HomeMy WebLinkAboutLeague Meeting Agenda 12.14.23 League Meeting Agenda Date: 12/14/2023 Time: 6pm Location: Cultural Arts Center • Greeting and Introductions o CSD Representatives—Justin,Johnathan, Ben, Beau o LELL- Ryan VP, Evan 10 o LEGS- Robert Player Agent, Mark Duncan President o EVB-Art VP, Freddy President o Champions-Steve Head Coach/ Board Member,Jessica President and Coach o City SC-Terry ED, Kelly Rec Director Justin outlines what we're going to talk about in general • General Reminders o Rosters ■ We need that information to verify, how many you have, how many resident, and how we're allocating our fields, its always been a required ■ Beau interjected on the RFP process,what we do with rosters, and why we need them. What happens if we suspect there is fraudulent activity. o Tournament requests outside of normal use ■ Justin-we need this so we know there are needs to be sure there is no conflict between tournaments. o General maintenance ■ Few of the fields go great redone infields, we ask that y'all take that ownership of the maintenance. ■ Question from Evan,what about Other organizations and the issues.Justin hit on letting him know. Photos and emails are great to have so we can address. ■ Beau mentioned the recent agenda item for field maintenance every other week for all ball fields. We're continuing to invest in the parks we just ask for the same from the leagues but acknowledge they are volunteers,just do their best to keep the integrity of the fields. Ok this is the main point of the meeting. We've done these in the past and we're tying to get back to this so we're all on the same page. • Field Allocation Updates o General Format Changes ■ Cleaning up wording ■ Updating overall format ■ Updating Park list ■ Addition of Field Allocation Request Form into packet o General cleanliness and procedures for C-bins and Soccer Goals ■ Keep C-bins clean ■ Soccer Goals kept in good working order and locked up when not in use over offseason o Formal Date Changes ■ Required info due from a vague "after leagues second game"to a hard date. • March 15th and October 15ch o Addition of maintenance guidelines for Artificial Turf o Snack bar from a tiered fee system to a uniform fee o Light fee from solid price to referencing"fee schedule" 0 o Raising Tier 2 Resident percentage from 51%to 66% ■ Old 51-79%; New 66-79% o Resting of fields condition to help maintain fields o Formal Banner Policy o Recognition of Special Needs serving organization on the priority list • Open floor for questions • Closing Justin began scrolling through the policy and highlighting changes. Comment from Terry-this is great so far, pertaining to the Non residency rates. Made comments of how Temecula has an "Open sign" and lots of organizations from non Temecula are getting fields in town. Jessica-Thank you for the focus on special needs we have 118 players right now. Terry-this is great,we used to do this as well and had great turnout. Freddy-Clarification on where they will be,Jessica stated not much of a change.Justin reiterated they will continue to be accommodating. Freddy wanted to know what the process of the raising of fees are.A discussion about maximizing usage and not just placing one team at a time is a good use of lights. LELL mentioned how they have mitigated the abuse or failure to report no practice. Terry-question on the garbage, can they pay to get access to the dumpsters?Alberhill. We'll check the locks at Alberhill for trash bins. Justin-Change format of Artificial Turf Use Permanent Goals at Canyons Hills??City SC can help with the financial part of the goals and nets. Banner Placement Fee-$250 Jessica said this isn't good for her.Too much money,they run on donations. She was concerned with this season and Beau reiterated this is not for immediate release. This is the draft and we're taking feedback. She can petition for some reduction if she'd like. Steve asked if the$250 would include the City installing, Beau stated it would not.This is just the fee to be able to place them. LELL said it would be better for a deposit to keep on file. If they break the rules they would lose the money but not have to pay each year.Jessica asked if they can pay the City staff to do it, Beau explained that that could be cost prohibitive but the best idea would be to try and leverage contacts to best support each other. Evan asked if the fee will be available to pay online Justin- update the dates needed to submit the per season allocation request. Currently Feb 1 and August 1. May need to evaluate for some sports. Freddie asked about,the organizations on it that don't put in the work like they do. Beau mentioned that will be corrected with the new contract put in place. Rain, no one has common courtesy in regards to rain.There are still issues with dog owners in on the fields not picking up with them. We acknowledge there is a server lack in common courtesy. Kelly-What about the year round programming? Beau, we know your club teams go year-round we need to know the recreation schedule. It has the biggest impact. Evan- Is there a way to see on the website who has what field and when?So we don't have to call. Beau, we're looking at doing that but the process is too administratively cumbersome. Ryan wants to know is there a way to know who is receiving what fields in the allocation process. Justin- please send out all of the approved leagues the allocation form,complete. Also put it online. Terry-What about more fields we have outgrown what we have and have a long waitlist.400 in the fall. Jessica-What about the fields at Canyon Hills?They should be next. Beau stated they are,they got a little work but will get more. Terry-Can we feature any of the leagues on the Elsinore Edition? Its great! Maybe some video for the leagues. Beau, let Bailey know.
