1. CALL TO ORDER
The Special Meeting of the Successor Agency was called to order at 8:37 p.m.
2. PLEDGE OF ALLEGIANCE
The Pledge was recited during open session preceding this Special Meeting.
3. ROLL CALL
Present: 5 - Agency Members Tisdale, Manos, and Carroll; Vice Chair Sheridan;
and Chair Magee
Absent: 0 - None
4. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
There were no speakers.
5. CLOSED SESSION
5.1 CONFERENCE WITH REAL PROPERTY NEGOTIATORS
(Gov’t Code Section 54956.8)
Property: APNs 373-210-040 and 373-210-042
Agency negotiators: Executive Director Simpson, Assistant Executive Director
Buckley, and Agency Counsel Leibold
Negotiating parties: Successor Agency of the Redevelopment Agency of the City
of Lake Elsinore and Lake Elsinore Storm LP and Golden State Concessions and
Catering, Inc. Under negotiation: Price and terms of payment
6. RECESS
The Successor Agency recessed into Closed Session at 8:38 p.m.

Mayor Pro Tem Sheridan left the meeting at 8:38 p.m., did not participate in the discussion
of the closed session item, and returned when the Successor Agency reconvened at 9:37
p.m.
7. RECONVENE
The Special Meeting of the Successor Agency reconvened at 9:37 p.m.
8. CLOSED SESSION REPORT
City Attorney Leibold reported that one item was discussed; however, no reportable action
was taken.
9. ADJOURNMENT
The Lake Elsinore Successor Agency adjourned at 9:38 p.m. to the next Regular meeting
of Tuesday, September 8, 2026 in the Cultural Center located at 183 N. Main Street.
Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda,
and the regular Open Session business meeting will commence at 7:00 p.m.
