Thank you for providing the Draft Fall 2025 Allocation for review. We are writing to formally dispute the Draft Fall
2025 Field Allocation and the decision to impose a two-year probationary designation classifying City SC
Southwest as a non-resident organization. The current draft allocation and probationary designation are premature,
inequitable and inconsistent with the facts and we request immediate corrective action.
Probation Designation
During our meeting on July 30, the City designated City SC Southwest as a primary Tier 2 user group. The
probationary downgrade now imposed is a substantial and unjustified departure from that status.
• Of the 1,077 total players on our submitted rosters, the City has flagged 13 addresses as allegedly non-
resident.
• No deadline was provided when the City requested verification of these addresses on August 4.
• City SC has been contacting families per this request. As of August 15:
o Two families confirmed the addresses submitted were correct with documentation forthcoming
■ No proof of residency documents have been submitted. Addresses that were "confirmed" to be
accurate had Lake Elsinore listed with a zip code 92587, which is Canyon Lake
o Eight families noted an incorrect city designation in the address
■ Stated they had the wrong City Listed, although, no proof submitted as of yet.
o Correspondence received to date is attached
• The City is accusing us of deliberately falsifying rosters when, in fact, some of the flagged addresses have
already been confirmed as legitimate by the submitting families.
Those families' responses are inconsistent with Lake Elsinore addresses. The street
addresses are within the City and community of Canyon Lake, supported by the zip code
92587 provided in the emails from City SC.
Explanation for Discrepancies:
The initial rosters submitted were preliminary, not final. They were generated using two registration systems—one
for our recreational program and one brand new system for our competitive program—during a period of significant
staff turnover. Initially, 71 were incorrect which included recreation, this tries to imply the issue was a new program
for competitive, yet the same issue occurred in the initial recreational rosters. Out of more than 1,000 players, a
small degree of human and/or machine error is inevitable and, in this case, appears to have occurred. The vast
majority of discrepancies were corrected in the final roster submission, and some of the remaining 13 addresses
have since been verified as correct, supporting this explanation.
None of the 13 have been verified. All but two that have responded have stated the city was wrong, and no
proof (Documentation) on any requested verifications have been submitted.
To penalize City SC over 13 disputed addresses while we are actively verifying them—and while some have now
been proven correct—is not only premature but also unfair to the residents we serve.
The 13 accounted for 1.2%, additionally this 1.2%, before Unincorporated, dropped City SC from 80% to
79% residency, meaning City SC dropped down to a Tier 2 organization. City SC had previously stated their
organization qualified as Tier 1
In addition to appealing the probation, we challenge the assertion that the allocations provided are equitable or
proportionate to the number of residents served:
Weekend Game Scheduling
o 80% of City SC's weekend allocations are on Sundays, despite the fact that less than 20% of our
program plays on that day.
• Incorrect, City SC has access to 10 fields on Saturday (7 lit and 3 unlit) and 14 fields on
Sunday (10 Lit and 4 Unlit)
• 41.7% of City SC's weekend use is on Saturdays and 58.3% of City SC's weekend use
is on Sundays
Lake SC has been allocated double the Saturday field time,including exclusive 8 a.m.– 8 p.m. access
at multiple locations which will result in inefficient use of fields and fewer opportunities for residents.
• Incorrect

• Lake SC has access to 7 Fields (4 lit and 3 unlit)
• City SC has access to 10 Fields (7 lit and 3 unlit)
• City SC has access to 58.8% of fields on Saturdays, and 63.6% of access to Lit fields
on Saturdays
City SC requested 8am to 5pm, City SC can request an extension to 8pm if needed.
Weeknight Training Allocation
o Weeknight space has been split roughly 50/50 despite City SC representing a larger player base.
• Incorrect. In only comparing City SC use to Lake SC use
• City SC has access to 44 field slots during the week compared to Lake SC's 32
• City SC - 57.9% to Lake SC 42.1 %
• Lit vs unlit
• Lit – City SC has access to 26 field slots during the week compared to Lake SC's

• City SC – 56.5% to Lake SC 43.5%
• Unlit – City SC has access to 18 field slots during the week compared to Lake
SC's 20
• City SC – 60% to Lake SC 40%
Alberhill and Canyon Hills should be either allocated with designated days or designated fields for
each organization, or assigned to City SC after 6:30 p.m. once Lake SC's practices conclude to
ensure fields are fully utilized.
Access to preferred facilities affected by priority designation
Access after 6:30pm is requesting sole use of all fields with lights at night, leaving Lake
SC with no access to any lit fields at night.
2. Discrepancies in Player Numbers
o Based on prior seasons, the maximum recreational player pool in Lake Elsinore should be 1,500
players. City SC submitted 877 recreational players, indicating that Lake SC should have at most
620 recreational players.
• By City SC's own admission this indicates a 58.6% City SC to 41.4% to Lake SC
o Total allocations look to be inconsistent with actual player participation. City SC represents
approximately 70+% of the total player pool and should receive allocations reflecting this proportion.
• As mentioned above, City SC does not have the 70%+ of total players, it would be 58.6% of
recreational players.
We request the following adjustments to ensure a fair and efficient use of City fields:
• Revise weekend allocations to provide City SC proportional Saturday field access aligned with actual player
numbers and scheduling needs.
o This would over allocate to City SC, as it stands, City SC has proportional access to fields
Adjust weeknight allocations at Alberhill and Canyon Hills to dedicate specific fields or days to City SC, or
assign fields to City SC post -6:30 p.m. after Lake SC practices conclude to ensure fields are fully utilized.
o City SC has access to the soccer field at Canyon Hills that expands to the football field on Sundays.
o Access to Alberhill affected by priority designation
o Assigning all fields after 6:30pm to City SC would leave no access to lit fields at night for Lake SC.
Immediately rescind the two-year non-resident probationary designation until verification of the 13 disputed
addresses is complete.
7 players have verified that their addresses had an incorrect city listed that was provided by City SC
via rosters to the city and claimed 80% Tier 1. However, these 13 incorrect address (1.2%) drops City
SC down to Tier 2 (66-79%), before unincorporated, thus affecting claimed Tier 1 priority.
■ Additionally, 71 names on the initial rosters showed incorrect cities, accounting for a 7.6%
discrepancy, dropping City SC out of the Tier 2 organization into Non -Resident.
■ This included 55 on Recreational rosters, which City SC claimed was not a new system.
Please also confirm when the allocations draft will be finalized and when new allocations are effective. We
have competitive teams with training ongoing and hope to avoid inconveniencing our Lake Elsinore based
teams and families with last minute disruptions to training schedules.
• Intent is to finalize allocations by 8/22/2025. We are still working through responses
City SC has a long history of serving the residents of Lake Elsinore, who have overwhelmingly chosen us as their
preferred soccer organization. Penalizing us—and by extension, our players and families—over 13
disputed addresses, some of which have since been verified, is not aligned with the City's responsibility to act in
the best interests of its residents.
• Of the 9 "verified" – 7 have confirmed that the city provided on the rosters by City SC were incorrect. The 2
that have "confirmed" their address, the zip codes listed on the email by City SC are 92587, which is Canyon
Lake.
o No documentation, proof of residency, has been provided to date on any of the 13 requested.
The current draft allocation and probationary designation validate our concerns first raised in March that
misinformation was contributing to unfair treatment of our organization in the allocation process, inconsistent with
the City's stated commitment to fair, impartial field distribution based on residency and maximizing the number of
residents served.
If the current allocations and probationary designation are not immediately amended to reflect a fair and
proportionate distribution consistent with the facts and our actual player base, we will have no choice but to refer
this matter to our legal counsel for immediate review.
We respectfully request a meeting to review these matters in detail before finalizing the allocations and probation
decision.

I hope this email finds you well.
Please see the attached Draft Allocation for Fall 2025. This is not official and should not be shared
publicly. Please take a moment to review City SC's allocated dates and times.
We are confident this allocation represents a fair and equitable distribution of fields based on
allocation requests and residents served. Fields were allocated based on each organization's status.
As we made you aware in our meeting on 8/30/25 and subsequent email sent 8/4/25, there were
discrepancies in City SC's rosters that raised concerns. Those items being:
• 71 incorrect resident address on the original rosters for which no explanation as to how
addresses for non-resident streets were identified as Lake Elsinore residents could be
provided.
Upon the second roster submission, many of those 71 had been corrected however some remained.
• 13 incorrect resident address on the updated rosters in which no explanation as to how
addresses for non-resident streets were identified as Lake Elsinore residents could be
provided.
• Our team requested City SC help clarify this discrepancy by providing proof of residency for
these individuals and, to date, none have been provided.
Based on the above, an apparent falsification of rosters, the Community Services Department has
imposed a two (2) year probation on City SC Southwest. This probation is a designation of City SC
Southwest as a non-resident organization. Accurate rosters and information will be required each
season regardless of the organization's probationary designation.
It should be noted that City SC has still received allocations proportional to the registration number
you submitted as compared to the total registrations submitted by all requesting organizations.
