Name of Event: ABC Tree Farms Pumpkin Patch and Christmas Tree Sales Lot Or anizer s : ABC Tree Farms Contact: Setup Dates : Pumpkin Patch on 9/01/20; Christmas Tree Lot on 11/14/20 Event Dates : Pumpkin Patch 10/01/20-10/31/20, Christmas Tree Lot 11/20/20-12/24/20 Event Time: Sunday-Thursday from 10:00 AM — 9:00 PM Friday-Saturday from 10:00 AM-9:30 PM Event Description: Retail sales and outdoor storage of pumpkins, Christmas trees and other similar items. The event will include the use of large canopies and tents, an onsite office/security trailer as well as inflatable amusements and carnival rides. The event is to take place upon a vacant City owned property (Dexter Properties). 1. Location of Event Site: a. 18614 Dexter Road, Lake Elsinore, CA. 92530. 2. General Conditions: a. The approval of this Temporary Use Permit is tentative based upon authorization of the Riverside County Health Officer(RCHO). If the RCHO deems special events and/or public assemblies are not authorized beginning 10/1/2020 then the event shall be cancelled. If the RCHO does authorize such events the applicant and property owner shall ensure compliance with COVID-19 safety orders including hand sanitation, face masks, social distancing and any other order(s) the RCHO may set forth at that time b. Event must follow all Riverside County Public Health Department, and State Governors recommendations and requirements in response to the COVID-19 pandemic. c. Event shall be contained within the specified area per event site plan. d. Applicant shall obtain all related Sellers permits, Health permits and ABC licensing per food vending and alcohol sales at the event, if applicable. e. Obtain a fire extinguisher with a 2A-10BC rating and keep on site for the duration of the event. 3. Building & Safety: a. The layout and Operation of the special event shall comply with all Building and Safety Division requirements. Event Sponsor/organizer shall coordinate with the Building and Safety Division to obtain all necessary Building Permits and Inspections prior to commencement of the event. TUP 2020-00009 ABC Tree Farms Temporary Use Permit 1. Provide ADA Accessible parking as close as practicable to the entrance area. 2. Provide ADA Restrooms as near as practicable to the entrance area. 3. Have Personnel ready to assist handicap patrons as needed. 4. ADA Path of Travel throughout and have sales counter ar_cessihIp 5. Inspections required on all generators, Electrical Boxes and Rides 4. Fire: The Fire Department has approved your application with the following conditions. The following conditions are referenced from the California Fire Code, and local ordinances. General Requirements a. Inspection fee: a $174.57 fire inspection fee is required to be paid for each permit— pumpkin patch and Christmas Tree lot— prior to issuing your special event permit. Total Fire Department inspection fees are $349.14 for the two permits. Please reference permits FIRE-2020-00365 and FIRE-2020-00366 to pay your fees. b. Maintain required fire apparatus access at all times. c. Portable fire extinguishers: fire extinguishers with a minimum rating of 2:A- 10:B-C shall be located throughout the event. Maximum travel distance from any point within the event to a portable fire extinguisher shall not exceed 75 feet. d. Generators — portable fire extinguishers: each generator or generator area shall be provided with at least one fire extinguisher with a rating of not less than 2:A- 10:B-C. e. Temporary power cords shall not be affixed to structures, extended through walls, or subject to environmental or physical damage. Cords must be secured to prevent a tripping hazard. Large diameter cords must be provided with cord bridges or ramps to facilitate the crossing of wheel chairs, strollers, and similar wheeled equipment. f. The following shall pertain to the use of tents: a. Locations: tents shall not be located within 20 feet of lot lines, buildings, other tents, parked vehicles, or internal combustion engines. For the purpose of determining required distances, support ropes and guywires shall be considered as part of the tent. TUP 2020-00009 ABC Tree Farms Temporary Use Permit b. Labels: tents shall have a permanently affixed label bearing the State Fire Marshal's seal and identification of size and fabric or material type. c. Means and maintenance of egress: exits shall be spaced at approximately equal intervals around the perimeter and shall be located such that all points are 100 feet or less from an exit. There shall be at least one exit and not less than the required number of exits. Exit openings from tents shall remain open unless covered by a flame-resistant curtain that is free sliding on a metal support located a minimum of 8 feet above the floor and arranged such that no part of the curtain obstructs the exit. Exit curtains shall be of a color that contrasts with the color of the tent. Exit doors shall swing in the direction of exit travel. Exit width and access shall be maintained to a public way. d. Exit obstructions: exits, aisles, and passageways shall not be blocked or have their minimum clear width obstructed in any manner. e. Exit signs & emergency illumination: exits shall be clearly marked. Exit signs shall be installed at required exit doorways and where otherwise necessary to clearly indicate the direction of egress. Means of egress illumination shall be provided. Power for these devices shall be provided from two separate circuits. f. Smoking: smoking is prohibited in tents or in adjacent areas where hay, straw, sawdust, or other combustible materials are stored or used. NO SMOKING signs shall be conspicuously posted. g. Open flames: open flames shall not be permitted inside or located within 20 feet of tents while open to the public unless approved by the fire code official. h. Heating and cooking equipment: cooking and heating equipment shall be vented to the outside air by approved means. Vents and flues shall be a minimum of 12 inches from sides and tops of tents. Cooking and heating equipment shall not be located within 10 feet of an exit or combustible material. i. LP Gas: LP-gas containers shall be located outside tents. LP-gas containers shall be located a minimum of 10 feet from tents for containers 500 gallons or less and 25 feet from tents for containers more than 500 gallons. Containers shall be protected to prevent tampering, damage, or tipping over. j. Flammable & combustible liquids: flammable-liquid-fueled equipment shall not be used in tents. Flammable and combustible liquids shall be stored outside in an approved manner not less than 50 feet from a tent. k. Separation of generators: generators and other internal combustion power sources shall be separated from tents by a minimum of 20 feet and be isolated from contact with the public by fencing, enclosure or other approved means. TUP 2020-00009 ABC Tree Farms Temporary Use Permit I. Refueling of generators—flammable & combustible liquids: refueling shall be performed in an approved location not less than 20 feet from tents. m. Fuel storage: fuel for vehicles or equipment shall be stored in approved containers in an approved location outside of tents in accordance with the California Fire Code. g. Combustible vegetation and combustible waste: combustible vegetation and combustible waste shall be removed 30 feet from tents. The area inside tents shall be kept free of combustible waste and other combustible materials that could create a fire hazard. Inspection Requirements The Fire Department must conduct an inspection to verify compliance with the above requirements before the event. Engineering: Documentation required in satisfaction of the following comments shall be provided to Engineering Division Staff a minimum of 24 hours prior to start of the event. GENERAL a. Access to property shall be restricted to the shared driveway located at the north end of the Burger King parking lot. b. Waste: • In accordance with the City's Franchise Agreement for waste disposal & recycling, CR&R shall be used for removal and disposal of all event waste material and recycling. • Containers shall be placed throughout the event site for disposal of trash and recyclables. c. Secondary Containment: • All liquid fuel generators shall have secondary containment and a spill kit. • All portable toilet facilities shall have secondary containment. d. Cleanup shall be accomplished using dry cleanup methods or as little water as possible (ex. mop & bucket). No hosing of site is permitted. e. Traffic: Encroachment Permit ($220) is required for any event related activities, including signage, in the public right of way. TUP 2020-00009 ABC Tree Farms Temporary Use Permit • A signage plan identifying the proposed location of signs, size and verbiage shall be submitted to Engineering Div. for approval along with the Encroachment Permit Application at least 7 days prior to the event. • A Traffic Control plan is not required for this event and placement of traffic control materials/personnel in the public right of way is not permitted. f. COVID-19 Compliance: Event is to follow all current COVID-19 safety protocols as set forth by the Governor of California. This includes but is not limited to: All walkways and ques must allow for social distancing of at least 6 feet between pedestrians. • All pedestrians are required to wear face masks at all times while using walkways. • Parking spots must be marked off to allow for minimum of 6 feet clearance between all vehicles at the event.
