Cover Letter (2) Kimley>>)Horn August 14, 2024 Ms. Damaris Abraham Planning Manager City of Lake Elsinore 130 South Main Street Lake Elsinore, CA 95230 RE: Amendment No. 3 of Murdock Alberhill Ranch Specific Plan and West Nichols Logistics Center Industrial Design Review Dear Ms.Abraham: Lansing Companies ("Applicant') is pleased to submit this Planning Application for the proposed Murdock Alberhill Ranch Specific Plan Amendment&West Nichols Logistics Center (formerly referred to as the"Stockdale Project'). The proposed Third Amendment to the Murdock Alberhill Ranch Specific Plan ("Specific Plan")would revise the land use plan and planning boundaries within the Specific Plan area. The Specific Plan Amendment would expand the Specific Plan boundary by 46.8 acres,eastward and southward, to Pierce Street and Kings Highway, respectively. The proposed amendment would facilitate the creation of a new industrial planning area within the Specific Plan that would be established within the bounds of Nichols Road to the north, Terra Cotta Road to the west, Pierce Street to the east, and Kings Highway to the south. The proposed industrial area would facilitate the development of the West Nichols Logistics Center. The proposed modifications to the Murdock Alberhill Ranch Specific Plan would require a General Plan Amendment, Zone Change, Specific Plan Amendment, and Industrial Design Review. Included in the application materials is a Letter of Intent which addresses the comments provided by the city for the West Nichols Logistics Center Preliminary Application Review (PAR-2023-06). This submittal includes the following "application materials": 1. Letter of Intent 2. Planning Application for General Plan Amendment, Zone Change, Specific Plan Amendment, and Design Review(Industrial) 3. Cost Recovery Agreement 4. Environmental Form 5. Preliminary Title Report 6. Hazardous Waste/Well Site Information Form 7. Preliminary Drainage & Hydrology Study 8. Geotechnical Report 9. Soils Report 10. Preliminary WQMP 11.
