horizonta.l pin9ng of a buildir.g drai.nage system extendin~ £rom the exterior
wall of the building or structure or the inside plunbing system to its
connection with the puulic setaer, tnrough ti.~hich is discharged domestic or
cornmercial se~*age.

nrivate prcperty vntil a permit shall have been secured ior the property con-
cerned.
SECTION D. Any person, S'irm or cornoration owning or controlling
premises located beyond the corporate lim5.ts o£ the City of ~%lsir_ore znd
desi:ing to establish a set-ss~e connection to the CitJ oi ~lsinore se4aage system
may ma.<e application to the Council £or such connection. The Co_ncil shall
determine whether Perm=.ssicn to connect shall be bran+ed~ and under ~~rhat terms.
Before such connection i.s made the applicar.t shall enter inte a contract ~srith
the City of Elsinore~ tahich cent.ract ahall specify a connedtion charae and
annual char~es to be aDi.d by applicant, the annual cha~ges to be in an arnowit
judged by th~ Council +o be fair proportional Da~nnent for mairtenance, onerat-
ing and rental costs oS the seo~,Ge ~rorlcs s5rstem, nTO contract shall be ~'or

SP.CT~ODI A. A buil~in~ se~rer shall have an internal diameter o£

any nuisance or hazard or excessive operating expense. Such perrnission shall

bones or any other mate:ials which may settle in the sero?ers~ flammable liquids,
petroleum o=1s~ garUage cont.a_inin~ pieces more t.an one (1) inch in length~
liquids containing dissolved su]_fides at a concentration ~~raater th~i 4.5 par~s
per ;2i11ion~ any meterial which will Ue detrimental to se~aage i•?orY.s~ structures
or operation~ or cause an esthetic nuisance~ a health hazard~ or give rise to --~
abnorm2l operating costs.
S~C^1ION C. Sewage from outside nuolic sanitary districts may be -
discharged into the City Sewa~e system be contract agreement only~ betrreen
said sanitary district and the Ci.tJ Council. Rates to be charged such sar.-
itary district shall be amde a part o£ aa9.d contract, vahich while in effect shall
exempt sa_d. sanitax5r district froin tre prov;_sions of this or~linance.
SRCTT;`N D. Gesspool or septic tank pumpin~s may not be d;_scha.rge~
into the sewers o£ the Cit~* of' nlsinore~ except as the City Engineer shall
sp~cif~= the time and manner of such discharge. PaSnnent of one 3ollar (~1,00)
to the City of Elsinore shall i:e n~ade ior each trucY> load disaosed of in this
manner.
~~CTIOPI ~. Garages~ anto se-rvicing stations and other commercial
or industrial esta~l;_shments which may pi~oduce liquid wastes containing oil
or sand~ and. which discha~ge such wastes to the pbulic sewer~: shall install

efiective operat'.ing condition.

£or the peration, repair~ maintenance and renlacement of the City Se*aage
disposal sfstem an:? all equiprneni therof without resort to other funds o£ the
Gltjr~ and all monies recei•red ur.der its provisions shall be credited to a _
~'Set4er Fund~' and shall be disbursed £or the herein specified purposes~ except ~
should an aniount ~ccure which in the jud~-ment of the Council may be removed :'

OF ELSINORE.AMFNDING QRDIPIANCE N0. 31+3.
The City Counci~ of the City o£ EZs9nore hereby ordains that section 2 of
ordiaance no. 343 shall be amended to read as follows:
SEGTLON 2. It shall be unlawful for any person, association of
persons~ cornoration~ or company to conduct or assist in conducting any public
dance~ or operate any dance hall or dancing club in the Gity o£ Elsinore b~tween
the hours of 1:00 A M and 6:00 A M on any day of the week.
The City ~lerk skall certify to the passage of the ordinance and cause the same
to be published once in the Leader-Press a weeYly newspaner of geaeral circulation~
published in the City of Elsinore and designated for that purpose.

CITY COUNCIL OF THE CITY OF ELSII~TORE TO OACATE
A PORTION OF LIBRARY STREET LYING WESTERLY
OF THE WESTERLY LINE OF SPRING STREET OF
SAID CITY.
The City Council of the City ti£ Elsinore does hereby ordain as
follows:
SECTIONI. The City ~ouncil of tha Gity of Elsinore does hereby
declare its intention to vacate the £ollowing described portion o£ library
Street:
That portion o£ Library Street lying Westerly
of the Westerly line of Spring Street and
between Block !~ and ~lock 2A of the original
townsite`o£ Elsinore, as shown by may on £ile
in Book 6~ Page 302 0£ Maps~ San Diego County
Records.
Reference is hereby made to a map or plan on file in the of£ice o£ the City Clerk
of the City of ~lsinore for particulars as to the proposed vacation.
SECTION 2. The City Council o£ the City of Elsinore does hereby
elect to proceed to vaeate,said street under the provisions of. Secti.on 83d0 et
seq., o£ the Streets and Highways Code o£ the State of California.

vacation.

the line of the street or part thereof proposed to be vacated. Such notices
shall be posted not more than 300 feet apart~ and at least 3 notiees shall
be posted on said street. Such notices shall.state the passage of this
Ordinance~ and the time and place of the hearing.
SECTION 5, The ~ity ~lerk shall cause this Ordinance to be published
once in the Elsinore Leader-Press~ a weekly newspaper of general circulation~
published in the City of Elsinore, and hereby designated for that purpose.

AMOUNT OF MONEY N~~~SSARY TO BE RAISED BY TAX-

The City Council of the City of Elsinore does hereby ordain a.s.follows:
SECTION .l. The amount of money'necessary to be reised by taxation
upon departments o£ said municipal corporation £or the fiscal year 1955-1956 '
and to pay the bonded imflebtedness of said City is hereby £ixed as folloFrs:

SECTION 2. This ordinance being one to £ix the amount of money to
be saised by taxationj or the rate o£ ta~ces to be levied~ shall take effect
immediately.
SECTION 3. The City Clerk shall certify to the adoption of.this
ordinance and cause the same to be published onee in th~ Elsinore Leader-Press.

REGULATI:iG THE PIIRCHASE & RESALE OF SEGOND HAND
GOODS.

SECTION 5, Every person acting as or for ang 3unk dealer, shall
mail or deliver daily to the police department of the City of Elsinore, a full
true and compl~te repert~ wra:tten or printed in the English lan;uage in a
clear and legible manner~ on forms to be furnished by the.police department~
of all second hand articles, goods, wares or merchandisc pLtrchssed or otherwise
acquired upon any terms or conditions for any pu#~pose whatever durin~ the day
preceding the mailing or delivery o£ such repert. Said report shall show with
respect to each item the £ollowing particul.arsr
(a) Complete description o£ the same, includin~ the manufacturers trade
( name or branfl~ i£ any~ its size and color, and if the item has engraved there-
on any number, word br intial~ or contains ~ny,£ittinga o£ any kind the descrip-
~~ tion shall include such number~ work or intial and the kind of fittings, if any,
and the number thereo£.
(b) The cost o£ each item~ or i£ the item is acquired on an exchange a
brief description o£ the i~tem exchan~ed £or it.
(c) The ~rue name and address, as nearly as the szme is knc~wn to or can be
ascertained by such licensee, and the personal eignature of the person or persons
: from whom such article was received or purchased or otherwise acquired, together
with a full and complete description of such person or persons~ including but
not limited to height, weight~ co~.or of eyes, color of heir, drsss and occupation~
(d} I£ the item is delivered or received from a vehicle, its license number~
;~f,~~x~ aitd~~;~sity~e ~and ~o~o~i'='p~dvi'ded, however, that such repart shall not

be required in transactions between licensees hereunder..
Each person required to make the toregoing report shall retain the
duplicate copy therof as a permanent record at the plaee of business o£ said'person
if said person has a nlace of business~ otherwise at the residence of said persong
S~id duplicate shall be open for in~pection at a.ll times to any lavi cnforcement o
officer~ his agent! duputy, or investigator.
Eaeh of said persons shall also.keep a permanent reeord ~shewing the
following particulars rolative to the disposition o£ all secondhand artieles~ goods~ ,.
wares and merchandise disposed of by said person: ', ~

(b) Place of ~isposition.. .
(c~ Name and.adress o£.the.pe.rson buy,ing or otherwise acquiring it~
which record shall be open for lhspention at all times to any law enforeeme~t o

The permanent records required by this Section ~shall be kept and re-
tained for a period o£ five (5) years.
SECTION 6. "Permanent Records of the Police": The Police-Chie'f shall
file all reports delivered to him pursnant to the provisions of Section 5 hereof
in his o£fice and they shall be open for inspection to any law enforcement of£icer,
his agent~ dnputy~ or investigator.

SECTION <7. "Fictitious Name~~: It shall be unlawful for any person
to use a fictitious name or incorrect address in any report made pursuant to the
provisions hereof.
SFr,TION 8. ~'4lteration"i It shall be unlawful, prior tca ths time that
any articles~ goods, wares or ~aerchandise may be lawfully disposed of~ ta clean,
alter~ repair,`paint or ~therwise change the ~ppearance of the same~ mr to fail
to expose the same to public view at all times ~uring business hours. ,
SECTIDON 9. "Dealing with Minors Prohibited": It shal be unlawful
for any person acting a a,junk dealer or intinerant ~unk dealer to purchase or
otherwise acquire any'secondhand artioles~ goods, wares~ or merchandise Af any
type or description o££ered sa~d persan by any mi.nor under the age of eighteen
(1S) Years,

f or acquisition by sther means by persons actin~ as 3unk dealers or itinerant

~, to-wit: xags, bottles, sacks in lots of'fifty (50) o~ less, barrels, cans~ and
