1. CALL TO ORDER
The Special Meeting of the City Council was called to order at 2:00 p.m.
2. PLEDGE OF ALLEGIANCE
Mayor Magee led the Pledge of Allegiance.
3. ROLL CALL
Present: 4 - Council Members Tisdale and Manos; Mayor Pro Tem Sheridan; and
Mayor Magee
Absent: 1 - Council Member Carroll
4. PUBLIC COMMENTS
There were no speakers.
5. BUSINESS ITEMS
5.1 Environmental Mitigation Strategies – Galvez Property
Receive a presentation regarding mitigation strategies, including an overview of
the regulatory framework governing the mitigation process, alternative mitigation
strategies, the biological values of the Galvez Property, the proposed mitigation
model, and examples of similar mitigation programs.
Ryan Thomason and Shawn Gatchel-Hernandez presented the staff report.
There were no speakers.

5. RECESS
The City Council recessed into Closed Session at 3:16 p.m.
6. RECONVENE
The Special Meeting of the City Council reconvened at 4:08 p.m.
7. ROLL CALL
Present: 5 - Council Members Tisdale, Manos, and Carroll; Mayor Pro Tem
Sheridan; and Mayor Magee
Absent: 0 - None
8. CLOSED SESSION REPORT
City Attorney Leibold reported that one item was discussed; however, no reportable action
was taken.
9. ADJOURNMENT
The Lake Elsinore City Council adjourned at 4:08 p.m. to the next Regular meeting on
Tuesday, August 11, 2026, in the Cultural Center located at 183 N. Main Street. Closed
Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the
regular Open Session business meeting will commence at 7:00 p.m.
