AN -0RDINANCE OF THE CIT7[ OF ELSINORE REQUIRING THE
FENCING OF JUNK YARAS,
The ~Yty Council of the City of Elsinore does ordain as follows:
Section l: The term junk dealer as used herein shall include ~ny
person, firm, partnersfiip, or corporation engaged in the business of buying,
selling, storing, reprocessing, or otherwise de~ling in 3unk, salvage, scrap
metals, second-hand merchandise, or worn out or discarded goods and materials.
Section 2: ~ny junk dealer who occupies or uses open land rrithin the
City of ~lsixiore in connectian xith any phase of his business as ~unk dealer
shall be required to erect and maintain a fence around such land. This fence
shall be not less than eight (8) feet high; shall be painted and of a solid
eonstruction ont of`opaque°and uni£orm material; and shall not bear any adver-
tising.
Section 3: ~nq junk dealer who is sub~ect to the requirements of this
ordinance at the time of its enactment shall be allowed sixty days (60) from
the effectine date thereof in which to comply irith the provisions of this
ordinance. ~
Sectibn 4: "n,q person or corporation, whether as principal, agent,
employee cr otherwise~ violating any of the provisione of this ordinance
shall be guilty o£ a misdemeaxior, and upor. conviction thereof shall be pun-
ishable by a fine o£ not more than ~300.00 or by imprisonment in the city 3ai1
of said ~ity of $lsinare for a term of not exceeding three.menths, or by both
such fine and imprisonment. Such person or corporation shall be de~.med guilty ,
of a separate oFfence for each'and every day during any portion oS which
any violati'on of this ordinance is committed, continued or permitted by,stich
person, and shall be punishable as herein provided.

AN ORDINANGE REGULATING TAE AONDUCT OF PUbLIC
D~1~EE5 IN TNE CITY QF ELSINORE AND SETTING A
FEE TO BE CCLLECTED ~'OR PERMCTS TO HOLD SIICH
~ DANCES.
The City Council of the City of Elsinore does hereby ordain as follews:
Section 1: A"Public Dance Hall" is defined as a place where daneing is
c~nducted or permitted, £or profit or not, and to which the public is admitted
with or without charge. :
B- A dancing club is defined to be any club or association
of persons the principal purpose and activity o£ which is to c nduct or oause
to conducted dances for its members or guests, or which ~OS. organized £or the
purpose of conducting a single dance. No Sraternal organization whose prin-
cipal activity is other than dancing or cenducting danaes sh~ll be considered a
dancing club.
~-A public dance is,defined to be a gathering of persons in
or uoon any premises"where daricing is particapated in either as the main purpose
of such"gathering or incident thereto and to which'the public is admitted or,
invited with"or without charge.
Section 2: It shall be unlawful for any person or association of persons,
a corporation or company t6 c nduct` or assist,in conducting any public dance
hhTl danci.ng club, or a public dance in the City of ~lsinore on any Sunday or
betwe~n the hours'of 1:00 A M and 6:00 A M on any other day of the week. =
Section 3~ It shall be unlawful for any person~ association o£ persons,
company"or corporation'to coriduct or assist in conducting ang public dance hall~
dancing club, or any;'public''dance in the ~3ty oY Elsinor~ ~.at~oth~r.:,t~~res than
those speciYied in se"ction I her`eof except uader thn aubhority of a written!
permit of the city council over'tkie signature of the city Clerk.
~-pplication For such permit shall be made to the city clerk
of the ~ity of Elsinore not less th:3n forty eight hours prior to the planned start-
ing time of such dance, shzYl contain the names and address of the a~aplicant
and the anem and aaaress o£"the person to be charge af such dance, as well as
the date, tirae and place where sucti dance is to be held.
Section 1~; Such permit shall not be transferrable to another, permittee`or
to another location without the consent of the council, and ahall be posted-in
a conspicious place at the location where dance is held~ ~nd shall be revokzble
for cause at the pleasure of the chie£ of police.
Section $; lhe city council may make rules and xegulations governing dancea
held nnder this ordinance, and shall require that a police`officer be in
attendance during`the hours such dance ia in progress, the amount paid such officer
shall be set by the council and shall be deposited with the city clerk at the
time such permit is issued,,,-su~h dances shall be conducted at all tiraes in
- accordance with laws; rule's and regulations of the state <of California and
` in such manner as will comport with the public welfare.
Section 6; A permit fee of $2.00 shall be collected by'the city clerk for
each permit issued under the terms of this ordinaxice in a3dition to the amount
deposited to defray the expense of a police officer to be in attendance, each
permit shall bear the date, hcurs~ and addross of such dance, and will not be
issued for more than one dance:
Section 7; ~ny person, associat on of persons or company guilty of violating
any oP the terms of this ordi.nance, shall upon ccnviction theroof be f'ined not
more than throe hundred ($3~0.00) or imprisoned in the city jail not more than
three months or both such fine and imprisonment.
Section 8: Ordinance nwxiber 253 and 3].!~ and all other ordinances in conflict
herewith are hereby repealed .

6N ORDINANCE OF THE CITY OF ELSINOt2E REGULATING THE
COPIDUC2 AND OPERATION OF CARNIVALS, b11RCUSES, TENT
SHOWS OR EXHIBITIONS.
The City ~ouncil of the Gity of ~'lsinore does ordain as-Yollows:
Section 1: No person shall condnct, operate~ maintain or cause
to be conducted, upersted, maintained any carnival, circus, tent shox, or
exhibitiori within the City of `'lsinore srithout first having obtained from
the Gity Counoil a permit therefor as provided in the following sections of
this ordinance. _
Section 2: Any per§on desiring to obtain'such permit shall make
application in writing to the City`~lerk not less than twenty (26) days prior
to the date of opening or starting af such carnival, circus, tent show, or
e~chibition. ihe application shall be signed by the owner~ or by his author-
ized agent or representative, and shall contain the fo2loWing:
{a) ~he'~iame ~nd address of the owner or owners~ and
of the person designated as manager or in charge of such perfor-
mance.
°(b) The times and dates of all performances to be pre-
sented.
(c) 1he nature of the performance, and the number and
type of concessions to be operated itt connection therewith.
-(d) ~he location where such caunival, circus, tettt show,
or exhibition is to be held.
(e) ~n agreement from the owner that the owner will be
financiallp reaponsible for the safe~ oarePul~ and lawful operation
of such shoW.
Section 3~ At the time of filing application £or such permit~ the applicant
shall exhibit satisfactory proof that the show and concessions to be conducted under
such percnit are insured by a re ognized liability insurance company itt the sum
of not less that $50,000.00 for injury to one person, not less that ~100,00.0U for
injury to mom than one person~ and not less that'$50,000.00 pr perty damage.
~here shall also be attached to the application for such permit written state-
ments from the law:enforcemeat ageneies`in the last three'places where the said
show has been:exhibited prior to the £iling of the application stating the
experiences o£ those-communities qrith the said show.
Section 4~ ~~e applicant Yor such permit shall post with the City ~lerk
to the credit o£ 4he ~'hief'oP'Police a filing and'investigation"fee of not less
than ~25.OU~ whemupon the ~'hief of Police shall conduct an investigation of the
applicant~ the proposed show, and the proposed location where the'show is to be
held, an3 shall report his findings ta the Citq ~ouncil.' In the`conduct of this
invistagation lbhe-police may take the finger-printe of any:person emploqed in
the business under investigation.
Section 5= Such permit-shall be issued by the L`ity ~lerk and`remain in
effect only upon compliance satisfactory to the ~.ty ~ouncil of tfie following con-
ditions;
(aj 3election of-a site for tents and/or other structures
readily accessible to'fire fighting equipment:
(b} Evidence that all ten~s have been adequatelg treated for
fire resistance.
(c)'Observanee of all applicable laws and or3inances with
respect to equipment used, cnnstruction and eleetrical wiri:ng,
food served, and in all other respects. `
(d} Hemoval of all weeYd and combustible matter from the
perPormance area prior to the opening o£ such show.
- ,(ej Approval,by the building inspector of'the Gity of Glsinore
o£ the seating provided for-the use of the patrons of such show.
($) ~tnployment at the applicant~s.expense of such -special
p police'as m,zy be directed by the Chie£ o£ Police of the City of
~lsinore.
(g) Posting.with`the City ~lerk of A cash bond'sufficient
to defray the e~cpense o£ specia]. pclice and to guarantee the
cleaning of the show area afiter the performance. Any money not
expended for these puxposes shall be promptly refunded to the
applicant.
Section 6: 1'he ~hief oP Folice shall summarily revoke any permit mssued
hereunder, and shall clo:e any such carnival, cia cus, tent show~ or exhibition
authorized by such permit for the breach of any of the conditions hereinbefore set
forth, or for the violation of any laws of the $tate o£ ~alifornia.

Section 7: ~nq person, whether as principle, agent, employee' or
otherwiae, violating any of:the provisions of this ordinance shall be guilty o£
a misdemeanor~ and upon`convi tion thereof shall be punisfiable by a fine of not
more than live Hundred 1)ollars (~500.00) or by irriprisonment 3n the city 3ai1 of
said city of Elsinore for a period not to exceed six months {6), for both.
Such person shall be deemed guilty of a separate oSfence`for each and every
dag during any portion of which any violation of this ordinance is committed,
continued, or permi.tted by such person~ and shall`be punishable as herein provided.

FOR THE bICENSING OF DOGS AND GREATING THL OFFICE

The City ~ovncil of the "ity of Elsinure do~s ordain as follows:
Sectioa 1: Every person keeping, owning or harboring ar~y dog,with-
in the ~ity of ~lsinore shall pay to the ~ity ~lerk_each year n license-tax
in the amount of two dollars ($2.00} for a male dog, or.three dollars ($3.00)
for a female dog~ which tax shall be due on July.lst of each y;ar, and upon
payment thereof a~%i.ty license tag shall be issued. If the amount of such
a license tax. due_as aforesaid is paid on or before Septem~er lst~ a discount
of fifty per cents (50~) thereof;sh all be allowed.
Section-2: The office o£ ~ity Pound Master is hereby created, and the
City ~ouncil ahall name and appoint some person to be and act as ~ity Pound
Master at the pleasure of the City ~ouncil.
: Section 3: Tha City;Povnd Master shall have the power, and,it shall
be his duty, to take into his custody any dog running at large in the ~ity of
Elsino e which has been abandoned, lost, or does not have a ~ity license tag
fastened round its neck. .
Section !t; ~ny such dog taken into custody by the Yound Master shall
be safely kept and confined by the Pound Master in an enclosure called the City
Pound;:for a period of fine,days. Any such dog which is not.reedeemed as herein-
after,speciPied withing such period shall be disposed of b~ the Pound Master,
either by killing and bur~ing or cremating such dog, or by.the sale thereof to
any person who may wish,to.buy and.care for,such dog.

Seetion 5~ -A~Ly person claiming to own or to be entitled to the
possession of any dog taken into custody under the provisions oi this ordinance
raay redeera such dog from the Pound Master by paying to the City ~lerk the sum
of fifty cents per d~q as board and keep for such dog~ the sum o£ one dollar
($1.00} as a redemption fee, and paying any license taz trhich may then be due
on such dog~ and evi.dencing rece3pt for such payments to the Pound Master.
Section 6: lhe Pound Master shall be entitled as compensation for
his services to all redemption fees paid pursuant to this ordinance: to any
sum received for the sale of a dog under the provisions of this ordinance,
le=s the sum of fifty cents (5o¢) Per daq which shall be paid to the ~ity ~lerk
for board and keep of such dog; and to the sum of one (~1.00)~ paid by the
City of ~'lsinore, for each dog which is unredeemed and destroyed pursuant to
this ordinance.

apnlicant if it be-an organization is a nonprofit organization. The denial
of any such applicati.on, or the revocat9.en or suspension of any Rummage Sale :,
per.mit shall net af£ect the right of the anplicant to apply for a second-
hand or junk 3ealer'~ Iicerse; upon payment o£ the required fees therefor
ar.d othereaise complying ur_th ap~licable Ordir_ances.
Section 5: Any per~~nit issued hereunder may be revoked or
suspended~ and any subsecuent application within one year dPnied £or the
cailful violation of the lat,~ in the conduct of the sale, or whenever the
City Counoil shall £ind-£hat the sale is being conducted for private gain
or pro£it and not for charitable purposes.
Section (: No Rummage Sale permit shall be required of any
person who holds a valid license and perrnit to engage in the secondhand
business or in the junk business, £or which he has pai3 the regular license
£ees. •

A Resolution giving notice of proposed annexation to the City
of Elsinore~ State oi' Cali£ornia, Number 779, having been passed and ad~pted
by the City Councils City of Elsinore on June 8th, 1953~ specifically
descr5.bing the boundaries of the territory to be anrexed, designating it by
the appropriate rame o£ "West Addition", and giving notice of the time and

Section 2: The City Council of the City of Llsinore does `
heteby elect to pmoceed to veca~e said street under the provisions of Part
3 of Division 9 of the Streets and Hiahvrays Code o£ the State o£ Cali.fornia.

time and place for hearing all persons interested in or objecting to ine
oroposed vacation.

hereby directed to post notices o£ said proposed vacation conspicuously
along the Iine of the street or part thereof proposed to be vacated. 6uch
