Gentlemen:
Transmitted herewith, in triplicate, is Memorandum
of Agreement covering the proposed expenditure of one-quarter
cent gasoline tax funds for State Highways which will accrue
to the City of Elsinore during the biennial period ending June
30, 1937.
This Agreement has been drawn up in accordance with
the Project Statement recently submitted by the City. If the
Agreement, as drawn up, is satisfactory to the City, it is re~
quested that the original and first copy be executed and re~
turned to this office for further handling. The third copy
may be retained for City files.
Please accompany the executed copies with two certi-
fied copies of the Resolution of the City Council authorizing
execution of the Agreement. We are enclosing three copies of
a suggested form of Resolution and Certificate which you may
use. Two copies can be filled in and returned to this office
with the Agreement, and one copy can be retained for the City's
record.

MISCELLANEOUS PROVISIONS
The Department of Public Works hereby delegates to
the City suchadm1nistrative powers, jurisdiction, and
authority as are vested by law in the department to
regulate and control the streets const1tuting the desig-
nated stat~ highway routes within the City, except that
no "Stop" signs, semaphores, or other traffic control
signalling devices, route number signs, mileage, direc-
tional, warning, information, or mandatory signs, shall
be installed or maintained without the approval of the
department, likewise, no signs as enumerated above will
be installed by the department and the cost defrayed
from the 1/4 cent. allocated for expenditure upon State
highways within the City, without the approval of the
City. Nothing 1nthis paragraph shall be deemed to
restrict the right of the City authorit1es to place and
maintain such traffic signs as are necessary to notify
traffic of local traffic ordinances or resolutions.
No signs shall be permitted to be installed within,
or project over the roadway portion beyond, the estab-
lished curb lines of any State h1ghway, and no sign of
any k1nd, except warning signs at railroad crossings,
shall be permitted to be suspended over any State high-
way. An existing sign suspended over the State highway
may be permitted to remain in place until in need of
repairs or replacement, or until in the opinion of the
department lt constitutes a hazard to traffic, at which
time it shall be removed.
In event the work of maintaining the State highway
route within the City is being done by the depa.rtment,
the approval of the department shall be secured before
any encroachment on the surface or any cut, excavations,
or openings in the vehicular roadway are permitted. The
department will maintain the State highway from curb line
to curb line only. There is hereby delegated to the City
the maintenance of the. areas betWeen curb lines and right
of way l1nes, except when operations by the department
thereon are being conducted in connection with construc-
tion or maintenance work between the curb lines.
It is understood and. agreed that n.ei ther the State
of California, the Director of Public Works, or any
officer or employee of the State of California, is respon-
sible for any damage or liability occurring by reason of

anything done or omitted to be done by the City, under,
or in conneotion with, any work, authority, or jurisdiction
delegated under this agreement.
