The application(s) for the above referenced project may generate processing costs in
excess of the amount of the filing fee. If applicable, your initial deposit amount of

will be made based on staff time and materials needed to process your application
Statements will be sent to you documenting the draws against your deposit. If the
deposit reaches a balance of $500.00 or less, you will be asked to make a subsequent
deposit. You will be expected to pay these bills within 30 days of invoice date. The
remaining $500.00 or less will be used to reconcile your final bill. If there is a balance
remaining after reconciling the final bill, a refund check will be mailed to you.

Development Plan
for Lakefront Village Property
Lake Elsinore, California
LiveAble Communities is planning to acquire the 42.7 acre property located at the intersection of Grand
Avenue and Ortega Highway in Lake Elsinore, California in Riverside County, consisting of Parcels 381-
050-001(21.17 acres) and 381-050-002 (21.55 acres). The property, known as Lakefront Village,was the
former site of the Elsinore Naval & Military Academy,which operated on the site for over 40 years until
1977. The existing building is a three-story structure, measuring approximately 34,000 square feet of
indoor space with surrounding hardscape including an outdoor patio,fountain and swimming pool. A
number of concrete foundations remain on the property as remnants of former structures used by the
Academy during its years of operation.
The development plan for the property will be done in stages over a projected five year period in order
to maximize the value of the land and provide needed housing,commercial and recreational facilities for
the area based on market demands.
Phase One of development will include the restoration of the existing structure and new housing
construction of 200 units in six two-story buildings on approximately 10.6 acres. The restored building
will be utilized as common area facilities for an independent apartment community for adults with
intellectual and developmental disabilities. Other amenities planned in Phase One include walking trails,
a shared organic garden with Phase Three, sports court,sports field and swimming pool. The facility will
be secured,with 24-hour staffing and employ approximately 75 people in mostly full-time positions.
