VJnereas it appears to the City Council of Elsinore, that the
burden of taxation,Municipal, School,amd County, together with added
Assessments levied in spite of protests of the taxpayers,and \ivith
addi tional penalties in many cases,has reached the point 'where the
desire to own property is fa,st dtil.sappearing, VIi th the resul t that
property values are being greatly depressed and sometimes destroyed,
And whereas, the various funds of the City freasury of the
City of Elsinore,have oD1:!<3,nds the largest ba,lances fo.r ye,ars,and

made substantial reductions \n >"ater

rates,and in the various Ci ty licenses and fees collecte~)elieves
further reductions neee~s~ry,and possible,
Now therefore,be it resolved, that in view of the foregoing,
this Council hereby pledge a reduction in the amount of general
taxes levied and collected for the ensuing tax year,
And be it further resolved, that this body transmi t to the
tax levying bodies of the t'Vvo Elsinore School Districts, a copy of
these liesolutions,with the request that they join vlith the Coun-
cil in an effort to afford additional relief,
itnd be it f1il.rther Jaesolved,that a copy of' these Hesolutions
be forwarded to the County Supervisors of this County, calling atten-
tion to the fact that commodity prices are at the lowest point in
many years and should be reflected by a substantial reduction in
the amount of County taJSes levied,with a request that the County
join "vi th the Municipali ty and the SChools in an effort to afford
relief to a condition we view with alarm,
