
18. All of the significant env~onmental effects of the Pxoject have been adequztely
addLessed in the pziox enviTOnmental unpact sepoxt in that those impacts: (1) have
been mitigated ox avoided as a xesult of the priox environmental impact report and
fmdings adopted in connection with the prior envizonmental ixnpact xepoxt; (2) have
been examuied at a sufficient level of detail in the priar envixorunentai unpact repoxt
to enable those effects to be mitigated ox avoided b~~ site-specific zevisions, the
unposition of conditions, ox by other means in connection with the approval of the
Project; ox (3) cannot be mirigated to avoid ox substandally lessen the significant
impacts despite the Pxoject pxoponenPs willingness to accept all feasible mitigarion
measuxes, and the only puipose of including analysis of such effects in anothex
env~or ::enral itnpact report weuld be to putthe agency in a posidon to adopt a
statement of overriding consideiations with respect to the effects. The Pxoject is
consistent with the Albexhill Ranch Specific Plan Final EIR, and the iegional and
axea wide cumulative unpacts of the Pxoject have akeady Ueea adequately~ addcessed
in the ceitified Albexhill Ranch Specific Plan Final EIR, EIR Addendum No. 1, and
in EIR Addendum No. 2, consistent with CEQA Guidelines Secrion 15130. These
Pindings siuninarize, rely upon, aud incorpoxate the Albexhill Ranch Specific Plan
Final EIR and ~IR Addenduxn No. 1 Findings to address those cumularive unpacts.
As indicated in EIR Addendum No. 2, the Pxoject does not provide an oppoTtunity
to eluninate ox substantially xeduce any of the significant and unavoidable adnexse
unpacts identified in the Albexhill Ranch Specific Plau Final ~IR and EIR
Addendum No. 1. Furthex, the appxoval of the Project does not create a new
oppoxtunit~~ to eliminate ox substanrially xeduce any of the significant and
unavoidable adverse unpacts found in the Alberhill Ranch Specific Plan Final EIlt ox
Addendum No. 1.
19. The AlUexhill Ranch Specific Plan Final EIR sufhciendy analyzed a xange of
reasonable alcernadve locations to the Pxoject and the c~cumstances xemain
substandally the same as they relate to those altexnarives. CEQA Uuidelines g
15126.6(~(2)(C). No new significant envixonmental nnpacts have been identified in
connecdon with the Project that wexe not considexed in the A1beThill Ranch Specific
Plan Final EIR and ~IR Addendum No. 1. As a xesult, no new effects axe
anticipated ro occux and no ne~v mitigation measuxes will be xequ~ed othex than as
addressed in the Albexhill Ranch Specific Plan Final EIR and EIR Addendum No. 1.
The potential effects of the Pxoject (including its conteibudon to
significant/mirigated and significant/unavoidable impacts) have been fully addxessed
by the Albexhill Ranch Specific Plan Pinal EIR, the Alberhill Ranch Specific Plan
Findings, EIR Addendum No. 1, and EIR Addenduxn No. 2. In accoxdance with
Section 15168(c) of the CEQA Guidelines, the City hereby finds that none of the
cixcumstances desciibed in Section 15162(a) of the CEQA Guidelines axe pxesent
and no subsequent EIR is xequired foz the Project.
Criteria fox an Addendum
20. EIR Addendum No. 2 concludes that none of the conditions or citcumstances that
~voi:ld xequixe prepazation of a subsequent ox supplemental EIR pursuant to Public
Resouzces Code Section 2ll66 and CEQA Guidelines Section 15162 e~sts in
connection wi~h the Pxoject. No substanrial changes have been pxoposed to the
Albexhill Ranch Specific Plan and Muxdock Albexhill Ranch Specific Plan pxojecu as
descxibed in the Albexhill Ranch Specific Plan Final EIR and EIR Addendum No. 1
~vlvch would xeqirire majox xevisions to the Alberhill Ranch Specific Plan Final EIR
ox EIR Addendum No. 1. The Albexhill Ranch Specific Plan pioject described in the
Albexhill Ranch Specific Plan Final EIR and Muxdock Albexhill Ranch Specific 1'lan
includes VTTMs 28214 and 30836.
21. EIR Addendum No. 2 indicates that thexe have not Ueen any substanrial changes
~vith xespect to the cucumstances undex which development of the Albexhill Ranch
Specific Plan site, including the Project, ~could be undextaken that would require
major xevisions to the AlUerhill Ranch Specific Plan Final EIR or EIR Addendum
No. 1. EIR Addendum No. 2 concludes that thexe is no new information of
substanrial unportance, which was not kno~vn and could not have been knocvn at the
tune that the Albeihill Ranch Specific Plan Final EIR was certified as complete, and
~IR Addendum No. 1 appxoved, showing that the pxoposed Pxoject would cause ox
substanually woisen environmental impacts discussed in the Albexhill Ranch Specific
Plan Final EIR ox EIR Addendum No. 1, or that diffexent mitigation measuxes or
altexnatives from those analyzed in the Albexhill Ranch Specific Plan Final EIR ox
EIR Addendum No. 1~vould substantially xeduce one ox moie significant
envizonmentai unpacts found in the Alberhill Ranch Specific Plan Final EIR or EIR
Addendum No. 1.
22. Fox the xeasons described above, The City hexeby finds that preparadon of the EIR
Addendum No. 2 to the Alberhill Ranch Specific Plan Final EIR and EIR
Addendum No. 1, making minor technical changes and addiuons to the Albexhill
Ranch Specific Plan Final EIR and EIR Addendum No. 1 in order to analyze the
pxoject-specific envixonmental effects of the Pxoject aftex cextification of the
Albeihill Ranch Specific Plan Final EIR and appzoval of EIR Addendum No. 1, is
appxopriate undex C~QA.

approval of the Alberhill Ranch Specific Plan pxoject. Without limitation, this

To the extent this Ptoject incoxpoxates xelevant Albexhill Ranch Specific Plan Final
EIR and EIR Addendum No. 1 xnirigauon measares previously adopted by die City,
implementation of these mitigation measuxes in connection with this Pxoject will be
monitoxed puxsuant to the e~cisting Albexhill Ranch Specific Plan Final EIR and EIR
A ddendum No. 1 monitoring progxam pxeviously adopted by the Cit~~ in connection
with its appxoval of the Albexlvll Ranch Specific Plan and Muxdock A1beLlull Ranch
Specific Plan, and amendment to the Albexhill Ranch Specific Plan.

25. Vacious documents and other mateiials consritute the record of pxoceedings upon
which The City bases its findings and decision contained hexein. The xecord of

Califoxiua 92330).
BASED ON TH~ FOREGOING FINDINGS and the information contained in
the xecoxd, the City has previously made one or more of the following Findings with xespect
to each of the significant effects of the Albexhill Ranch Specific Plan Final EIR:
a. Changes ox alterations have been xequixed in, ox incorpoxated
into, the Pxoject, which mirigate oi avoid the si~nuficant
envuonmental effects on the envixonment.
b. Those changes ox altexarions are within the xesponsibility and
jwisdicrion of anothex public agency and have Ueen, ot can
and should be, adopted by that other public agency.
c Specific economic, legal, social, technological, oT othex
considexations, including considexadons fox the provision of
employment opportunities fos highly uained workexs, make
infeasible the tnirigarion measures ox alternadves idendfied in
the envixonmental unpact repost.
BAS~D ON THE POREGOING FINDINGS and the infoxmadon contained in
the record, it is detennined that:
a. The Pxoject could potentially incrementally contribute to, but
will not incxease the severity of, significant environmental
impacts pxeviously identified in the Albexhill Ranch Specific
Plan Final ~IR and ~IR Addendum No. 1.
b. All Albexhill Ranch Specific Plan and EIR Addendum No.
mitigation measuxes xelevant to the Pxoject, as identified in
EIR Addendum No. 2, as well as all PTOject components
described in EIR Addendum No. 2, axe ma3e a condition of
Pxojectappxoval.
c. The Pxoject will not xesult in envixonmeatal effects that wexe
not adequately examined in the Albexlull Ranch Specific Plan
Final EIR and EIR Addendum No. 1.
d. All xemaining significant effects on the env~onment found to
be unavoidable aTe acceptable due to the xeasons set iorth in
the Findings and Statement of Ovexriding Considexarions
adopted by d~e City in connection with its appxoval of the
Albexhill Ranch Specific Plan, as zefeienced and xeadopted
hexein.
BASED ON THE FOREGOING FINDINGS this City Council of the City of Lake
Elsinoxe resolves that Addendum No. 2 to the Albexhill Ranch Specific Plan Final EIR seroes as
adequate and appxopxiate envixonmental documentation foz Vesting Tentative Txact Map No. 28214
and Vesting Tentative Txact Map No. 30836 and hereby ceitifies the Addendum EIR as complete
and adequate, and fully complies w-ith the requixements of CEQA, the State CEQA Guidelines, and
the Cit~~'s environxnental analysis pxoceduxes.
