BE IT RESOLVED:
THAT,WHEREAS, under the pursuant to the terms of ResolutionNo_563 of the
City Council of the City of ~lsinore,E.D.Patterson was granted an option for
the purchase of certain property; and,
WHEREAS, the said E. D. Patterson has accepted the said option and has
presented his architectural plans and blueprints thirty days before the
expiration of said option, and has obtained his building permit from the City
of Elsinore more than: fifteen days before the espiration of said option, and
has commenced construction of the theatre referred to therein; and,
WHEREAS, said E. D. Patterson has paid to the City of Elsinore the sum of
Four Thousand Dollars ($4,000.00):
NOW, THEREFORE, the Mayor and the City Clerk of the City of Elsinore,
are hereby authorized to execute and deliver to the said Eo D. PATTEROON a
good and sufficient grant deed covering the following described property,
to wit:
All that certain real property situate in the City of Elsinore, County
of Riverside, State of California, and more particularly described as follows,
to wit:
Beginning at the point of the NW corner of Block 16 original townsite of
the City of Elsinore, as shown in Map Book 6, page 302 thereof, San
Diego County Records; thence S 71 degrees 30' 3011 E 150 feet; thence
S 18 degrees 29' 3011 W 150 feet; thence N 71 degrees 301 3011 W 150 feet
to the Easterly line of Langstaff st; thence N 18 degrees 29' 3011 E along
said easterly line of Langstaff st. 150 feet to the point of beginning.

the City of Elsinore, do hereby certify that the foregoing Resolution was

has decided that in the opinion of the said Legislative Body, the
grading and/or re-grading; paving and/or re-paving; side-walking
and/or re-sidewalking; eurbing and/or re-curbing; guttering an~/or
re-guttering; and/or construction, reconstruction or repair of
cross-walks, poles or posts, wires, conduits, lamps and other ap-
purtenances for the lighting thereof, hydrants, pipes, meters or
other appurtenances for supplying or distributing a domestic water-
is necessary;
supplYA and that the said work should be performed upon the follow-
ing property:
ffCommencing from the SE corner of Heald and Main Streets
to the NE corner of Peek and Main Streets, all being
on the Easterly side of Main Street (formerly known as

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ELSINORE
APPROVING AGREEMENT FOR MAINTENANCE
OF
STATE HIGHWAY IN THE CITY 011' ELSINORE
.
WHEREAS, the State of California, through its Department
of Public Works, Division of Highways, has presented an Agreement
for Maintenance of the state Highway in the City of Elsinqre
for the period July l~ 1949 to June 30, 1950.
WHEREAS; the City Council has heard read said agreement in
full and is familiar with the contents thereof;
THEREFORE, be it resolved by the City Council of the City
of Elsinore
that said Agreement for Maintenance of the
State Highway in the City is hereby approved and the Mayor a.nd
the City Clerk are directed to sign the same on behalf of said
City.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ~LillO.1 ADOPTING BUDGET AND APPROVING
MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF
GAS TAX ALLOCATION FOR MAJOR CITY STREETS.
WHEREAS, a memorandum of agreement has been presented
to be entered into with the State of California in accord-
ance with a project statement submitted by the City of

for expenditure of the gas tax al~
location to cities for the f1scal year 1"0 , and
WHEREAS, the oity counoil has heard read said agree-
ment in full and is familiar with the contents thereof;
THEREFORE, be it resolved by the city council of the

be and it is hereby adopted as the budget of proposed ex-
penditures of the gas tax allocation to cities, and said
agreement be and the same is hereby approved and the mayor

ELSINORE, CALIFORNIA, PROVIDING FOR THE CALLING
OF A SPECIAL MUNICIPAL ELECTION TO BE HELD ON
THE 6th day of December 1949 ,FOR THE PURPOZE
OF VOTING ON AN ORDI NJ\NCE SUBMITTED BY INITIATIVE
PETITION.
WHEREAS, an ini tiati ve petition has been regularly circu-
lated in the City of Elsinore, submitting a proposed Ordinance
entitled, "An Ordinance of the City of Elsinore Repealing Ordin-
ance No. 315 of said Citytl, to the City Council of said City under
the Provisions of Article 1, Chapter 3, Division 4 of the Election
Code of the State of California; and
Vv'HEREAS, the City Clerk has examined the said Petition and
ascertained that the same was signed by the requisite number of
voters and has attached his certificate thereto, and it appearing
therefrom that the said Petition was signed. by more than 15% of
the voters of said City, and should be submitted to a vote of the
people at a special election; U';
NOW, THEREFORE, BE IT HESOLVED:
That a special Municipal election be, and the same is here-
by called to be held on

PRESENT ELSINORE SALES TAX ORDINANCE.

The City Council of Elsinore should not levy any
tax which adversely affects the people and business men
of Elsinore "V'.ri thout receiving the free and voluntary
consent of the voters expressed by secret ballot in an
election called for that purpose.
Our sales tax of ~ of 1%, collection of which under
the .ordinance began on July Ist1 1949, and levied upon
all retail sales made in the city, will, without question
be detrimental to all business houses in Elsinore and,
adversely affect all of the people of Elsinore because
that which is detrimental to business will hurt everyone
in Elsinore.

\N'HEREFORE, the Petitioners urge the voters to vote "Yes"
on this proposed Ordinance, repealing Ordinance No. 315J
2. ARGUIVlENT AGAINST ORDINANCE REPEALING THE PlillSENT
ELSINORE SALES TAX ORDINANCE.
The City Council of Elsinore, after considerable in-
vestigation and due deliberation, has found it advisable
to levy a sales tax, and has also found that the same
will benefit the people B.nd the business-men of Elsinore.
That the said Sales Tax of 1/2 of 1%, collection of
"V'ffiich, under Ordinance No. 315, began on July 1, 1949,
and levied upon all retail sales ma6~er in the city, is,
vn. thout question, benefi cial to the tax-payers of the
City of Elsinore by making possible a general reduction
of direct taxes upon the said tax-payers, as the sales-
tax has done in thousands of other cities, most of whom

A RESOLUTION OF THE CITY COUNCIL OF TffE CITY OF
ELSINORE, CALIFORNIA, DECLARING THE RESULT OF
THE SPECIAL MUNICIPAL ELECTION OF DECEMBER 6th,
1949.
WHEREAS, a special municipal election was held and con-
ducted in the City of Elsinore on Tuesday the 6th day of Decembe~
1949; and,
WHEREAS, it appears that notice of said election was duly .
and legally given; that voting precincts were properly established; I
that election officers were regularly appointed and election
supplies furnished; and that in all respects said election was
held and conducted and the vote cast thereat received and con-
vassed, and returns thereof made, determined and declared in I

time, form and manner as required by the general laws of the I
I
State of California providing for and regulating municipal election~
in cities of the sixth class; and,
WHEREAS, the City Council of the City of Elsinore met
at the Council Chamber thereof on Tuesday, the 13th day of Decem-
ber, 1949, to convass the returns of said election; and,
WHEREAS, the Council finds as a result of said convass
that the number of votes ca.st, the measures voted upon, the number
of votes for and against the measures submitted at said election,
and other matters required by law,to be as hereinafter stated;
NOW, THEREFORE, IT IS HEREBY
RESOLVED, DETERMINED AND DECLARED as follows:
That said municipal election was held and conducted in
the City of Elsinore on Tuesday, the 6th day of December, 1949,
in time, form and manner as required by law;

2 and 3 of the City of Elsinore as established for
the purpose of holding State and County elections.
Tha t the whole number of votes cas t in the City of Elsinore
at said election was 457.
That the. measure voted upon was as follows:
"Shall the ordinance entitled An Ordinance of the City
of Elsinore Repealing Ordinance No. 315 of said City
Be Adopted? " .
That said ordinance reads as follows:
"An Ordinance of the City of Elsinore Repealing Ordinance
No. 315 of Said City.
The People of the City of Elsinore do ordain as
follows:
SECTION 1: Ordinance No. 315 of the City of Elsinore,
California is hereby repealed.
SECTION 2:: No action, proceeding, claim or right,
civil or criminal, existing or accrued under Ordinance
No. 315 prior to the effective date of this ordinance
shall be affected by the provisions of this ordinance
and said action, proceeding, claim or right may be
enforced in any court of competent jurisdiction after
the effective date of this ordinance as if this ordinance
had not been passed."
That the number of votes given at each precinct for and
against said measure were as follows:
Precinct A:
YES, 166;
YES, 165;
NO, 59.
NO, 67.
Precinct B:
That the total number of votes given in the City of Elsinore
for and against said measure are as follows:
YES, 331;
NO, 126.
That said ordinance is hereby declared to have been adopted
