California 92399 Phone/Fax: (714) 7958294 Bulk Sample Analysis Report Completed On July 17, 1992 PLM0715#3120 Client: City of Lake Elsinore Project:Elsinore Naval & Military School 15900 Grand Ave. (units 601A,601B,603) Lake Elsinore, Ca. .. On July 15, 1992 an asbestos inspection was conducted at the above address. Samples were taken of all suspect asbestos containing building materials at the request of the client named above. The removed samples were examined using a Nikon Labophot-2 polarized light microscope and a Swift stereo microscope to estimate the percentage of asbestos by volume and determine the type present. Scott Morrison & Associates determines percentages and type of asbestos by using NIOSH approved method 7403, the principles of polarized light microscopy and d.; spersion staining. Asbestos is quantified by using the visual arena estimation technique and can only determine the approximate percentage (,f asbestos present. After a thorough search is conducted and no asbestos is detected none detected will be noted in the report. The essence of polarized light microscopy is not to emphatically determine that no asbestos is present, merely that none was detected or, ii it was, it was likely to be less than 1% of the sample. Whin findings reveal less than 1% present contained, further analysis may be called for on additional samples to confirm or denounce the initial findings. The South Coast Air Quality Management District (SCAQMD) recommends three or more samples from a homogeneous area be analyzed before any building material. is determined to be non-hazardous. The samples listed and described below were taken from reasonably accessible areas of the building. Any materials located in areas of the building that are inaccessible were not tested. Such areas include, but are not limited to, narrow crawl. spaces and unstabie,/danjerous roof or floor areas. Arend 601 South Main Street Corona, CA 91720 Dear Mr. Arend: Re: 15900 Grand Avenue Units According to our records, units 601A, 601B and 603 at the Military Academy are slated for Asbestos Inspection at this time. Before any demolition can occur, any asbestos material must be identified and removed from the structures. It has come to the City's attention that some tenants from the duplexes may have been moved into the main building. It was the City's understanding that only Mrs. Conklin and her caretakers occupied any dwelling units in that building. Since the main building has not been approved for rental space to new tenants, it could be subject to Structure Abatement as well. Please contact this office if you should have any questions.
