Oil:~.iN :l < < II) O.J\lO~ 15 11:.. z .. u <~::. ~""iil~ :E:t~",~ 16 o ~ ~~. 5~ilf)~ .. 0% 17 II:<".J" U .c. rl 0 18 " 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION NO. {(o" RESOLUTION OF INTENT!ON OF THE CITY OF ELSINORE, OALIFORNIA, DECLARnm THEIR INTENTION TO ORDER CERTAIN WORK TO BE DONE ON GRAHAM AVENUE, AND OTHER STREETS, IN THE CITY OF ELSINORE CALIFORNIA -----000----- The City Council of the City of Elsinore do resolve as fOllows: ~EQT~ON 1.- That the public interest and convenience require, and that it is the intention of the City Council of the City of Elsinore to order the follOWing work and improvement to be done Within said City, to-wit: (A) - That certain portions of GRAHAM AVENUE, (some- times known as Washington Street) between the easterly line of Main street and a line parallel with and 10 feet easterly of the westerly line of Ohestnut street, be improved. in the following manner: By grading to the grade shown upon the Plans, by paving with a cement ooncrete pavement, by the construction of cement concrete curbs, by the oonstruotion of oement concrete gutters, by the construction of cement conorete side- Walks, by the oonstruotion of vitrified olay pipe sanitary sewer house oonneotions, by the oonstruotion of a wrought steel pipe line, together with appliances and appurtena.noesfor supplying and distributing a domestic water supply and for fire protection, and by ..rtain reoonstruction work inoident to the pavi:n.g and oonsisting of raising or lowering the existing sewer manholes along the line of said improvement. (C) - That certain portions of SUMNER AVENUE, between the easterly line of Main Street and the westerly line of Ellis Street, be improved in the follOWing manner: By grading to the grade shown upon the Plans.. by the oonstruotion efa oement ooncrete pavement, by the construotion of oement conorete ourbs, by the oonstruotion of oement ooncrete sidewalks, by the oonstruotion of cement conorete gutters and by the constructioa of a reinforced oement ooncrete storm drain, together with appurtenanoes oonsisting, in part, of a reinforced ooncrete outlet, Wrought steel pipe flushing line and applianoes and appurten- ances; also by the construotion of a combination re- taining wa.ll and ourb a.long the nartherly side of ,. said S~er Avenue from the westerly line of Ellis Street to a pOint apprOXimately 40 feet westerly therefrom. All the work desoribed in this Resolution shall be done with reference to the gra.des as shown upon.. and in further accordance with Plans and Profiles therefor heretofore adopted by this Oity Council and being Plans Numbers 38 to 44, inolusive, and Profiles Numbers.3S, and 41 to 44, inolusive, whioh Plans and Profiles are on file in the office of the City Engineer a.nd in further aooordanoe with,e ~eoifio8:tions No. 12- for gradin€h curbs, sidewalks and seWer Spec~fioat10ns 10. 12&.... for oement concrete paving . ~eolfi oations 10. l~:... for gut ters Speoifioations No.7.,. for water lines and applianoes, and water pipe distributing syste. All desoriptions set forth in this Resolution are general only and referenoe to said Plane, Profiles and Speoifi- cations is hereby made for a full, oomplete and exact description of all work to be done. SEOTION.II - Said City Oouncil determines and deolares l~ that the said proposed work and improvement is of more than looal or ordinary publio benefit and said City Counoil here'by makes the cost and expense of said work and improvement chargeable upon a distriot, whioh said distriot said City Council hereby deolares to be the dist~iot benefitted by said work and improve~ ment and to be ass.sseato pay the cost and expense thereof, to-wit: All that portion of the City of Elsinore indicated and shown within the red boundary line upon the map hereinafter rew ferred to. Said Map is on file in the offioe of the City Engineer and is designated NUMBER F, ASSESSMENT DISTRICT MAP FOR GRAHAM AVENUE, AND' OTHER STa., IN 'THE CITY OF ELSINORE. There is excepted from said district any and all pieoes or parcels of land belonging to the United. States, or the state of California. and. any lots, pieces or parcels of land belonging to any City, County, Public Agent, Mandatory o~ the Government, Sohool Board, eduoational penal or reform institu- tion, or imsti tution tor the feeble minded or insane, and being in use in the performance of any pUblio funotion. The said map shall gove.ra for all details as to the extent of the assessment distriot. SECTION III - It is hereby resolved and d.etermined .-- that serial bond.s to represent unpaid assessments of Twenty-five Dollars, or more, and to bear interest at the rate of seven per , oent per annum, payable semi -annually, will be issued to repre.... sent the oost and expenses of said work in the manner provided by the Improvement Aot of 1911, as amended.. Said serial bonds shall extend over a period of nine years from the seoond day of January next suooeeding the fifteenth day of the next November following their date. SEGTIONIV - Notioe is hereby given that on the 14th day of Ja.nuary, 1929. at the hour of 7.30 0 'clook P.M., in the Counoil Ohamber of the Oi ty Council in the Oi ty Hall of the Oi ty of Elsinore, a.ny and all persons having any objeotions to the proposed work or improvement, or to the distriot to be assessed, may appear before the Oity Council and show oause why the said improvement should not be carried out in aocordanoe with this resolution. SECTION V. The Oi ty Clerk of the City of Elsi Rore . shall oause this Resolution of Intention to be published twioe in the "ELSINORE LEADER-PRESS", a weekly newspaper of general oirculation, printed, published and circulated in the City of Elsinore. ~EOTIQN U... All the herein proposed work shall be done a.nd said bonds issued in pursuanoe of the provisions of an Act of the 1egislature of the State of Oalifornia, designatea and known as the "Improvement Aot of 1911tt ~ approved April 7,1911, a.nd amendments thereto.
