AN ORDINANCE OF THE CITY OF ELSINORE
;. REGIILATING'SIGNS AND"OUTDOOR ADVERTTSEI~~[VT :'

The City Counc;i of the City o£ Elsinore does ordain as £ollows:
Section l: For the purpose of this ordinance~ certain terms~ phrases~ orords
and their derivatives shall be de£ined as follows:
I:- -Building Line: For the ourpose of this ordinance~'a Propert3* Li.ne shall
mean a building line whose boundaries are established by the maps of record
of the~City of Elsinore and established sidewalks,
~ Face of Bui7_ding: Is the gerieral outer surface, not including cornices~
bay windows or other ornamental trim, of any main exterior wall o£ a build-
ing.
Ground Sign: Is a sign other than a wall sign suspended from or su-
pported by a building or structure and projecting out.therefrom.
Roof Sign: Is a sign erected upbn a roof or parapet wall oa a building
or structure. .,,.
_ r.:Sio : Is a display board~ screeg~ structure~ object or part thereof~
used to~ announce, declare~ demonstrate, display or otherwise advertise
and attract the attention of the public.
Wall Sign: Is a si;n attached to or erected against the alll of a
buildin~ or structure, iaith the exposed £ace of the si~n in a place approx-
imately parallel to the plane of the wall. .

'(a) Scope: This ordinance is iritended to regulate the construction~
i I. erection~ alteration, repair and maintenance of'all signs~ and their supports
, I in'the Cit~ o£ Llsinore. ~
~- (b) A building pe~mit as speciiied in the building code~ shall be
required for every si m and sign structure regulated b~r this ordinance.
The fee shall be the same as the £ees perscribed in Sec. 303 of the build-
ing`code~ and there shall be a*ninimwn fee of two(~2.00)Dollars for each
anplication £or`a permit, YJhere:>signs are illuminated bs electric light-
ing o£ any-type, a separate electric permit shall be-obtained as required
by this ordinance., Electric permit will be issued"only to a licensed
contractor holding a valid state and city license, as electric contractor.
(c) Plansr Two copies of plans and specifications shalT be su~nitted
with the application for permit for each sign except cloth or banner signs.
, Such plans shall show complete details, method of attachment or support~
location and materials to be used. Plans £or support o£ all roof signs and
other si~ns subject to exc~ssive 'stresses shall be~accompanied by structural
computations. Sufficient data shall be submitted to show that the supporting
sur£ace and other members of an existing building to which a sign is to be
attached, are in nood condition, and are adequately strong to support the
load.
(d) Desi~n and Construction: Si~n frames and supporting construction
shall be desi~ned and constructed as provided in the building code, with the
followins exceptions:
~~ 1. All portions o£ such structures sixty feet (60~) or less
~ i above grade shall be desi,r~ed £or wind pressure of not less
than 20 pounds per square foot, pravided that ground signs
not exceedin~ ttLi.rty-five feet (35~) in height shall be de-
signed for a wind pressure of not less than 15 pounds per
_ square foot.
All,portions of such~§tructures sixty feet (60~) above grade
shall be desi~;ned £or a wind pressure of not less than_30
pounds per square foot.
2. Structural steel members shall be not less t}ian one-iourth
inch (l~t~") thick i£ all members including bolts and fasten-
ings are galvanized. Bolts and rivets used in sign struct-
ures suppo,-ting si~;ns one hundred square feet (100 Sq. Ft.)
in area., bolts~ and rivets shall be not less than three-
ei~hts inch (3/8~~~ in diameter. Supports shall be designed
so that all loads and reactions shall be transmitted to the

. ground through the structural framework and vralls of
of supporting buildings or structures. Si{;ns erected
on buildings or structures shall be securely attached
by means of adequate metal bra~ke~s~ expansion bolts~
through bolts~ or lag screws. I`~o material, part~ portion
or equipment thereofoor therefore shall be used which
_ may become dan~erous because of v?brations~ corrosion,
disintep,ration, or for any other ~eason whatsoever.

as adequate fastening~ except~for cloth and banner signs.

inadequate, they shall be adequately strengthened be-
£ore the sizm is erectzd.
-(e) Pro,jection and Glearance: Signs may project over a
publio sidewalk or building line not more than the following:

Provided that no structure shall have a projection of more than five feet
(5~) and provided further that a projectin~ sign built above and in con-
nection with a marquee may have such a projection of five £eet (5~) ~rith-
out clearance between si~n and marquee; and provided further that no stru-
cture shall project beyond the curb line, regardless of clearance above
grade. Si~s projecting more than sir, inches (6") from the £ace of a
building over private property used or intended to be used ~Sy,~the general
public~ shall have a minimum clearance o£ eight feet (E3~) above th~ side-
. i~ralk or grade.
(f) h4aterials: Sin~s and.their supports ma3~ be constructed'of any
material allowed in this ordinance for.the olas~ification'and location of
sign to be erected. Glass.used in signs'shall re of the size~ thiclmess
and type_given in Ta62e No. 1 0£ this ordinance..

(g) 'Prohibited Zocation: No si~ shall project into any alley what-
soever below a hei;ht o£ £ourteen feet (14~) above grade or more than si~c
inches when over fourteen £eet (1t~i). No sign shall be erected in such a
manner that any portion oi its surface or supports'will inter£ere in aziy
wa~ with th~ free use of'any fire escape, e~cit or standpipe~ or obstruct
any required ventilator, door or stairway. No sign shall obstruct the £ree
use o£ an~ window on the same premises. No sign sha71 be erected in such
a manner as to inter£ere with~ mislead or confuse.traf£ic, •
(h) Combination Signs: Each portion of a sign which is subject to
"more than one classification shall'meet the requirements for the classifi-
cation to which such portion is subject.,

(i) Identification; Every`sign shall haue an identifying number~ and
except for ground si~nns~ the weight o£ the sign~ plainly placed on the eacterior
surface oF the sir~ body in a location where suah ii~:formatiom will be readily
, visible after installation and ~r.ection. The identifying number will be a number
issu@d by the City of Elsinore at the same time o£ issuing perm~t.
(j) h4aintenance: Sinps and sign structures shall be maintained at all
tunes in a state of ~;ood repair~ with all braces, bolts~ clips~ supporting
frame~ and fastening free £rom deterioration~ termite infestation, rot~ rust
or loosening. They shall be able to safel3r withstand at all tines the v,rind
pressure for which they i,rere originally des?gned, and in no case less than
15 pounds per sc~uare ,foot.

', Seetion 3: ~round Signs: Ground si~ns of wood shall have members which ex-
! tend into the ground protected with an approved preservative,
S~ction l~: Projecting Signs: °rojecting signs attached to a building shall
be o£ ?ncombustible materials, or of not less than one hour fire resistive con-
struction as specified in the building code of the City o£ Elsinore. The thick-
ness of any sign shall not exceed the following:

~ction 5: Wall Signs: ~+iall signs exceeding a height of £ifteen feet
(15~) above ~rade shall have a surface of incombustible materials~ but may
have ornamental moldings and lattice work of conibustible materials~ No wall
ssgn'.shall have a projection over any public street~ other public property
or building line as defined herein, greater than twenty-four inches (21~").
No wall sign shall extend above the roo£ or highest parapet wall immediately
adjacent thereto.
' Section 6: Roof Signsr
(a) Access:, Passa~es clear of all obstructions shall be left
under a11 signs exceedin~ a height of four ~eet (4~~ above the roof
thereunder or immediately adjacent tl?ereto. There shall be one
such passaUe or access opening.fox eaeh building covered and at
least everJ fiity feet~ (50~) in the length of the sign~ and when
such signs are at ri~;ht angles to a£ace of the building rrlthin
tlrenty feet(20~) of parapet or exterior walls. Such passa;es shall

shall be at the parapet or roof level.
(b} Height: No solid roof sign or solid portion o£ a roo£ si;m on
a Tgpe I, II, III, IV, or V building or structure shall exceed a

est th~ si;n, or above the highest noint of the roo£ directl~r under

(c) Construction: Roof signs shall be desi~ned as required to
Section 2. The~* shall be of incombustible materials, except that.
wood mould;_ngs and two inch (2") thick plank walkti~ra~rs ma;r be used.

cated as not to inter£ere with the draina~e oS the roof~ arid ~ahere
necessary, ilashin~; or counter-flashin.g shall be placed.
Section 7: M~rquee Si ms:
? i (a) Signs may be placed on, attached to or constructed in a marquee
I I and such signs sha11~ for the purpose o£ detex^.ninino projection~
clearance, height and materials~ be considered a p~rt of and shall
meet the requirements £or a marquee. Projecting signs attached to a
building nay also be attached to a marquee.
(b) Cloth and Barmer Si_m~s: Cloth and Banner signs placed on build-
ings shall be strongl~* ,-eorts~rue~~ri and securely~ attached flat against
the buidin~. They shall be rerioved as soon as torn or damaged.
Section 8: It shall be unlaw£ul for any person, firm or corporation
to erect, construct, enlarge, alter, repair~ r,move~ improve, remove~
convert or demolish~ equip~ use or maintain any sign or sign stru-
eture ~_n the Cit~r of Elsinore or cause the sar.~e to be done contrary
to or in violation of any o£ the provisions o£ this ordinance,

Any person, £irm, or corrooration, iriolating an~r of the proni,ions of this
ordinance ~hall be deemed guiltJ of a mis demeanor, and each such person shall
be deemed guilt~* of a separate ofSense for each and every day or portion there-
o£ during whieh an~+ violation o£ any oi the provisions of this ordinance is
committed,°continued or permitted~ and upon the conviction o£ any such violation
such person shall be punishable by a fine of no~t more than ,~300.00 or by impri-
sonment ior not more than three months, or b~r both such.fine'and imprisonment.
Section 9: The City Clerk sh~l.l certify to the passa~e p£ this ord-
inance and cause the same to be published<:ionce in.the Elsinore Leader-Press~
a weekly newspaper of ~;eneral circulation~ published in the City of Elsinore~
California, and hereby desio ated for that punpose.,

NOW THEREFOR~, the City,Council of the City of Elsinore does
ordain as follows:
S~CTION 1. That a special el"ection be held, and the same is
hereby called to be he1d, in the?City of Elsinore on the lst day of
March, 191~9~ for the purpose of submitting to the qualified voters of
said City the proposition of incurring indebtedness arid issuing bonds
of:said Dity therefor:in the amount hereinafter set forth, and for the
objects and purposes.set forth in said Resolution No,; 551 , above
referred to and hereinafter stated.
SECTION 2. That the objects and purposes for which said in-
debtedness is proposed to be incurred and bonds issued there£or;;a~e as
follows:
The acquisition and constr~c~ion by the'City of
Elsinore of a certain muxsicig~l improvement, to
: wits Additions to and the recoristrizction of
the existing sewage disposal plant „the constru-
` ction of a.force main sewer leading thereto'and
the installation of lift pump facilities, toge- ~
ther with the acquisition of all pipe, appuxten-
ances, materials, equipment, and other property
necessary for said improvement.
S.BCTION 3. That the estima~~~ ~ost of the proposed muni-
i al improvement, described in Section 2 thereof, is One`Hundred
~w~nty-two Thousand and No/100 Dollars (~122,000.00); that the portion' '
of the estimated cost to be paid from bonds of the City of Elsinore is-

hereby directed to cause this Ordinance to be published with the
heading ?'NOTICE OF ELECTION" appearing above said Ordinance, one
insertion each week for two secceeding weeks in the Elsinore Leader
Press, a weekly newspaper of general circulation, printed, publi-
shed and circulated in said City of Elsinore, (there being no daily
newspaper published in the City of Elsinore), and hereby designated
as the newspaper in whsch this Ordinance shall be published as a
notice of said election, and no other notice of said election shall
be necessary.
SECTION 9; That this is an Ordinance calling and other-
- wise relating to an election and shall take effect and be in full
force immediately after its passage,

The City Council of the City of Elsinore~ California does ordain as
follows:

Section l: Section 2 of Ordinance No.68 of t he City of Elsinore is here-
by ammended to read as follows:
The plane of re£erence provided for in the previous Section is hereby de-
£ined to be the plane lying at mean sea level, set by the U. S. Geological survey.
The reference elevaiiion is to be the bronze tablet stamped "1305" on the ri~ht hand ._.
side of corner entrance of the Ambassador Hotel at Prospect Street and Main Street
in the City of ~lsinore. The reference elevation is hereby deFined as "13~5.953" as ,
stated in bulletin 'j66 ~~Spirit leveling in Cali£omia° pag,e 42 thereof, as publi- '
shed by the U. S. Geolo gical s~vey.
Section 2: The City Clerk shall certif,y. to the adoption o£ this Ordi-
nance, and cause the same to l,e published once in the Elsinore Leader-Press.

The City Council of the City o£ Elsinore does ordain as follows:
Section 1: Section 10 of Ordinance No.292 of the City o£ Elsinore is
hereby amended to read as follows:
Section 2: Card Games. Card tables may be installed in any such estab-

The City Council of the City of Elsinore, does ordain as follows:
Section l: For the purpose o£ this Ordinance, garbage and waste matter
sha11 be defined as the same as are de£ined in Ordinance No. 213 of the Citur of
Elsino re.

tion of garba~e and waste matter in the City of Elsinore is necessar,y in order to
_i protect the health and we]1 beinn o£ the residents thereof~ and that in order to
prooerly provide therefor it is necessary to make a rnonthly charge against the
occu~ants o£ said city. .That a failure to pay the charges as fixed herein for said
purpose, will resnIt in rendering it impossible for the City to furnish adeouate
and necessar•,,r garbage and waste matter collection and disposal, and the non-payment
thereof when due by the occupant of any residential or business unit within said
City shall constitute a misdemeanor.
Section 3: That a monthly charJe £or the removal o£ garbage and uraste .
matter shall be as follows:

o£ over one foot, or burning the same in an approved type of inc?nerator capable of
burning the same tiaithout odor or dense smoke.
A failure to con3ply with the foregoing conditions at an~= time shall con-
stitute a misdemeanor and shall be cause for revocation of said exemption.
Section '7: Any person violating an5r of the provisions of this Ordinance
shall be deemed guilty of a misdemeanor and~upon conviction thereof shall be punish-
ed by a fine not to exceed ~300.00 or by i:nprisonment in the City Jail for a period
not exceecling tlmee months, or b~r both such fine and irnpri~nment,

except as otherwise herein provided, is levied pursuant to Part I of Division 2 of
the California Revenue and Taxation Code, known as the ~~Sales and Use T~ Law~° as
amended and in force and effect on the ePfective date of thos ordinance.
Section 3: ADOPTION OF STA7"G SALES TAX LA~A BY REFERENCE. EXCEPTIOIQS. All
of the provisions of the ~~Sales.and Use Tax Law~~~,as amended and in Porce and efPect
on the effeetive date of this ordinance, except the provisions thereof pertaining
solely to the ~~UseTax!~ and Sections 6051,, 6052, 6053,°606b, 6067, 6068, 6069~ 6070~
6071, 6451, 7052, 7056,,7101, 71oz, 7103, 7151~ 7152, 7153, applicable to sales of
property at retai.l, are hereby adopted and made a part o£ this ordi.nance as though
fully set forth herein, and all prouisions of any other ordinance in conflict there-
with are inapplicable to this ordinance and the tax hereby imposed: provided~ how-
ever, the;texm ~~gross receipts~":as used herein,-does not include the amount of any
tax imposed by the State of California upon or with respect to retail sales whether
imposed upon the retai.ler or upon the consumer.
All of the provisions of the ~ISales and. Use Tax Law~~: hereby adopted, pro-
-' viding for the adoption of rules and regulations and for hearings!on the part of the
State Board of Equalization shall be performed by the City Council of the 0ity of

The Citv of Elsinore shall be deetned substituted t'or the State of Calif-

General whenever the,Attqrney General is referred to in said Sales and Use Tax Law.

State Board of Control whenever the State Controller or State Board of Control are

regulations of the State Board of Equalization pertaining,to the interpretation,

of the State o£ Califomia, verbatim in t,his ordinance shall not in or of itself
be deemed to exclude any:of the,r~naining,provisions of said ~~Sales and Use Ta.~c
Law~~ that are made a part hereof by reference only.
Section 6: APPISCATIOP~' FOR PEItMIT. Every person desiring to ,engage in
or conduct business as a selYer within the City of Elsinore shall file with the-City
Clerk an application for a permit for each.plaee of business. Every application for
apermit shall be made upon a form_prescribed by the City Clerk and shall set forth

the name under which the ap~licant transacts_or intends to transact business, the
location of his place or places of business, and such other infoimation as the City
Clerk may require. The application shall be sip~ ed by the owner, if a natural per-
son; in the case oP an association or partnership~ by a member or partner; in the case
of a conporation,!by an executive:oPficer or some nerson specifically authorized by
the corporation-to sign the application,-to crhich shall be attached the written
evidence of his authority.
Section 7: ISSUANCE AND.DISPLAY 0'F PERMIT. After complianee with Section 6 of

not as~ignable and is valid only for the person in whose name it is issued and ~or th
transaction of business at the place designated therein; provided~ however, a change ~
of location may"tie:endorsed upon the permit by the City Clerk. The permit shall ~
at all times be conspicuously displayed at the place for which issued.
Section $: REVOCATION OF PERMIT. Whenever any'person fails to comply
with any provisions of this ordinanee or any rule or regulation adopted pursuant hereto,
the.City Council of the City of"Elsinore, upon hearing~ after giving the person ten
days notice in writing speci£ying the time and place oP hearing and requiring hi.m
to show cause why his permit or permits should not be revoked~ may revoke or sus-
pend any one or mor.e of the peTmits held by the person. 'The noti¢e maybe served
personaTly or by mail in the manner'prescribed for the service of notice of a' .
de£iciency determination under the ~~Sales'and Use' Tax Law.~~ The'City Clerk shall not
issue a new permit after the revoeatinn of a permit unless the City Council o£'the
City of E3~sinore is satisfied that the former holder of a permit will comply ~ui.th
the provisions of this:ordinance and the rules and regtalatioris adopted pursuant
hereto and directs the City Clerk to issue such permit. "

suspended or rewked and before the renewal or issuance of a'permit, and each
officer of any corporation which so engages in business, is gizilty of a misdemeanor. i-
$ection 11: DiTE: DATE. The ta~ces imposed °by this ordinance are due and i
payable to the City Treasurer on or before the fifteenth day of the montH next
succeeding each quarterly period~ the fir'st quarterly pagment to be due and payable

Section 12: REIMBURSEMENT. The tax hereby inposed sha11 be colleCt~d
by the retailer from the consumer inso£ar as it can be done.
Section l3: UNLAWFUL ADVERTISING, It is unalwful Por any retailer to ad-
vertise or hold out or state to the public or to any customer, directly or indirect- .
lq, that the tax'or any part thereof will be assumed or absorbed by the xetailer or
: that it will not be added to the selling price of the property sold, or that, if
added, it or any part thereof will be refunded. Any person violating any provision
of t his section is guilty of a misdemeanor.
Section ik: SLIIT FOR TA7~. All t~es'~hereby levied sfiall be payable to the
City Treasurer and any civil suit for the collection thereof may be filed in.any
court oY competent jurisdiction in the State oE Califorfsia, and-the City Attorney of
said City shall prosecute the action.
S~etion 15: RESALE CERTIFICATE. Tne City Clerk may at his option accept
a State of Califomia Resale Certificate as evidence that anq sale'is not a sale at
retail, or fie may in his discretion require an aPfidavit 8rom the seller setting"
forth'such infonmation respecting such sale as he deems necessary to determine the i-i

Section 16: DISYa5ITI0N OF PROCEEDS. All monies collected under and
pursuant to the provisions of this ordinance shall be deposited and paid into the

retailer or any other person visited.or:examined in the discharge of o£ficial duty,
or the amonnt or sou~ce of income~'-profits, losses, expenditures, or any particular
thereo£~ set forth or disclosed in:any re,turn, or to:~ermit any return ox copy
thereoP or any book containing; any abstra~ti or particulars thereo£ to be seen or ex-
amined by ~uy person. However, the Cit~ Council may, by resolution, authorize

examinatian o£ the returns by Federal or State of£icens or employees or by the ta.~c

Section lg: PENALTIES. Anq person required to make~ render~ sign or
verify any report under the provisions of this ordinance, who makes any £alse or frau-
dulent return, with intent to defeat or evade the determination of an amount due and
required to be paid hereunder, is guilty of a misdemeanor, and upon conviction there-
of shall be punishable by a fine of not more than $500.00 or by imprisonment For a
period of not more than si~c months, or by both such fine and imprisonment.
Section 20: SEVERABILITY. If any section, subsection~ sentence, clause, phrase~
or portion of this ordinance is for any reason held to be invalid or unconstitutional
by the decision of any court of competent jurisdiction, such decision shall not
affect the validitq of the renaining portions of this ordinance. The Council of this
City hereby,declares that it would have adopted'this ordinance and each seetion~
subsection~ sentence, clause, phrase~ or portion theneo£~ irrespective oP the fact
that any one or more sections~ subsections, elauses, phrases or portions be de-
clared invalid or unconstitutional.
5ection 21: The City Clerk shall certify to the adoption of thia
ordinance and cause the same to be published once in the Elsinore Leader Press.

The Ma,yor and Council of the Cit~ of Elsinore cb ordain as followsi
~._s Section 1: It shall be unlawful for any person~ firm or corporation to connect;.any
property with any public sewer without £irst complying with the provisions hereinafter
~ set forth.
Section 2: That any ~ rson~ firm or corporation desiring to connect any property
with any public sewer shall~ before naking any connection thereof~ make application
therefor to.the City Building Inspector of the Citg o£ Elsinore~ California.
SECTION 3: IP such property owner or any previous owner of said property }ras paid or
has been assessed for the construction of the public sewer with which it is proposed
to connect~ said City Builcling Inspector shall issue the permit'without charge to
the property owner.
Section 4: If such property has not been assessed for the construction o£ the public
sewer~ or if such property owner of any pre$ious owner of said property has not paid
for tY~ construction o£ the'public sewer~ the CitJ Building Inspector shall issue a
permit to the property owner making anplication for said perrnit~ £or each connection
to said public sewer, upon the pa;lment b3. the property owner of a fee in the amount
to be computed at the rate of Two Dollars (4~2.00) per fxvnt foot £or each lot to be
connected with said public sewer. Provided, hoi~rever~ that if the City of Elsinore has
or does enter into any agreement with a property owner in order to acquire an easement
and agrees to allow said property owner to connect with a public sewer~ the City
Building Inspector shall issue said permit without cost to said property owner.
SPCtion 5: If such property has not been assessed for the construction of the public
sewer~ or if such property owner or any previous owner of said ~ropert,y has not paid
£or the construction o£ the public sewer, and' said property is used £or agricultural
~ or horticultural purposes, the City Building Inspector shall issue a permit to the
owner of said lands making application upon the payment~f' a fee computed on the basis '
of Two Dollars (4~2.00) per front £oot o£ said land, subject to the provisions herein-
after pmvided.
Where the property sou~ht to be wnnected wit h a public sewer is agricul-
tural or horticultural property and the £ront £ootage is in excess of eight feet~ the
fee for the'first connection sha71 be determined on the basis o£ an 80-Foot frontage.
When~ver an application is made f~r any subsequent sewer connections the
fee sha11 be computed as provided in Section /~ hereof. ~

SECTION 6: That in case any connection charge provided £or in Sections tE and $ of this
ordinance be paid and thereafter an assessment district is created and a public sewer
is o~nstructed and said property is assessed for said construction +.qork~ the owner of
said property~ on application to the City Building Inspector on or before two years
fo]lowing the creation of the assessment district~ shall be entitled to have repaid to
him from the City Treasury the amount gaid to said City £or said connection charge,
. Section 7: That the Buildinn Inspector of the City o£ Elsinore is here~ empowered to
collect and rece`ive the money £or connection charges provided £or in the preceding
^°sections of this ordinance~ and all moneJs ~o collected shall be deposited by the said
~;°City Buildino Inspector eith the City Treasurer and shall be placed by said Treasurer
~in the general ilznd of the City,
Section 8: That any property okmer making application for a permit, as provided for
' I in the preceding sections, must make the connection from the public sewer to the property ,
I~ line within (6) six months from the issuance of said pexmit~ otherwise said permit shall
~-~ upon the e~iration of said time~ become null and voic.
Section 9: Any person~ ~rm or corporation violating any of the provisions o£ this
ordinance relating to the procuring of a permit and the paqment o£ £ees hereinabove set'
forth shall be gtzilty of a misdemeanor~ and upon conviction of any such violation such
person shall be punishabTe by a f5.ne of not more than Three Hundred Dollars (~300.~0) "

AN ORDINADICE OF THE CITY OF ELSINORr, MAKING
-. CERTAIN THINGS AND ACTS UNLA?dFUL AND FpR THE '
PROTECTION OF PUBLIC MORALS.
The Nlayor and Council of the City o£ Elsinore do ordain as '
follows ;
SECTION 1. It shall be unlawful within the City of Elsinore 1~
for any person to be intoaticated in any public place~ or in any place open to public I
view~ and any person so found intoxicated in such place shall be arrested by the --
proper of£icers, and the Chie£ of Police and all po7icemen o£ said city are hereby '
empowered to enter such places and take thereirom any person so intoxicated. ;
SECTION 2. It shall be unlawful for any person to roam about
the streets of said City, or in any public'place; rioting~ swearing, or uttering
vulgar~ profane~ or obscene langua;e, or to act in a violent or abusive manner, or
to break, injure~ or destriy any sign~ window~ door; goods, wares~ or merchandise,
or to in anywise injure or destroy real or personal property~ not his own, or to in
anywise create or cause any riot; disturbance or disorder.
SECTION 3. It shall be unlawfhl for any person~ upon the streets
or in any public place in said city to fight or offer to iight, wrangle, quarrel,
ta1k, whistle or sing in a loud or unusual manner, or to publicly use obscene or
profane language~ or to be guilty of any act whereby the peace, good order and quiet
of the communitq is disturbed.
SECTION 4. It shall be unlawful £or any person to wantonly or
wilfully and publicly insult, annoy or ridicule any person~ or to publicly and in the
presence of any woman or child, use vulgar, profane or obscene language~ or to
publicly applg vulgar; pro£ane or obscene epithets to or concerning any person.
SECTION 5. It shall be unlawful £or any person to, upon the
streets or in any public place, wantonly or wil£ully attempt to direct public
attention to or concerning any oerson in a manner intended or likely to expose them
to ridicule or unusual notice, or to cause them annoyance or morti£ication.
SEGTION 6. It shall be unlawful for any person to, in a
frequented street pursue any amusement ealculated to impede travel or frighten any
animal~ or injure or endanger any property, or injure or annoy any person, or to be
found loitering, or strolling about in a manner tending to produce disturbance~ or
to,.by loud noises or o£Fensive behavior disturb the pea~e or quiet of any person,
assembly or congregation, or to throw stones or other missiles or strike or threaten
to assault or bisturb or annoy any person.
SECTION 7. It shall be unlawful for all idle persons who, having
no visible means of support, to habitually and idaly loiter about or wander abroad
and visit and stay.about public places, or lodge in out-houses, sheds, barns, or in
the ppen air, and who are not able to give a good aecount of themselves, or to wander
abroad and beg, or to go about from door to door or in the streets or other public
places to beg or bo receive alms.
SECTIODI fi. It shall be unlaw£ul for any two or more persons to
collect upon any street, sidewalk or other public place~ £or any unlawsul purpose~
or to re£use to disperce or move away when requested so to do by the L'hie£ of Police,
or any policeman.

opera house, or any place or public asser,lbly, to, by any unruly or boisterous conduct
or by whistling~ stampixig, or loud talking, or by_and other act or thing tend to
disturb any such meeting or performance.

burn, tear down, deface~ remove, or destroy any building or any portion of any
building, walk~ bridge~ fence, tree, plant, shrub, ornamental structure or object,
post~ pipe, stone, wire~ or an~ other propertn not included herein~ belonging to
or used by the City of Elsinore, or located on, above, uncler or along its streets,
sidewalks~ parks,`ori j5ublic places or buildings, without laiaful authority.
SECTION 11. Any violation of any o£ the provisions of this
ordinance shall constitute a miedemeanor and every person found guilty of violating

AN ORDINANC~ OF 'PI-IE CITY OF ELSINOR.~ '
MAKING CERTAIN THINGS AND ACTS UNLAWFUL
AND FOR THE PROTECTION OF PUBLIC IiEALTH.
The Mayor and Council of the City oi Elsinore do ordain as follows;
S~CTION 1; It shall be unlaw£ul within the City o£ lilsinore for any
person to bathe in the City Reservoir from which water is drawn for the supply of --~
any portion o£ the inhabitants oF this city, or by any other means to £oul or
pollute the waters of such reservoir. ;_
SECTION 2; It shall be unlaw£ul for any person to trespass upon
or dama~e any portion of the said City Reservoir.
SliCY'ION 3; Any viola~ion o£ any of the provisions of this ordinance
sha11 constitute a misdemeanor~'and any person found guilty of violating any of
said provisions shally-upon conviction tHereof, be £ined in the sum of not more

meters shall be installed in each business establishment~ within
30 days from the passage of this Ordinance, said change to be
made at the axpense of the propertg owner~ and ii not changed
within the time herein provided, water service will be discontin-
ued until said Urdinance is complied with.
SECTION 2. The Ordinances or parts o£ Ordinances hertoYore passed, adopted
and in conflict herewith are hereb~ repealed.
