The City is a Lead Agency under CEQA, and is required under State law to ensure compliance.
All projects are subject to a review under the California Environmental Quality Act (CEQA) and
will consist of one (1) or more of the following:
• If not exempt, preparation of technical studies will be required to support
determination of appropriate CEQA process, as described below.
• Determination by Planning Division that all project impacts are less than significant or
can be mitigated to less than significant. As such, the City will direct preparation of a
Negative Declaration (ND) or Mitigated Negative Declaration (MND).
• Determination by Planning Division that at least (1) project impact cannot be mitigates
to less than significant levels. As such, the City will direct preparation of an
Environmental Impact Report (EIR).
All CEQA documents must be prepared either by City Staff OR by a qualified, City-approved
consultant under direct contract with the City but funded by the Applicant.

1. Describe the project site as it exists before the project, including information on
topography, soil stability, plants, and animals, and any cultural or scenic aspects.
Alberhill Development, LLC. is proposing a Specific Plan Amendment to the Murdock Alberhill
Ranch Specific Plan and an Industrial Design Review for the West Nichols Logistics Center. The
Murdock Alberhill Ranch Specific Plan Amendment includes the expansion of the specific plan
boundary by adding approximately 46.8 acres to Planning Areas 2. Additionally, the amendment
will revise the land use plan by adding an Industrial land use and remove the Neighborhood
Commercial land use. The application also includes an Industrial Design Review package for the
development of a 60.7-acre industrial site that would accommodate an approximately 1 million
square foot logistics center.
Environmental Resource Finding
Aesthetics Historically, the project site and adjacent areas have
been subjected to mining activities. Clay and coal were
discovered in the project vicinity in the 1800s. Most
properties north of the project site are undeveloped or
were used for past mining activities. To the east, low
density residential development exists. The
predominant type of housing is single-family detached
south of the project site. To the west of Planning Area
#3, Pacific Clay Products-operates its ceramic factory
near the Lake Street interchange. Clay mining
operations also are in process in this area. The majority
of recent development has occurred south and west of
the site.

Airports The nearest airport to the property is the Perris Valley
Airport L-65, located about 15 miles east of the subject
property. According to the Riverside County Airport
Land Use Commission, the property is not within a
compatibility zone.

Soils The geology of the site includes Santiago Peak
Volcanics, Alluvium, and the Pauba Formation in
Planning Areas #1 and #2 and Alluvium in Planning
Area #1. According to geotechnical investigation
conducted for Alberhill Ranch,the project site is suitable
for development from a geotechnical standpoint. See
Exhibit 1.

Single-family homes, an elementary school, parks, and supporting infrastructure (e.g. water
tanks) are existing on Planning Area 1. Planning Areas 2 and 3 are undeveloped.
3. Describe the surrounding properties, including information on plants and animals and
any cultural, historical, or scenic aspects.
The surrounding properties are historic mining areas. Mining in the Alberhill area, including the
Pacific Clay mine, began roughly around the same time that the region's first railroad, the
Atchison, Topeka, and Santa Fe Railroad, was completed in the 1880s. The railroad, along with
various mining opportunities, greatly increased migration to the Lake Elsinore area. Portions of
Lake Street and Coal Road (now named Nichols Road) are generally aligned with a section of the
railroad that has since been removed in that area. Pacific Clay still conducts mining operations
within the Alberhill Villages Specific Plan area, bounded by Lake Street to the east and Temescal
Canyon Road to the north. Properties to the south continue to be developed as residential,
commercial, and institutional uses. Properties to the east remain mostly undeveloped.
