A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE EL5INORE, CALIFORNIA, APPROVING INDUSTRIAL
DESIGN REVIEW NO. 2004-08 FOR AN INDUSTRIAL BUSINESS
PARK LOCATED AT APN 370-050-013
WHEREAS, Alan Young, Alesco Development Company LLC has initiated
proceedings for Industrial Design Review No. 2004-08 for the construction of an
Industrial Business Park and related improvements located at 370-050-013; and
WHEREAS, the Planning Commission of the City of Lake Elsinore at a regular
meeting held on July 19, 2005, supported the proposed project by adopting Planning
Commission Resolution No. 2005-95 approving Industrial Design Review No. 2004-08;
WHEREAS, the City Council has considered evidence presented by the
Community Development Department and other interested parties.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. The City Council has considered the proposed Industrial Design
Review prior to making a decision to approve the proposed project. The City Council
finds and determines that the proposed facility complies with the California
Environmental Quality Act (CEQA), Section 15162 -Subsequent EIRs and Negative
Declaration, since no substantial changes are proposed, nor have substantial changes
occurred with respect to the circumstances under which the project is undertaken and
there is no known new information of substantial importance which was not known and
could not have been known with the exercise of reasonable diligence. No further
environmental documentation or clearance is required.
SECTION 2. That in accordance with State Planning and Zoning law and the
Lake Elsinore Municipal Code the following findings for the approval of Industrial
Design Review No. 2004-08 have been made as follows:
1. The project, as approved, will comply with the goals and objectives of the
General Plan and the Zoning District in which the project is located.
The proposed Industrial Design Review located at Assessor Parcel Number
370-050-013complies with the goals and objectives of the General Plan, in
that the approval of this industrial project will assist in achieving the
development of a well-balanced and functional mix of residential,

commercial, industrial, open space, recreational and institutional land uses
as well as encouraging industrial land uses to diversify Lake Elsinore's
economic base.
2. The project complies with the design directives contained in Section
17.82.060 and all other applicable provisions of the Municipal Code.
The proposed Industrial Design Review located at Assessor Parcel Number
370-OSO-013 is appropriate to the site and surrounding developments in
that the industrial project has been designed in consideration of the size
and shape of the property, thereby creating interest and varying vistas as a
person moves along the street. Further the project as proposed will
complement the quality of existing development and will create a visually
pleasing, non-detractive relationship between the proposed and existing
projects in that the architectural design, color and materials and site
design proposed evidence a concern for quality and originality.
3. Subject to the attached Conditions of Approval, the proposed project is not
anticipated to result in any significant adverse environmental impacts.
Pursuant to the California Environmental Quality Act (CEQA), the
proposed Industrial Design Review located at Assessor Parcel Number
370-OSO-013, as reviewed and conditioned by all applicable City Divisions
and Departments and Agencies, will not have a significant effect on the
environmentpursuant to attached Conditions of Approval.
4. Conditions and safeguards pursuant to Chapter 17.82.070 of the Zoning
Code, including guarantees and evidence of compliance with conditions,
have been incorporated into the approval of the subject project to ensure
development of the property in accordance with the objectives of Chapter
17.82.
Pursuant to Section 17.82.070 (Action of the Planning Commission) of the
Lake Elsinore Municipal Code (LEMC), the proposed Industrial Design
Review located at Assessor Parcel Number 370-050-013 has been
scheduled for consideration and approval of the Planning Commission.

SECTION 3. Based on the above findings, the City Council of the City of Lake
Elsinore does hereby approve Industrial Design Review No. 2004-08, subject to the
attached Conditions of Approval.
PASSED, APPROVED AND ADOPTED, this 9`f' day of August, 2005 by the
following vote:
