AN ORDINANGE OF THE CITY OF EL~INORE REGtTLATING
ii:P~RKING AN- AMENDING ORDINANCE N0. 26$
The Gity Council of the City of Elsinore does
hereby ordain as follows:
SECTION L• Article I~7, Section 2 of Ordinance No.
26$ is hereby amended by adding after sub paragraph (c} the
following sub paragraphe
(d) On anp other street or alle~~ or any part
thereof, where the Citp'Council of the Citp o£ Elsinore by
resoluti~n or motion has prohibited parking, and the curb surface
of such prohibited ~re~;.3s;desi~nated by red paint, or
appropriate signs indicating the prohibited area are installed,
pursuant to order of the Counci L

The City Council of the Gity of Elsinore does ordain as
follows:
i'. - SECTION l. For the purpose of this Ordinanee, garbage and
i waste matter s~iTe defined is defined as the same in Ordinance No.
1' 213 of th~ City of Elsinore.
SECTION ~, The City of Elsinore hereby finds that the
universal collection of garbage and waste matter in the City of E15inore
is necesary in order to protect the health and well being of the
residents thereof, and that in order to properly provide therefor
it is necesary to make a monthly charge against the occupants of said
City. That a'failure to pay the charges as fixed herein for said purpose,
will result in rendering it impossible £or the City to furnish adequate
and necessary garbege and waste matter collection and disposal, and the
non-payruent thereof when due by the renter or owner of any re~sfidential
or business unit within said City shall constitute a misdemeanor.
SECTION 3, That the monthly charge for the renoval of garbage
and waste matter shal be as follows:

That said monthly charge s~all be deemed to be a civil debt
owing to the City of Elsinore by the renter or owner of said property
SECTION 1~, That #he amount of the monthly charge, as herein
provided, shall be added to the water bill for each unit and collected
at the same time and in the same manner. Each and every business and
each and eveY~y home shall be billed for this service so long as the
water is on. ~'here shall be no exemptions made to this Ordinance,

SECIIUN 5; Taht the Couneil may change the rates herein
set £orth by resolution, provided ~h~t such changes shall not take
effect until thirty days after the passage of said resolution, however,
f~his ordinance becomes effective immediately.
SECTION 6: Any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemean~~ and upon convie-
tion thereof shall be punished by a fine not be exceed ~300.00 or by
imprisonment in the Citp Jail for a period not exceeding three months,
or by both such fine and imprisonment. :
SECTION 7; The City Clerk shall certify to the adoption
of this ordinance an ~shall cause the same to be published once.in the

The Resolution of Intention having been p~ssed on June 22,
1959, and the posting having been made in accordance with
law, and no objections having been brought be~'ore or filed
with the City Council of the City of Elsinore~ or any other
official or body o£ said City, by virtue, thereof, said

The City Council of the City of Elsinore does hereby ordain
that section one (1} of Ordinance 3$3 be dmended to read
as follows;
That the r~te per month to be charged to and paid by the
consumers using water measured through a water meter of the
City of Elsinore ~n*ater depo.rtment shall be FIVEi llOLL:~RS
~~'v5.00) for the first one thousand (1000} cubic feet or
£ra.ction thereof and eighteen cents (.1$) for each
additional one hundred (100j cubic feet or £raction thereo£ 'i
upt ot three thousand (3000} cubic feet and fifteen cents
(.15} for e~~ch additional one hnndred (1D0) cubic feet or
fraction thereof over three thousand (3000) cubic feet,
and provided that no billing shall be less than FIVE DOLLEIR5
per month, the established minimum monthly ~ate.
This ordinance is an emergency measure and takes effect
immediately, for ~. period of six months from date hereof,
as a measure for tYie preserva.tion of Public ~'eace, Health
& Safety, supported by the followin~ fact of record, the
cost of supplimental water togethcr with the incre~sed
cost of materials, supplies and labor £or norms,l operation
and ma.intenznce has increased the total cost of operation
to the extent that they exceed the revenue der~ved from
water ~ales.
