When we met last week your team confirmed that we were a Tier 2 Priority user based on our rosters submitted on July 16. We have complied with every request throughout this process, and have no issue complying with the request for further examination into these 13 players. We know this request falls within the allocation policy, but the status of 13 players does not impact our percentages for better or for worse. Regardless of the outcome, 13 discrepancies out of 1077 players submitted is a mere 1.2% margin of error. In order to finalize our fall program operations, we urgently need insight into our fall allocations by Monday, August 11. Please confirm: 1. Will we be allocated enough space to house 1000+ players? 2. Will our allocation include access to Alberhill and/or Canyon Hills? Historically by this point each year we have game and practice schedules finalized, referees assigned and major equipment ordered. On the competitive side, we have a deadline of August 18 to submit our game schedules for the SOCAL fall league. Without clarity on our allocations, all of these critical pieces remain on hold, creating unnecessary uncertainty for over a 1000 players and families in the Lake Elsinore community and the officials who support our season. We appreciate the dialogue and opportunity to discuss the allocation process in more detail. We'll have a look at the players listed below and will follow up on their status. Per your instructions, attached please find our field requests for the fall. We've also included a revised copy of the Athletic Field and Park Use agreement designating me as the new point of contact/authorized representative for City SC. As was evident in our discussion last week, we see some discrepancies in Lake SC's eligibility for priority classification. We feel the basis for that decision is one-sided based on information provided solely by Lake SC, but we recognize the City's intention to serve residents by classifying City SC and Lake SC the same. With that rationale, we expect both groups to be treated the same and trust that as a neutral party, the City will allocate fields impartially, based on numbers, and in a manner that sets both programs up equally for success, including fairly allocating access to Canyon Hills Sports Park and Alberhill Ranch Sports Park. The greatest source of misinformation since March has been that Lake SC has been granted exclusive access to Alberhill and Canyon Hills. We appreciate your continued assurances last week that no fields have been allocated to any user groups yet, and understand that the timeline for viewing a draft of the allocations is within the next week or two. Can you confirm that your formula for finalizing allocations factors in reasonable access to priority venues such as Canyon Hills and Alberhill? And can we expect to have access to these venues this fall? We understand that your obligation is to the residents of Lake Elsinore. City SC has made every effort to avoid placing the City in the middle of two organization's disagreements, but we are prepared to present facts should any misinformation interfere with our players and families being treated fairly and impartially. Our spring rosters qualified us as a priority user group, and our final fall rosters meet the requirements to continue as a priority user group. We understand if you are still in the process of evaluating rosters from all user groups, but if our numbers meet the requirements, why would we be classified otherwise? When we initially reached out in March with concerns regarding rumors that field allocations had been guaranteed to a spinoff organization, we were assured that was not the case, that all user groups would be held accountable to the same set of standards outlined in the field allocation policy, and that ultimately allocations would come down to numbers and serving the residents of Lake Elsinore. Every step of the way you have assured us that your commitment is to allocating fields fairly and proportionally based on numbers. We are now hearing rumors again that other user groups have already been allocated fields for the fall. If this is factual that would confirm that we have not been evaluated and classified using the same guidelines as other user groups, despite the fact that we have been a priority user group in good standing since 2021 that has 1077 players signed up to play soccer in Lake Elsinore this season, 81% of which are recreational users, and 80% of which are Lake Elsinore residents. We hope that this is just hearsay, but it's concerning to hear with practices scheduled to start for the fall rec season in just five weeks time. We trust that your commitment is to the residents of Lake Elsinore, and we look forward to serving the soccer families in the community again this season, but we have questions and concerns about the allocation process and timeline that would be most effectively discussed in person or over the phone. We also need to finalize practice schedules for our Lake Elsinore resident volunteer coaches. Based on the updated rosters we provided last week— which meet the allocation requirements—can you please confirm by tomorrow (Wednesday, July 23) that we will continue as a Primary Tier 1 User Group for field allocations? Additionally, can you please let us know whether we should expect similar field allocations as we've had in prior years. We understand that our designation for each allocation period is based on meeting the roster requirements outlined in the field allocations policy. It is also our understanding that we should currently be a priority user group based on numbers submitted for the last and immediately preceding Spring 2025 allocation period with final rosters for the upcoming summer/fall allocation period still outstanding for all priority user groups per your email. As stated when we submitted our initial rosters, our rosters as of June 1 are not finished products. Registration for our fall rec league closed July 6. We still have registrations trickling in. Our deadline to submit team placements to the SOCAL league for competitive was not until June 21. Competitive rosters are typically in flux up until the league roster freeze on July 1. Per the field allocations manual, our current numbers detailed in the attached rosters maintain our previous designation as a Tier 1 Primary User: 1077 Total Players 877 Recreational Players 200 Competitive Players 866 Lake Elsinore Residents 81% Rec Players 19% Competitive Players 80% Residency Rate Recreational rosters have been updated to include all registrations received since June 1, players who have been moved to our Menifee based division to fill rosters there and players who have made the jump to the competitive program since initially registering for rec. Competitive rosters have also been updated to reflect current numbers. Note we have dropped one team originally slated to be based out of Lake Elsinore that will now be based out of Menifee due to roster composition and assigned coach. We have also formed one less team than originally projected with players dispersed to teams in other regions. With trials for our Elite platform teams ongoing through the completion of their season in June, several players originally rostered in Lake Elsinore have since been moved to higher level teams training out of Murrieta. City SC has been a priority user group in good standing for every allocation period since we first started operating programs in Lake Elsinore in 2021. We have been proud to offer a program that serves the residents of Lake Elsinore and enriches the community. As you have made clear, the City's priority is to do the same - to maximize the residents you can help and to allocate fields fairly and proportionally based on numbers. We appreciate the opportunity to submit the attached final rosters and expect to be designated based on the same criteria that has been applied previously and that is being applied to all other user groups. We have more than 1000 players from Lake Elsinore and closely neighboring communities who are looking forward to the upcoming season. As stated in our email accompanying our initial rosters, the rosters submitted for City SC on June 1 were reflective of initial registrations through May 31, with competitive rosters for the new season still being finalized and rec registration set to close July 6. With rec registration closed less than 48 hours ago, we are now working through all additional registrations and our waitlist. There have also been adjustments to our competitive rosters since May 31, which we would be happy to send over too. Our final rosters will qualify us as a Primary user as we always have been. How soon do you need updated rosters to confirm our standing as a priority organization so that we do not miss out on priority allocations? As a result, City SC does not have priority for the current allocation period. Allocations are based on an organization's defined status and in accordance with the priorities list in Section V of the Field Allocation Policy. Priority organizations have until August 1st to submit final registration numbers and will be allocated according to need. After the priority organizations have been allocated, remaining field availability will be reviewed and, if available, allocated to requesting organizations in accordance with our Field Allocation Policy.
