The subject lots are in the R-3 High-Density Residential District. The R-3 district is intended to provide locations
for multiple-family residential projects at densities of up to 24 dwellings to the net acre, in compliance with the
City's General Plan designation of High-Density Residential. It may also provide sites for public and semipublic
facilities needed to complement residential areas and for institutions that require a residential environment.
