The District also does not plan check city land use cases, or provide State Division of Real Estate letters or other flood hazard reports for such cases. District comments/recommendations for such cases are normally limited to items of specific interest to the District including District Master Drainage Plan facilities, other regional flood control and drainage facilities which could be considered a logical component or extension of a master plan system, and District Area Drainage Plan fees (development mitigation fees). In addition, information of a general nature is provided. GENERAL INFORMATION This project may require a National Pollutant Discharge Elimination System (NPDES) permit from the State Water Resources Control Board. Clearance for grading, recordation, or other final approval should not be given until the City has determined that the project has been granted a permit or is shown to be exempt. If this project involves a Federal Emergency Management Agency (FEMA) mapped flood plain, then the City should require the applicant to provide all studies, calculations, plans and offher information required to meet FEMA requirements, and should further require that the applicant obtain a Conditional Letter of Map Revision CLOMR) prior to grading, recordation or other final approval of the project, and a Letter of Map Revision (LOMR) prior to occupancy. If a natural watercourse or mapped flood plain is impacted by this project, the City should require the applicant to obtain a Section 1601/1603 Agreement from the California Department of Fish and Game and a Clean Water Act Section 404 Permit from the U.S. Army Corps of Engineers, or written correspondence from these agencies indicating the project is exempt from these requirements. A Clean Water Act Section 401 Water Qualit�yy Certification may be required from the local California Regional Water Quality Control Board prior to issuance of tfie Corps 404 permit. WAH TAING PROJECT NO. 06-050.P1 DATE: APRIL 20, 2006 Lakeshore Engineering LAKESHORE Engineering April 20, 2006 Consulting Civil Engineers Project No. 06-050.PI Client: Mr. Wa'h Taing ( Subject: Preliminary Soil and Foundation Investigation Report Proposed Two Single Family Home Construction Lots 3 & 5 of Blk. 6, Bk. 6/302 Poe Street, Lake Elsinore, CA. INTRODUCTION This report presents our findings and conclusions of a preliminary soil and foundation investigation for the proposed construction of two adjacent one-story single family homes to be located on the above subject lots. The purpose of this site investigation was to: 1) determine/evaluate the subsurface foundation soil condition; 2) provide recommendations for earthwork and/or building pad preparation and 3) provide our findings, conclusions and recommendations for foundation design and construction. Our site investigation included the following scope of work: 1 . Conduct two exploratory backhoe trenches within the proposed two building pad areas to determine subsurface site conditions and to recover soil samples for laboratory testing (presented under Appendix A). 2. Laboratory testing of representative soil sample recovered from site for determining of soil properties (presented under Appendix B). 3. Engineering analyses for foundation,design and pertinent earthwork preparation and the preparation of this soil investigation report. BACKGROUND INFORMATION AND PROPOSED DEVELOPMENT The subject two properties are close to the down town center, of typical 9,000 square feet single family home size adjoining lots, rectangular in shape, on relatively level ground. It is situated on the westerly side of Poe Street, homes on both sides and vacant lots to the rear. It is less than a mile distance from city hall. Review of house and precise grading plans, indicate that a one-story single family home, about 1500 square feet of covered space is planned for construction on level house pads, approximately centered on each lot. House garage will front Poe Street, existing paved road with rolled berm. To create level building pads, side property line retaining g walls in the order of 3 feet high or less are proposed. Planned building type will be of conventional wood framed and stucco walls, supporting the roofs. Proposed foundation will be a combination of conventional spread footings with concrete slab-on-grade garage floors with associated flatwork. 31 520-A Railroad Canyon Road • Canyon Lake, CA 92587 * (951 ) 244-2913 • FAX (951 ) 244-2987 April 20,2006 Project No. 06-050.PI Page Two SITE DESCRIPTION The subject properties are located on the easterly side of Lake Elsinore, within a block of the lake shoreline and boat lunching dock. The two lots are adjoining each other, with the ground surface having a slight down slope of about 5-7 percent from north to south direction (side to side). Each lot is rectangular shape, measuring 60 feet wide by 150 feet in depth. The property is bordered by older small one story single family homes on both sides and vacant property to the rear. It front Poe Street, a one way road to the east. The neighborhood is within walking distance from the down town center. The neighborhood appears to be older, with a mix of single and multi-family homes. Ground surface and contours appears smooth and uniform across the lot with maximum relief from side to side (two lots combine) of about 6 feet. No signs of soil erosion qr distress were noted on the lots surface. The lot inspected during our field exploration was free of surface trash and/or debris except for fresh stockpile mounds of fill dirt, intended for onsite pads construction. Drainage proposed, will be via sheet flow and flowlines swales from back to front, exiting onto the front street. There were no signs of surface spring water/seepage or ponding water situation noted. SUBSURFACE CONDITION Two exploratory backhoe trenches were conducted on the lot within the proposed building sites to determine subsurface soil conditions. Our trench logs, detailing subsurface soil encountered in our exploratory trenches, are presented under Appendix "A". Based on our site exploration conducted in the area of house construction, the site is covered by a layer of topsoil or artificially fill, about 4-5 feet thick underlain by alluvium of early Pleistocene age. The topsoil cover is classified as a Silty SAND/Sandy SILT (SM/ML), grayish light brown, loose, mixed with scattered miscellaneous debris. The topsoil is well developed with root balls and hairs. The underlying alluvium consist predominantly of Silty SAND (SM), medium dense and slightly moist. Clay is present in trace form only (not in significant amount). Competent bearing alluvium soil starts at about 4 % to 5 Y2 feet below existing ground surface. In general, the upper soils are considered to be granular in nature and deemed LOW in expansion potential (E.I. less than 20). No water seepage or wet soils were observed in the exploratory trenches conducted. Ground water was not encountered to a depth of 12 feet. SEISMICITY The relatively closeness of the Elsinore Fault/Glen Ivy North Zone makes it the design system for this area. For ordinary planning and design purposes, the system has recently been assigned a rating of M 6.5 for credible earthquake occurrence. The County of Riverside, Comprehensive General Plan places the area in Zone 2 of the ground shaking classification. The traditional Greensfelder treatment suggest maximum rock accelerations of between 0.4g to 0.5g and maximum repeatable acceleration of around 0.3g to 0.35g. The repeatable acceleration are reduced accordingly to about 0.25g. Modified Mercalli intensities for the area are indicated generally at 5.5 to 6.0. This scale suggest only slight to moderate damage- ground shaking felt by all, some heavy furniture moved, with fallen plaster and light to possibly moderate building structural damaged. Lakeshore Engineering April 20,2006 Project No. 06-050.PI Page Three ACTIVE FAULT AND NEAR SOURCE ZONES Based on Maps of Know Active Fault Near-Source Zones, published/prepared by California Department of Conservation Division of Mines ands Geology, in conjunction with the Uniform Building 1997 Edition, the study site falls in an area of known high regional seismicity (UBC Map Figure 1.6-2), however, it is not considered in the special study fault zone. As such, the pertinent values based"on known or assumed parameters as outlined in the tables under section 16, Volume 11 of the 1997 UBC, are presented below: These values are considered applicable to the study site and should be applied in conjunction with UBC design formulas during the preparation of building design. Based on our site observations and exploratory efforts, the lot is underlain by alluvium mix of silt and sand, dense soil, with estimated ground water at +25 feet below surface. The proposed building pad elevations of + 1266.0 MSL is well above the adjacent lake established flood hazard elevation. As such, the probability for the occurrence of secondary hazards such as liquefaction, rockfall and/or flooding are considered to be very low and should not be a design consideration factor for this site. CONCLUSION AND RECOMMENDATIONS From a soil and foundation engineering standpoint, the site will be suitable for the proposed single family homes construction, provided all conclusions and recommendations presented hereon in this report are incorporated into the building pad construction, foundation design, project plans and job specifications. GRADING AND EARTHWORK PREPARATION Based upon our review of precise grading and house plans prepared for subject property and our understanding of proposed construction, rough grading/site earthwork operation should accomplish the following: 1) provide level building pad sites for the two house construction; 2) site ready for installation of foundation/footing and utility systems and; 3) and to provide adequate surface gradients for control of water runoff away from structures. Lakeshore Engineering April 20,2006 Project No.06-050.PI Page Four Based on our site exploration conducted, the site is covered by 3-5 feet layer of loose topsoil or artificial fill, underlain by medium dense to dense alluvium soils. The topsoil is classified as a Silty SAND(SM) and to a lesser amount Sandy SILT (ML), grayish brown, loose, mixed with scattered gravel/cobbles and debris. The topsoil is also well developed with root balls and root hairs system. Clay is present in trace form only. After the areas to be graded have been stripped and cleared of surface vegetation and root systems, the on-site soil removed of organics and/or debris will be considered satisfactory for reuse in construction of building pads. Proposed excavation and/or removal of the upper 5 feet of topsoil/artificial fill is expected to expose competent ground bottom deemed suitable for support of new compacted fill dirt. For exterior concrete flatwork construction, only the upper 18 inches of topsoil is recommended for rework or removal prior to preparing finished subgrade. Rework of topsoil may be achieved by first removing the upper 12 inches of topsoil and scarifying the next 6 inches in place. All exposed bottom of loose soil removal should first be moisture conditioned to near optimum conditions and recompacted with the aid of heavy equipment (such as a dozer). The compacted soils should be near optimum moisture condition and densified to at least 90 percent of its relatively density, as determined by ASTM D1557-78 compaction method. Any surface and/or subsurface obstructions encountered during grading operation, such as debris, rocks, boulders, utility/irrigation lines, should first be removed from areas to receive new fills. No underground obstruction facilities should remain in any structural areas which receive compacted fills, building foundations, concrete slabs and/or pavement. Boulders encountered during grading that are 6 inches in diameter or larger should not be used in any structural fills. Depression and/or trees rootballs cavities (including any exploratory trenches conducted) created as a result of the grading obstruction removal, should be properly backfilled with suitable fill materials and compacted under engineering observations and testing. All fills should be densified in conformance with the appropriate grading code but shall no be less than 90 percent relative compaction by using mechanical means only. EXCAVATING AND RIPPABILITY Based on our experience working in the area, rework (removal and recompaction) of on-site soils should be achievable with standard earthmoving equipment such as a CAT D-4 dozer or bigger. Based on our past work experience in the area, foundation and/or excavation for spread footing trenches and utilities can be achieved and/or dug with a standard full size backhoe. The walls of temporary construction excavations should stand nearly vertical provided the total depth/height does not exceed 5 feet and surficial stability is field verified. Shoring of excavation walls or flattening may be required if greater excavation depths are necessary. For deeper cuts, slopes should not be made steeper than 1:1 (H:V). Expansive Soil Potential and Sulphate Content Determination should be updated at the completion of building pads construction. Presaturation of subgrade soils prior to concrete slab pour is not required, however it is suggested to help aid in the concrete slab cure. The upper slab bearing soils should first be moisture conditioned to 120+ percent optimum moisture content with 10 inches minimum penetration soil penetration. Concrete floor slabs may be supported directly on properly prepared subgrade. If proposed floor covering to.be intalled that may be critically affected by moisture, such as vinyl or tile, the concrete slabs should be protected by a plastic vapor barrier of six-mil thickness. The sheet should be covered by at least two inches of sand cushion to prevent punctures and aid in the concrete curing process. Expansion joints for slabs should be provided and not to exceed 14 feet apart in both directions. The concrete floor slabs should be reinforced with at least 6"x6"/# 10410 welded wire mesh or equivalent of no. 3 rebars placed at 18 inches on center, installed at sidelight. Concrete floor slabs should be at least 4 inches thick nominal. RETAINING WALLS Based on our knowledge of proposed site development, retaining walls in the order of 3 feet (along side property lot lines). All retaining wall foundation excavations and backfills should be inspected by the consulting geologist and/or engineer to assess whether the foundation and backcut soils are geological favorable. In the event of adverse soil condition are encountered, appropriate design/construction recommendations can be presented. RETAINING WALL DESIGN RECOMMENDATION 1 . Where free standing structure is proposed, a minimum equivalent fluid pressure for lateral soil loads of 35 pound per cubic foot may be used for design, using onsite granular soil backfill condition. For ascending (2:1/H:V) slope backfill support, the design parameter should be increase to 55 P.C.F. 2. If the wall is restrained against free movement (= 1% of wall height) then the wall should be designed for lateral soil loads approaching the at rest condition. Thus, for restrained conditions, the above value should be increased by 20 pounds per cubic foot. In addition, all retaining walls should include the appropriate allowance for any anticipated surcharge loads. 3. An allowable soil bearing pressure of 1250 pounds per square foot may be used in the design for footings imbedded a minimum 12 inches below the lowest adjacent grade. 4. A friction coefficient of 0.30 between concrete and natural or compacted soils and a passive bearing of 200 lbs. Per square foot per foot of depth may be employed to resist lateral loads. A uniform distributed horizontal load equal to one-half the vertical surcharge load should be applied to a wall whenever a surcharge is within a horizontal distance of one-wall height. 6. All design pressures assume that sufficient drainage will be provided behind the walls to prevent the build-up of hydrostatic pressures from surface water infiltration. Adequate drainage may be provided by means of a system of subdrain and/or weepholes with filter material installed behind walls. The filter material should extend a minimum of 24 inches horizontally from the back of wall. 7. Care should be taken when compacting the walls, such that excessive lateral loads are not produced by compacting equipment. FOOTING TRENCH EXCAVATION AND INSPECTION All footing trench excavations should be inspected at time of trench excavation by consultant to verify that the bottom of trenches are into competent soils deemed suitable for support of construction. Inspection should be conducted prior to construction of wooden formwork and placement of steel reinforcing rebars in footing trenches. SITE DRAINAGE Positive drainage should be provided around the perimeter of the entire structure to minimize water infiltratoing into the underlying soils. Finished grades adjacent to exterior footings should be slope down and away at a minimum of 4 per for at least 3 horizontal feet and continue at 2 percent to swale flowlines to facilitate surface drainage. All drainage should be directly off-site via non-erosive devices such as ditches and/or manufactured swales. The homeowner should be made aware of the potential problems which may develop when drainage is altered through the construction of garden walls, patios, pools and gazebos. Ponding water situations, leaking irrigation systems, over watering or other conditions which could lead to ground saturation must be avoided. PROPOSED FILL AND CUT SLOPES Onsite ground is relatively level, and no manufactured slopes are proposed at this time. GENERAL CONDITIONS 1. Construction generated dust and erosion shall be mitigated in accordance with the provisions of Municipal Code, Chapter 15.72 and using accepted control techniques. Interim erosion control measures shall be provided thirty (30) days after the site's rough grading, as approved by the City Engineer. 16.The applicant shall meet all applicable County Fire Department requirements for fire protection. 17.The applicant shall meet all applicable Building and Safety Division requirements. 18.Any exterior air conditioning or other mechanical equipment shall be ground mounted and screened so that they are not visible from neighboring property or public streets. Air conditioning units and related equipment may not encroach more than two-feet (2') into the required minimum side yard setback. 19.Garages shall be constructed to provide a minimum interior clear space of twenty feet (20') x twenty feet (20') for two cars. 20.The Applicant shall plant twenty-four inch (24") box street trees, selected from the City Street Tree List, a maximum of thirty feet (30') on center along all street frontages. Planting is subject to the approval of the Community Development Director or designee prior to issuance of a Certificate of Occupancy. 21.The Applicant shall provide shrubs and plant materials as shown on the landscape plan. All accent shrubs shall be a minimum five-gallon (5) in size. Any changes to this plan shall be subject to the approval of the Community Development Director or designee. The landscape plan improvements and plantings shall be fully installed prior to issuance of a Certificate of Occupancy. 22.Planting within fifteen feet (15') of ingress/egress points shall be no higher than 36 inches. 23.The Applicant shall provide an irrigation system for landscaped areas onsite as shown on the landscape plans. The rain censor shall be installed prior to the issuance of a Certificate of Occupancy. 25.All exposed slopes in excess of three feet (Y) in height shall have permanent irrigation system and erosion control vegetation installed, as approved by the City's Landscape Architect. A Planting and Irrigation Plan shall be submitted, approved and planted prior to the issuance of a Certificate of Occupancy. Fees are required for review of plans and inspections. 26.Driveways shall be constructed of concrete per Building and Safety Division standards. 27.All walls or fences located in any front yard shall not exceed thirty-six inches (36") in height with the exception that wrought-iron fences may be five feet (5') in height. Chain link fences shall be prohibited. 28.The applicant shall construct the City's Standard six foot (6') wood fence along the sides and rear property lines of each lot. The return walls in view of the public right of way and along the front of the residence will be architecturally enhanced, matching the architecture style of the residence. 29.The Applicant shall be required to remove and replace any existing chain link fencing and any fencing that is in poor condition. It will be the responsibility of the Applicant to contact the effected neighboring property owners. If the existing fencing is in good condition, this requirement may be waived per the approval of the Community Development Director or Designee. 30.The building address shall be a minimum of four inches (4") high and shall be easily visible from the public right-of-way. Care shall be taken to select colors and materials that contrast with building walls or trim. 31.The Applicant shall provide a flat concrete pad a minimum of 3'- 0" by T- 0" adjacent to each dwelling unit. For purposes of this condition, "assessable space" means all of the square footage within the perimeter of a residential structure, not including any carport, walkway, garage, overhang, patio, enclosed patio, detached accessory structure, or similar area. The amount of the square footage within the perimeter of a residential structure shall be calculated by the building department of the City in accordance with the standard practice of the City in calculating structural perimeters. 40.The applicant shall place a weatherproof 3' x 3' sign at the entrance to the project site identifying the approved days and hours of construction activity and a statement that complaints regarding the operation can be lodged with the City of Lake Elsinore Code Enforcement Division (951) 674-3124. OF CITY OF LAKE ELSINORE CONDITIONS OF APPROVAL ENGINEERING DIVISION 40.All Public Works requirements shall be complied with as a condition of development as specified in the Lake Elsinore Municipal Code (LEMC) prior to building permit. 41.Submit a "Will Serve" letter to the City Engineering Division from the applicable water agency stating that water and sewer arrangements have been made for this project and specify the technical data for the water service at the location, such as water pressure and volume etc. Submit this letter prior to applying for a building permit. 42.Arrangements for relocation of utility company facilities (power poles, vaults, etc.) out of the roadway or alley shall be the responsibility of the property owner or his agent. 43.Provide fire protection access and facilities as required in writing by Riverside County Fire. 44.In accordance with the City's Franchise Agreement for waste disposal & recycling, the applicant shall be required to contract with CR&R Inc. for removal and disposal of all waste material, debris, vegetation and other rubbish generated during cleaning, demolition, clear and grubbing or all other phases of construction. 45.All grading and street improvement plans submitted to engineering shall be drawn on 24" x 36" Mylar and be set into City's specific border and title block and include city specific general notes for grading or street improvements respectively. STREET IMPROVEMENTS 46.Construct all public works improvements from property line to one foot beyond centerline of Poe Street (the pavement section shall be designed based on soils investigation report but minimum of 3" Asphalt Concrete over 5" Aggregate Base) per approved street plans (LEMC Title 12). OF CITY OF LAKE ELSINORE CONDITIONS OF APPROVAL 47.A Calif Registered Civil Engineer shall prepare street and alley improvement plans and specifications. Improvements shall be designed and constructed to Riverside County Road Department Standards, latest edition, and City Codes (LEMC 12.04 and 16.34). Street improvement plans shall show existing and future profiles at centerline of street, at top of curb and at centerline of the alley. The profiles and contours shall extend to 50' beyond the property limits on Poe Street centerline. 48.If the existing street improvements are to be modified, the existing street plans on file shall be modified accordingly and approved by the City Engineer prior to issuance of building permit. An encroachment permit will be required to do the work. 49.Work done under an encroachment permit for off-site improvements of utility lines shall be delineated on the street improvement plans and approved and signed by the City Engineer prior to issuance of building permits. 50.Pay all fees and meet requirements of an encroachment permit issued by the Engineering Division for construction of off-site public works improvements (LEMC 12.08, Res.83-78). All fees and requirements for an encroachment permit shall be fulfilled before Certificate of Occupancy. GRADING 51.Developer shall obtain all necessary off-site easements for off-site grading from the adjacent property owners prior to issuance of grading permit approval. 52.Apply and obtain a grading permit with appropriate security prior to any grading activity. 53.A grading plan stamped/signed by a California Registered Civil Engineer is required if the sum of the cut and fill in grading exceeds 50 cubic yards and the existing drainage flow pattern is substantially modified as determined by the City Engineer. The grading plan shall show volumes of cut and fill, adequate contours and/or spot elevations of the existing ground as surveyed by a licensed surveyor or civil engineer. Contours shall extend to minimum of 15 feet beyond property lines to indicate existing drainage pattern. Apply and obtain a grading permit with appropriate security prior to grading permit issuance. OF CITY OF LAKE ELSINORE CONDITIONS OF APPROVAL 54.This property is within the Lake Elsinore specific boundary and therefore no import of soil is allowed at elevations under 1264.00 55.The minimum floor elevation of the residences shall be 1267.00 56.Provide soils, geology and seismic report, as part of this report address the requirement of the Alquist-Priolo Earthquake Fault Zoning Act. Provide final soils report showing compliance with recommendations. 57.Applicant to provide erosion control measures as part of their grading plan. The applicant shall contribute to protection of storm water quality and meet the goals of the BMP in Supplement "A" in the Riverside County NPDES Drainage Area Management Plan. 58.All grading shall be done under the supervision of a geotechnical engineer and he shall certify all slopes steeper than 2 to 1 for stability and proper erosion control. DRAINAGE: 59.0n-site drainage shall be conveyed to a public facility, accepted by adjacent property owners by a notarized letter of drainage acceptance, or conveyed to a drainage easement. 60.All natural drainage traversing the site shall be conveyed through the site, or shall be collected and conveyed by a method approved by the City Engineer. 61.Roof drains shall not be allowed to outlet directly through coring in the street curb. Roofs shall drain to a landscaped area. Driveways shall be sloped to drain into landscaping prior to entering street facilities FEES: 62.Pay all Capital Improvement and Plan Check fees (LEMC 16.34). The current traffic mitigation fee is $1,369.00; and the current TUMF amount is $9,693.00; the amount of fees shall be adjusted according to the fee schedule current at the time of payment. In accordance with state and federal law, these local storm water ordinances prohibit the discharge of waste into storm drain system or local surface waters. This includes non-storm water discharges containing oil, grease, detergents, trash, or other waste remains. Brochures of"Storm water Pollution, What You Should Know" describing preventing measures are available at City Hall. PLEASE NOTE: The discharge of pollutants into street, gutters, storm drain system, or waterways -without Regional Water Quality Control Board permit or waver— is strictly prohibited by local ordinances and state and federal law. OF RESOLUTION NO. 2007-68 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING A MINOR DESIGN REVIEW FOR TWO (2) SINGLE-FAMILY DWELLING UNITS WHEREAS, Mr. Wah Taing has filed an application with the City of Lake Elsinore requesting approval of a Minor Design Review for two (2) conventionally built two-story single-family dwelling units with attached three (3) car garages on property located at 207 and 209 Poe Street (APN's: 374-253-006 and 007) (the "Project"); and WHEREAS, the Planning Commission of the City of Lake Elsinore has been delegated with the responsibility of considering and approving, conditionally approving, or denying Minor Design Review requests for residential projects; and WHEREAS, public notice of the Project has been given and the Planning Commission has considered evidence presented by the Community Development Department and other interested parties at a public meeting held with respect to this item on April 3, 2007. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. The Planning Commission has- considered the proposed design for the Project and has found it acceptable. The Planning Commission finds and determines that the Project is consistent with the Lake Elsinore Municipal Code. SECTION 2. The Planning Commission finds and determines that the Project is categorically exempt from the California Environmental Quality Act (Cal. Pub. Res. Code §§ 21000 et seq.: "CEQA") and the CEQA Guidelines (14 C.C.R. §§ 15000 et seq.) pursuant to a class 32 exemption for In-Fill Development Projects (14 C.C.R. § 15332) because the Project involve the construction of two (2) two-story single-family dwelling units within City limits on lots of no more than five (5) acres, which are surrounded by urban uses and have no value as habitat for endangered, rare or threatened species. The Project will not result in any significant effects relating to traffic, noise, air quality, or water quality and the homes can be served by all required utilities and public services. That in accordance with Lake Elsinore Municipal Code Chapter 17.82, the Planning Commission makes the following findings for the approval of the Project: 1. The Project, as approved, will comply with the goals and objectives of the intended General Plan and the Zoning District in which the Project will be located. The Project complies with the goals and objectives of General Plan designation Feature Specific Plan "I" (Lake Edge) as well as the R-1 (Single-Family Residential) Zoning District. General Plan designation Specific Plan "I" (Lake Edge) is intended to provide a wide range of housing densities and some limited commercial and industrial uses. Furthermore, Table III-S (General Plan/Zoning Compatibility Matrix) within the General Plan identifies that the General Plan designation of Future Specific Plan "I" (Lake Edge) is compatible with the R-1 (Single- Family Residential) Zoning District. In addition, the Future Specific Plan J General Plan mandates that the average residential density will be 6 dwelling units to the acre. By proposing one (1) single-family residence with attached garage, the Projects) located at 207 and 209 Poe Street will cover approximately twenty-six percent (26%) of the net lot area of each lot and is in compliance with the goals and objectives of the Future Specific Plan"I"' (Lake Edge) designation of the General Plan, R-1 (Single-Family Residential) Zoning District, and the General Plan/Zoning Compatibility Matrix. Approval of this Project will assist in achieving the development of a well balanced and functional mix of residential, limited commercial, limited industrial, open space, recreational and institutional land uses by providing additional affordable housing within the R-1 (Single-Family Residential) Zoning District Lake Elsinore Municipal Code. The Project also encourages the development and maintenance of a broad range of housing types for all income groups and age categories. Finally, the Project, which incorporates elements of "Contemporary" style architecture, will provide a well rounded design while maintaining the desirable rural characteristics and base framework to achieve quality and compatibility in the physical design of the developing portions of the City. Overall, the Projects) will enhance the existing developed areas within General Plan designation Future Specific Plan `I" (Lake Edge) and Zoning Designation R-1 (Single- Family Residential) of the Lake Elsinore Municipal Code. PLANNING COMMISSION RESOLUTION NO. 2007-68 PAGE 3 OF 4 2. The Project complies with the design directives contained in Section 17.82.060 and all other applicable provisions of the Municipal Code. The Project located at 207 and 209 Poe Street are appropriate to the site and surrounding developments in that the proposed single-family dwelling units have provided: a twenty foot (20)front yard setback; a twenty (20) foot rear yard setback; sufficient front, side, and rear yard landscaping; and, safe and sufficient on-site vehicular circulation. In addition, the Project complies with all setback, height, and lot coverage requirements as outlined in the R-1 (Single-Family Residential) Zoning District of the Lake Elsinore Municipal Code. Further, the Project as proposed will complement the quality of existing projects in that the applicant is providing elements of"Contemporary" style architecture which includes: 360-degree architecture articulation pursuant to the "General Plan, Community Design Element Design Guidelines"; decorative style window surrounds with divided window lites; decorative entry doors with windows, bay windows, coach lights, ledgerstone veneer; 1 and concrete tile roofs. 3. Subject to the attached conditions of approval, the Project is not anticipated J pp � J P to result in any significant adverse environmental impacts. Pursuant to the California Environmental Quality Act (CEQA) Guidelines 1533Z the Projects located at 207 and 209 Poe Street is exempt from environmental review because it involves the construction of two (2) single- family residence and an attached garages in a residential zone. Therefore, no further environmental analysis is required. Notwithstanding the foregoing, however, the attached conditions of approval incorporate design features into the Project which suggest that the Project will not have a significant effect on the environment. 4. Conditions and safeguards pursuant to Chapter 17.82.070 of the Zoning Code, including guarantees and evidence of compliance with conditions, have been incorporated into the approval of the Project to ensure development of the property in accordance with the objectives of Chapter 17.82. Pursuant to Lake Elsinore Municipal Code Section 17.82.070, the Project has been scheduled for consideration and action of the Planning PLANNING COMMISSION RESOLUTION NO. 2007-68 PAGE 4 OF 4 Commission. The Project has also been conditioned to comply with all aspects of the Lake Elsinore Municipal Code. The Applicant shall meet all required setbacks and development standards pursuant to the R-1 (Single- Family Residential) of the Lake Elsinore Municipal Code (LEMC). SECTION 4. Based upon the evidence presented, the above findings, and the conditions of approval, the Planning Commission hereby approves the Minor Design Review application. SECTION 5. This Resolution shall take effect from and after the date of its passage and adoption.
