RESOLUTION OF INTENT I ON NO. hZP'I
,
BE IT RESOLVED, by the City Council of the City of Elsinore,
County of Riverside, state of California, as follows:-
That the public interest, convenience and necessity require,
and that it is the intention of said City Conncil, proceeding nnder
the provisions of the n Acqu isfti on and Improvement Act of 1925, n

and amendments thereto, to order the following work to be done and
improvement made upon the following public ways and public property
in the Oi ty of Elsinore, aOlmty of Riverside, State of California,
to-wit:
That a Sanitary Sewer System consisting of reinforced cement
concrete sewer pit, O'onnections, fittings and appurtenances, vi'tri-
fied Clay pipe sewer mains, together with tee branches, connections,
fittings and appurtenances, brick manholes, fittings and appurten-
ances, cement concrete cradle and sand cushion, be constructed in,
over, along, upon and across portions of the following public ways
and public property in said City or Elsinore, California, to-wit:
I..A.KE SHORE DRIVE, in said Oity, between a line parallel to
and di stant 450 feet westerly from the westerly line of Spring
Street and a line parallel. to and distant 350 feet westerly from
the westerly line of said Spring Street;
PUBLIC E.ABEVlENT across Warm Springs Park, between Lake Shore
Drive and Public Property of the City of Elsinore, in said Warm
Springs Park;
PUBLIC R~OPERTY of the City of Elsinore in Warm Springs
Park, between said Public Easement above described and Graham Ave-
nue;
GRAHAM AVENUE, in said Qi~', between the southerly product-
ions of the westerly and easterly lines of Riley Street;
RILEY STREET, in said City, between Graham Street and the
easterly production of' the northerly line of Lot 17, Block 86,
Heald t s Hesubdivis10n;
PUBLIC PROFERTY of the Oi ty of' Elsinore in Lot s 15 and 17,
Block 86, said Heald's Resubdivision;
HEALD AVENUE, in said Oity, between Spring Street and Riley
Street;
POTTERY STREET, in said City, between Spring street and Riley
Street;
:FLINT STREET, in said Oi ty, between Spring Street and Riley
Street; and,
SPRING STREET, in said City, between Sunmer Avenue and the
northerly line of Flint Street.
All of said work and improvement hereinabove generally de-
scribed is to be done and made in the manner, at the locations,
within the limits, of the materials, of the dinensions, and at
the elevations as shown upon and in accordanoe with the plans,
prot'iles, detail drawings and specit'ications theret'or, :tiled in
the of'1'ice of' the Oi ty Clerk at' the City of Elsinore, on the

No.1, City of Elsinore, California,lt except as the boundaries of
the district and grades therein specified may be changed at the
hearing of the mat ter hereinafter ment ioned, which said specifi-
cations are by th is reference thereto made a part hereof, and to
which all persons are rererred for the estimated cost or the im-
provement, (inclusive of incidental expenses and costs of the pro-
ceedings), for a full and detailed descript ion and locati on of said
proposed improvement and of the grades t.o which said improvement is
to be constructed, and the not ice or all persons affected is direct-
ed to the grades for the proposed improvements, and to the provis-
ions of the said ltAcquisition and Improvement Act of 1925lt relat-
ing to grades.
That to defray the e:xpen.ses of the things herein proposed
to be done, bonds will be issued in accordance with the provisions
or the said ttAcquisition an.d Improvement Act of 192.5, n and amend-
ment s thereto, to the total araount of the same, said bonds to bear
interest at the rate of seven (7) per cent per annum, p8;yable semi-
annually, the fir st interest payment to be made on the second day
or January, or on the second day of' July (whichever month first
succeeds the date of the bonds) next succeeding one year after the
date of" such bonds, t.he aggregate principal of" all bonds issued
under the proceeding to be paid and d.ischarged within twenty (20)
years after tl1.e date of issuance, approximately one-nineteenth

(1/19) part of said aggregate principaJ_ to be paid annually, all
in gold coin, and the first payment on the aggregate principal of
the bonds issued will be made two (2) years af'ter the issuance
thereof'.
A special fund for the paynent of said bonds will be con-
stituted by the levy of special assessment .taxes upon the lands
wi thin the assessment di strict, according to the assessed value of
said lands, exclusive of the improvenents thereon, except as other-
wise provided in said llAcquis1tion and Improvement Act of 1925,"
and amendments thereto, as finally determined by this City Council;
said District shall be knovvn as "Acquisition and Improvement Dis-
trict No.1 of the City of Elsinore, California,u and shall (unless
changed at the hearing hereinafter DlBntioned) be composed of' all
the lands in the City of Elsinore, County of Riverside, state of
California, lying within exterior boundaries as follows, to-wit:
Beginning at the northeast corner of Section 5, Township
6 South, Range 4 West, s. B. B. M.; thence westerly al.ong the
northerly line of said Section .5, Tovvnship 6 South, Range 4 We st,
S. B. B. M. to the northeast corner of Crawford and Bonds Addi-
tion; thence westerly along the northerly line or said Crawrord
and Bonds Addition to the northeasterly line of COllter Avenue;
thence northwesterly along said northeasterly line t an inter-
section with the northeasterly production of the sou heasterly
line of Chaney street; thence southwesterly along said southeast-
erly line to the westerly corner of Lot 10, Blo.ck 69, Heald's Re-

subdivision; thence southeasterly in a direct line to the southwest
corner of the intersection of Chaney Street and Sumner Avenue;
thence southwesterly along the northwesterly line of Chaney street
to the northeasterly line of Lake Shore Drive; thence southeasterly
in a direct line to the westerly corner of Lot 106, Block 11, Lake

4 West, S. B. B. M. to the point of beginning, (excepting therefrom
all public streets, alleys, ways, drives, avenues, and excepting
also any lands belonging to the United states Government or to the
state of California.)
It is hereby determ.ined by this City Council, that the
following lands belonging to said City of Elsinore, County of River-
side, state of CaJ. ifornia, are in use in the performance of a public
function and said City Council hereby declares that all of said
lands shall be omitted from the said di strict and from the levy and
collection of the special assessment taxes thereafter to be levied
and collected to cover the expenses of certain improvements and the
total expense of the things therein in the above entitled proceed-
ing shall be met by the levying and collecting of such special
assessment taxes upon and f"rom the remaining lands within the

Beginning at the intersection of the northeasterly
line of Library Street with the westerly line of Main
Street; thence northerly along the westerly line of Main
Street to the southwest corner of t.he intersection of
Limiteq. Ave. with said Main street; thence northwesterly
along the southwest~rly line of Limited Avenue to an in-
tersection with the easterly line of the right-of-way of
the Atchison Topeka & Santa Fe B. B.; thence southerly
along the easterly line of said right-of-way to the
northeasterly line of Library street; thence southeaster-
ly along said northeasterly line to the point of beginn-
ing.
All that portion of Warm Springs Park, lying north-
easterly of a line parallel to and distant 200 feet south-
westerly from the southwesterly line of Graham Avenue.
All that portion of Block 88, Heald's Resubdivision,
described as follows:-
Beginning at the intersection of the northwesterly
line of Poe street with the northeasterly line of Flint
street; thence northwesterly along said northeasterly
line to an intersection wtth the northeasterly product-
ion of the southeasterly line of Lowell Street; thence

northeasterly along the northeasterly production of the
southeasterly line of said Lowell street to an inter-
section with the southeasterly line of L.ot 3, Block (38,
said Heald's Resubdivision; thence northeasterly along
said southeasterly line to the westerly corm:~r of' Lot
2, said Block 88; thence southeasterly along the south-
westerly line of said Lot 2 to the northwesterly line
of Poe Street; thence southwesterly along said north-
westerly line. to the point of beginning.
It is hereby determined by th is Gi ty Gounc iI, that the bene-
fits derived by the different parcels of land within said assessment
district do not vary and therefore said district is not reQuired to
be divided into zones.
A map of said district al)proved by this City Oouncil indi-
eating by a boundary line the territory to be included therein, is
on file with the City Clerk of said City of Elsinore, and all per-
sons by an exaxnination thereof may with accuracy ascertain the
boundaries of said assessment district, and all persons interested
are referred to said map for all details concerning the said assess-
ment district.

to be ordered done; and,

and all persons having objections to the proposed improvements,
or any part or portion thereof, or to the proposed grades to which
the improvements are to be constructed, or to the extent of the

That GLENN GRAHAM, a competent person, be, and he is here-
by appointed Superintendent of' Work, and his campen sation as such
Superintendent is hereby fixed in the sum of Twelve Dollars ($12.00)
per q.ay for all time actually devoted to the work.
That lITI-IE: E.LSINORE LEADER PRESS, It a weekly newspaper print-
ed and published in the City of Elsinore, Cal ifornia, be, and it is
hereby designated as the paper for making the publication of this
Resolution of Intention, and for making all other publicat ions in
or incident to these proceedings.
Passed and adopted by the C1"t-J Council of the City of
