A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, CONSENTING TO
THE COMMENCEMENT OF PROCEEDINGS TO ANNEX
THE TERRITORY DESIGNATED AS ANNEXATION No.n
APN(S) 391-170-005, 007, 391-200-003, 004, 007, 391-230-002,
003, 004, 005, 007, 009, 010, 390-130-006, 015, 016, 020, 021,
024,390-160-001,002,011, 012,391-240-011,012,391-240-001,
390-170-001, 391-260-001, 389-020-032, 390-190-011, 012, 013,
389-080-037, and 389-020-036 INTO THE CORPORATE
BOUNDARIES OF THE CITY OF LAKE ELSINORE.
THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, an application, authorized by David H. Murdock and Pacific Clay Products
(Property owners), has been filed by the City of Lake Elsinore for the annexing of certain
properties described as APN(s) 391-170-005, 007, 391-200-003, 004, 007, 391-230-002, 003,
004,005,007,009,010,390-130-006,015,016,020,021, 024, 390-160-001, 002, 011, 012,
391-240-011,012,391-240-001,390-170-001, 391-260-001, 389-020-032, 390-190-011, 012,
013, 389-080-037, and 389-020-036 (Approximately 1,374 net acres) into the corporate
boundaries of the City of Lake Elsinore; and
WHEREAS, this proposal is made pursuant to the Cortese-Knox-Hertzberg Local
Government Reorganization Act of2000 (Government Code Section 56000-56001); and
WHEREAS, the City of Lake Elsinore has submitted an additional application for Zone
Change No. 2005-05 within the City's Sphere of Influence and unincorporated boundaries of
County of Riverside; and
WHEREAS, the Planning Commission of the City of Lake Elsinore at their regular
meeting held on June 21, 2005 made its report upon desirability and made its recommendations
in favor of said annexation by adopting Planning Commission Resolution No. 2005-70
recommending to the City Council approval of Annexation No. 72; and
WHEREAS, public notice of said application has been given and the City Council has
considered evidence presented by the Community Development Department and other interested
parties at a public hearing with respect to this item on July 12, 2005; and
WHEREAS, it is the desire of the City Council to give its consent to the commencement
of annexation proceedings and concurrent sphere of influence amendment.
SECTION 1. The City Council has considered the proposed Annexation (Annexation
No. 72), prior to approving commencement proceedings to annex the subject territory. The City
Council finds and determines that the Annexation No. 72 is categorically exempt from the

requirements of the California Environmental Quality Act (CEQA) Guidelines Section 15320
(Changes in Organization of Local Agencies), based upon the following findings and
determinations:
SECTION 2. That in accordance with the Cortese-Knox-Hertzberg Local Government
Reorganization Act of 2000 (Government Code Section 56000-56001) and the City of Lake
Elsinore the following findings for the approval of Annexation No. 72 have been made as
follows:
1. The proposed annexation area is contiguous to the aty of Lake Elsinore and will not create
pockets or islands.
The propaed annexation area borders the City if Lake Elsinore and is Wthin the City's Sphere if
Influence. Considering that the propaed annexation is a reasonable extension if the city lxundary areas in
the camty pcxleet or island creaud by the said annexation can be readily addressed by future annexations.
2. The proposed annexation will not result in any adverse significant impacts on the
envIronment.
The project qualifies for a California EmirrJl1J11?lltal Q1ality Act (CEQA) ca~ exenption per
Section 15320 (0Ja11[!5 in Orgmization if Local Agmcis) as there are no reasonably f0rf5eRable

3. The proposed annexation will eliminate an existing undesired pocket of the county area.
The propaed annexation consists if the remJU:d if 1,374 ~ from the County if Ri7eYSide's jurisdiction
and plaa!m:nt if the sam: into the city limits if Lake Elsinore. The annexation is being initiaud by the
City if Lake Elsinore, Wth the property mmer's cooperation, and as such is considered an uncontesud
annexation pursuant to the Ri7eYSide L ocal A wzcy F anrntion Commission (LA FCO) reg;dations.
PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED by the City Council
of the City of Lake Elsinore, California, that the commencement of proceedings for Annexation
No. 72 be approved.
PASSED, APPROVED AND ADOPTED this 12th day of July 2005, by the following
