AN ORDINAATCE OF THE CITY COTJNCIL OF TH~ CITY OF ELSINORE, CALIFORNIA
FIXING THE T'VATER RATES TO BE CHI~RC=ED CONSUNERS USING Vd~TFR THROUGH A
WATER Il2ETER AND PROVIDING FOR A 1~?Il~?IP.~I7M j~ATFR RATF CHARGE IN ^1HE SAID
CITY Oi , ELSIPIORE. ,
The City Council of the City of Elsinore, California, do ordain
as follows;
Section l. That the water rate per month to be charged and paid by
all the consumers using ~vater measured through a water meter Prom
the municipal water system shall be t~vo dollars (~2.00) for the
first One Thousand cubic feet, and PiPteen cents for each additional
one hundred cu~ic feet or fractional part thereof up to Two-Thousand
(2,000) cubic feet, and t~velve and one-half cents (.122-~y) for each
additional one hundred (100) cubic f.eet or fractional part thereof
up to Three-thousand (3,000) cubic-f`eet, and eleven cents for each
additional one hundred (100) cubic feet or fractional part thereof
used over Three Thousand (3,000) cubic feet, provided however that
no such rate shall be less than `i'wo dollars (~2.00) per month min-
imum rate.
Section 2. That all water bi11s become due on the first day of each
month:and if not paid.on or be~ore the tenth (lOth) a ten (10~)
- per cent penalty will be added. AYter the tenth (lOth) day oP each
month all water bills beeome delinquent and if not paid on or before
the twentieth (20th) day of the month, water will be turned oYf and
a one dollar (~1.00) charge made f'or turning on water again, after
being turned off.
Section 3. It is hereby provided that all water connection within
the City of ~lsinore shall be metered connections, and that all water
~~ conneetions that are not metered shall be changed to metered connec-
; tions within 30 days from the passage of this Ordinance, said change
to be made at the expense of the property owner, and if not changed
within the time herein provided, water service will be discontinued
until said Ordinance is eomplied with.
Secticn /y. It is hereb,y provided that all persons who are not pro-
perty owners shall be required upon application for water service. to
deposit the sum of Four dollars (~4.00) to be retained by the City
Vlater Dept. until service is ordered discontinued, at which time s~id
deposit will be refunded or applied to payment of`any delinquent
water bills.
Section 5. Ordinances 203, 2Ly0, 263 and all other ordinances or
~.;, parts of ordinances in confliet herewith are hereby repealed.
Section 6. The City Clerk shall certify to the passage of this
Ordinance and cause same to be published once in the Elsinore Local
Press, a weekly newspaper of ~eneral circulation, published in the
City of Elsinore California, and hereby designated for that purpose.

AN ORDINANCE OF THE CITY OF FLSINORE
CALIrORNIA, ESTABLISHING A PLANNING
COMMISSION PROVIDING FOR THE APPOINT*
MBNT OF TH.E Ia~,I~iBERS THEREOF AND PRE-
SCt~I~ING IT'S POVT~;RS AND DUTIES
The City Council of the City of Elsinore does ordain as
follows:
SECTION 1: A City Planning Commission of the City of
Elsinore, California, is hereby established and created.
SECTICN 2: Said Planning Commission shall consist of
Five members, who may be persons who hold office or position
with the City, provided, however, that the number of inembers of
such eommission who are not ofPieials of said City shall exceed
tha number of inembers who may be ofsicors or employees oP the
City.
SECTION 3: The members of the Commission shall be appoint-
ed by the Iv;ayor with the approval of the City Council, and may be
removed by him at his pleasure, but subject to the approval oY
the Council.
SECTION 4.: Of the members oP the Commission first appoint-
ed, two shall be appointed for terms of one year, two for terms
of two years, one for the term of three years. .
SECTIGN 5: The Planning Commission shall have the powers
and duties as provided in 'tThe Planning Act" of the State of
California, being chapter 838 of the Statutes oz California of
1929, as araended, and also as provided in the "Zoning Law of
191'7" of the Statutes of California, being chapter 734 of the
Statutes of California of 191~, as amended.
SECTICN 6: No expense oP any kind shall be incurred by
the Commission unless first authorized and approved by the
City Council.
SECTION ']: The City Clerk shall certify to the passage
of this ordinanee and cause the same to be published once in
the Elsinore-Leader Press, a weekly newspapar of general cir-
culation, published in the City of Elsinore, California, and
hereby disignated for that purpose.

The City Council of the City of Elsinore, California, does
ordain as follows:
Section 1: Section 3 of Ordinance No. 236 of the City of
Elsinore is herebp amended to read as follows:
' NUISANCFS P~OHIBIT~,D VdITHIN CITY LIi~~~ITS. No building,
structure or premises sha11 be erected, constructed, altered,
maintained or used within the limits of the said City of ~lsinore
which shall be designed, intended or used for any trade, proPes-
sion, calling, industry or use whieh is noxious or offensive, or
deleterious to the health, comfor~, convenience or welfare o£ the
people of the Citp of Elsinore by reason of the creation or
emission of excessive odor, dust, smoke, gas funes, vapor or
noise or other injurious or objectionaAle matter or substance,
and the following uses shall, among others, be considered to be
noxious, offensive and deleterious to the health, comfort, con-
venience or welfare of the people of the City of Elsinore:
The manufacture of any product or by-product of fish meal
or any product of which fish meal is a component part; stock food
made of fish, fish oil; the manufacture of fertilizer; the manu-
facture of gun powder or explosives; smelting; slaughter house;
stock yard; oil refinery or tannery.
Section 2: Ordinance No. 24g and all ordinances or parts
of ordinances in conPlict here~vith are hereby repealed.
Section 3: The City Clerk shall certify to the adoption
oP this ordinance, and cause the same to be ~ublished once in
the~Elsinore Leader Press.

SECTION 1:
Section 1 of Ordinance No. 236 of the City of Elsinore is hereby

The City Council oF the City of ~lsinore, Califorriia, do
ordain as follows:
SECTION 1: Section 5 0£ Ordinance 236 be amended as follows: In second
residential distrmcts of Zone R-2 no building, structure or premises shall
be erected, constructed altered or araintained, except as provided in
Section 17, which shall be used or desi~ned for any purpose other than a
use permitted in Zones R-l~ and R-3, or as an auto court, trailer camp,
camp store, or retail stores.
An auto court is hereby defined to be any group of two or
more buildings~ structures or apartments whether attached or detached or
whether located on one or more lots, erect$d, designed or maintained
primarily for hire to~transients traveling by automobile.
No tents or t enthouses shall be permi.tted as part of an
auto court.
S~CTION 2: Section 7 0£ Ordinance 236 be amended as follows: No business '
use shall be made o£ any property in Zones R-1 or R-3, whether set out in
Section 4,5, & 6 herein or not, in which:
1. Ang retail sales are made from the property,
2. Any stock of goods wares or merchandise is earried £or
sale.
No advertising signs shall be erected or maintained in
Zones R-1, R-2, or R-3 having a larger area than t wo square feet, nar sha11
more than one si~n be erected on any one property.
SECTION 3: That the City Clerk shall certi£y to the passa~;e of this
