1. CALL TO ORDER - 7:00 P.M.
The Regular Meetings of the City Council and the Successor Agency were called to order
at 7:00 p.m.

Mayor Magee led the Pledge of Allegiance.

4.2 Presentation of 2025 CPRS Hall of Fa.m.e Award to Jonathan O. Skinner
Presentation of an award to Johnathan O. Skinner, Director of Recreation, for his
induction into the California Park and Recreation Society’s Hall of Fa.m.e.
Doug Grove, former CPRS President and current CPRS Board of Trustees
Member, presented the Award, and Mayor Magee presented a Certificate of
Recognition to Johnathan Skinner.

6.5 Second Reading of an Ordinance Authorizing the Levy of Special Taxes for
Annexation Proceedings for Annexation No. 29 into Community Facilities
District No. 2015-2 (Maintenance Services) for Tentative Tract Map (TTM)

Adopt by title only and waive further reading of AN ORDINANCE A.M.ENDING
ORDINANCE NO. 2016-1359 OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, ACTING IN ITS CAPACITY AS THE LEGISLATIVE
BODY OF COMMUNITY FACILITIES DISTRICT NO. 2015-2 OF THE CITY OF
LAKE ELSINORE (MAINTENANCE SERVICES) AUTHORIZING THE LEVY OF
SPECIAL TAXES.

THE CITY OF LAKE ELSINORE (CANYON HILLS HEIGHTS) AUTHORIZING
THE LEVY OF A SPECIAL TAX WITHIN SUCH DISTRICT.

6.7 Annexation No. 30 Into Community Facilities District No. 2015-2
(Maintenance Services) for Tract Map 37703 (In-N-Out)
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, DECLARING ITS INTENTION TO ANNEX
TERRITORY INTO COMMUNITY FACILITIES DISTRICT NO. 2015-2
(MAINTENANCE SERVICES) OF THE CITY OF LAKE ELSINORE, ADOPTING A
MAP OF THE AREA TO BE PROPOSED (ANNEXATION NO. 30) AND
AUTHORIZING THE LEVY OF SPECIAL TAXES THEREIN.

6.8 Agreement and Escrow Instructions for Purchase and Sale of Real Property
Vacant Parcel Spring Street, Lake Elsinore (APN 374-072-013)
Approve the purchase of real property located at Vacant Parcel Spring Street, Lake
Elsinore (APNs 374-072-013) for $145,000 ratify the City Manager’s execution of
the Agreement and Escrow Instructions for Purchase and Sale of Real Property
(“Agreement”) and further authorize the City Manager or designee to execute such
other ancillary documents as may be necessary to complete the purchase, in such
final form as approved by the City Attorney.

6.9 Exclusive Negotiation Agreement with C & C Develop.m.ent Co., LLC
Approve and authorize the City Manager to execute an Exclusive Negotiation
Agreement (ENA) with C & C Develop.m.ent Co., LLC in such final form as
approved by the City Attorney.

6.10 Change Order No. 1 to the Public Work’s Construction Agreement with
Clearwater Pipeline, Inc. for the Water and Sewer Connection for the New
City Hall Project
Approve and authorize the City Manager to execute Change Order No.1 to the
Public Work’s Construction Agreement with Clearwater Pipeline, Inc. for an
a.m.ount not to exceed $143,281.95 for the expanded scope of work for the water
and sewer connection in the New City Hall Project (CIP Project No. Z20006).

6.11 Request to Modify Condition of Approval No. 76(c) Related to Ultimate
Improvements for Riverside Drive (SR-74) for the Riverside & Lincoln
Commercial Project (PA 2020-92)
Approve the applicant's request to modify Condition of Approval No. 76(c) as
stated below:
The Developer shall construct a right turn pocket for the project driveway on
Riverside Drive in compliance with the Highway Design Manual. An Encroachment
Permit from Caltrans will be required prior to any work done in the State right-of-
way along Riverside Drive (State Route 74).
1. Developer shall comply with Caltrans stormwater quality and hydrology
requirements.
2. Developer shall underground the overhead power poles along Riverside Drive.
3. Sidewalks impacted by the right turn pocket shall be constructed consistent
with the City’s General Plan roadway cross section.

6.12 Professional Services Agreement with Buckna.m. Infrastructure Group, Inc.
for the 2026 Pavement Management Progra.m.
Approve and authorize the City Manager to execute a Professional Services
Agreement with Buckna.m. Infrastructure Group, Inc. in an a.m.ount not to exceed
$69,400 for the 2026 Pavement Management Progra.m. in such final form as
approved by the City Attorney and authorize the City Manager to execute change
orders not to exceed a 10% contingency of $6,940 for uncertainties and
adjustments.

6.13 Agreement with the City of Canyon Lake to Provide Support for Emergency
Traffic Control and Road Closures
Approve and authorize the City Manager to execute an Agreement with the City of
Canyon Lake for municipal services, including emergency traffic control, road
closures, detours, and related restrictions in an hourly rate and in such final form
as approved by the City Attorney.

6.14 Approval of Tract Map No. 33725 for Tuscany Crest
Approve Final Tract Map No. 33725, subject to City Engineer’s acceptance as
being true and correct, authorize the City Clerk to sign the map and arrange for
recordation, and approve and authorize the City Manager to execute the
Construction of Improvement Agreements for Street Improvements and
Monumentation for the Tuscany Crest project.

6.15 July 4th Fireworks Celebration on the Lake
Approve and authorize the City Manager to execute a Special Production
Agreement with Pyro Spectacular for the July 4th fireworks show in an a.m.ount
not to exceed $55,000 for the Annual Fireworks Show on Lake Elsinore in such
final form as approved by the City Attorney and authorize the City Manager to
execute change orders not to exceed a 10% contingency of $5,500 for
uncertainties and adjustments, and the recommended traffic detour map as
approved by the City Engineer.

9.1 Ordinance Regulating Electric Bicycles and Other Electric Transportation
Devices
Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADDING TITLE 10,
CHAPTER 10.54 OF THE LAKE ELSINORE MUNICIPAL CODE TO REGULATE
AND PROVIDE FOR EFFECTIVE ENFORCEMENT REGARDING ELECTRIC
BICYCLES AND OTHER ELECTRIC TRANSPORTATION DEVICES.

the item to the next Council meeting on May 12, 2026. The motion carried by
the following vote:

City Manager Simpson had no comments.
12. CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
13. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Carroll spoke on the 8U Lake Elsinore Girls Softball Championship and
the Elsinore Women's Club Dine Out Night at The Bobber fundraiser.
Council Member Tisdale reminded residents to contact Mosquito Vector Control to report
mosquito issues and to use Alert LE to report issues throughout the city; and invited
residents to the free Firefighter BBQ at Launch Pointe on May 2, 2026, from 11:00 a.m. to
3:00 p.m.
Council Member Manos spoke on election process issues.
Mayor Pro Tem Sheridan addressed Mr. Langworthy regarding his comments; reported
on his attendance at Riverside Transit Agency meetings on March 26 and April 16, 2026;
and shared that the Cops for Kids Golf Classic event will be held on Friday, May 1, 2026
from 12:00 p.m. to 5:30 p.m. at the Glen Ivy Golf Club.
Mayor Magee thanked staff for doing a fine job at the History Day event; invited the
community to the free San Diego Chapter of the Sports Club of America autocross races
on Saturday, May 2nd and Sunday, May 3, 2026 in parking lot C of the Diamond Stadium,
the Twenty26 Pet Walk on Saturday, May 9, 2026 from 8:30 a.m. to 10:30 a.m. at the Lake
Elsinore Levee, the 13th Annual Lake Elsinore Dream Extreme Fishing Derby on Saturday,
May 16, 2026 from 5:00 a.m. to 2:00 p.m. at Launch Pointe, and the 2nd Annual Carp
Quest on Sunday, May 17, 2026 from 6:00 a.m. to 2:30 p.m. at Launch Pointe; reported
on the Riverside County Transportation Commission agreement with Caltrans for the I-15
express lanes, and on his attendance at the Riverside County Transportation Commission
Budget and Implementation Committee meeting on April 27, 2026.
14. ADJOURNMENT
The Lake Elsinore City Council adjourned at 8:29 p.m. to the next Regular meeting of
Tuesday, May 12, 2026 in the Cultural Center located at 183 N. Main Street. Closed
Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the
regular Open Session business meeting will commence at 7:00 p.m.
