In accordance with Senate Bill 18, this letter is to notify you that the City of Lake Elsinore has received and is
currently processing the above-referenced application requesting approval to amend the City’s General Plan
(General Plan Amendment No. 2024-01) in conjunction with the following discretionary approvals to carry out a
private development project within our jurisdiction: Zone Change No. 2024-01, Conditional Use Permit No. 2024-
01, and Industrial Design Review No. 2024-01 . A project description and map of the proposed development site
are attached to this letter for your reference.
Pursuant to Government Code § 65352.3(a)(2), you have 90 days from the receipt of this notice to request, in
writing, consultation with the City of Lake Elsinore. Requests for consultation should be addressed to:

Project Description: Planning Application No. 2023-35 is a request for approval of a General Plan Amendment
to modify the project site’s General Plan Land Use Designations from Business Professional and Hillside
Residential to the Business Professional, Medium Density Residential, and Floodway designations. A Zone
Change proposes to modify the existing Zoning Designations from Commercial Office (CO), and Rural
Mountainous Residential (RMR) to Limited Manufacturing (M-1), Open Space (OS), and Medium Density
Residential (R-2). The applicant also requests approval for a Conditional Use Permit and Industrial Design
Review to develop and operate four (4) warehouse buildings including one (1) 247,980 sq. ft. building, one (1)
239,700 sq. ft building, one (1) 27,600 sq. ft. building, one (1) 39,780 sq. ft building and related site
improvements. The proposed Tentative Tract Map No. 38897 proposes to subdivide the approximately 61-acre
site into five (5) legal parcels ranging in size from 5.12-acres to 21.58-acres, public right of way dedications, and
one (1) 0.16-acre remainder parcel.
