RESOLUTION NO. 461
BE IT RESOLVED:
THAT WHEREAS, the greater portion of the Sout.heJ:tll Six Hundre
(600)Feet of Spring street in the City of Elsinore, is under the
waters of Lake Elsinore I and not usable for street purposes, and

WHEREAS, J. E. SELCER and HARVEY M. SELCER, are operating a
boat service across said lake, which is of great convenience to the

residents of the City of Elsinore, and
vVHEREAS, the said J. E. SELCER and HARVEY M. SELCER desire to
use the Westerly Thlrty(30)Feet of the Southerly Six Hundred(600)

Feet of Spring Street for a. boat landing, waiting room, and space
with the right to park automobiles thereon, and the use of said
portion of said street for such purposes will be for the public
benefit,
NOW THEREFORE, the said J. E. SELCER and HARVEY M. SELCER
are granted a license revocable at any time on sixty(60)days notice
to use the Westerly Thirty(30)Feet of the Southerly Six Hundred(60 )
Feet of Spring Street in the City of Elsinore for the purposes
hereinabove set out on condition that said premises shall be kept
in a clean and sanitary manner and not used in violation of any
law or ordinance,PROVIDED J.E.Selcer and HARVEY M.SELCER be given
30 da.vs notice to correet unknown condition contrary to ordinance.
"AND WHEREAS, J. E. SELCER and HARVEY M. SELCER have invested

a large sum of money in the construction and maintenance of a re-
sort known as the "Show Boat ResortU and will construct a satis-
factory building as a boat terminal on the property on the City of
Elsinore side of the Lake Elsinore, which prope~ty is hereinabove
particularly described; and with the furthe~ ,understanding that it
is the intention of the said J. E. SELCER and HARVEY M. SELCER to

the terminal to be erected on the above desoribed property across
Lake Elsinore, AND
IT APPEARING that the said service will be of great con-
venience to the residents of the City of Elsinore, as well as to
the entire Lake Elsinore community,
NOW THEREFORE, the said J. E. SELCER and HARVEY M. SELCER
are granted a franchise to'use the Wester17 Thirty(30)Feet of the
Southerly Six Hundred(600)Feet of Spring Street in the City of
Elsinore for the use of a terminal, or boat landing, waiting ~oom
and space with 'the right to park au.tomobiles thereon, for a period
of Fifteen(15)years from the signing and passing of this resolutio ,
for the purposes hereinabove set out ON CONDITION that said J. E.
SELCER and HARVEY M. SELCER receive their aforesaid franchise,
first, to act as a common oarrier from the Pu.blic Utilities Oom-
mission, and ON THE FURTHER CONDITION that said premises shall be
kept in a clean and sanitary manner, and not used in violation of
any law or ordinance. WITH THE FURTHER UNDERSTANDING that the
said J. :E. SELCER and HARVEY M. SELCER shall be given thirty(30)
days notioe to correct any unknown oondition contrary to any ord-
inanoe.
The said J. E. SELCER and HARVEY M. SELCER are granted the
right to assign their rights under this franchise to any Pu1t.chaser
of theirU~HOW BOAT RESORT", boats, boat landing, etc., meeting
the approval of the City Council, and SUBJECT HOWEVER. to the same
terms and oonditions hereinabove set out.
THAT THE CONSIDERATION for this franchise and lioense
shall be the yearly license fee of $ 32.00
payable annually in advance.
