The Bid of R. R. lVlacy for the City garbage having been pre-
sented to the Board of Trus tees on the 20 th of July, 1927 at
a regular meeting and the same having been considered by
the Board and referred to the City Attorney 1" or' advice
it is noW r8SO 1 ved that tlJe fo 110v\li ng offel' be made to LIr.

The Board of Trustees of the Ci ty of Elsinore is in
receipt of your bid for the Ci ty garbage and is of the
opinion that the following proposition if accepted by you
will be agreeable to the Board:
That all garbage collected by the City Garbage Oollec-
tor be delivered to premises designated by you within two
miles of the intersection of Main Street and Graham Avenue
as often as five times a week for the period of three years;
':rhat you be given a lease of the fi ve a ere parcel be-
longing to the Oity of Elsinor'e on Minthorn street for the
tel'm of three years with the privilege of mal\: ing such improve-
ments as you may deem proper or necessary for the purpose
of handling and raising hogs and wi t11 the right of removal
of such improvements at the expiration or sooner tel~ll1ination
of the lease;
'I'hat you pay the City of Elsinol'e fop said garbage
the sum of ~p250.00 per year payable quarterly in advance and
if a t the end of the second year the quantity of garlJage
shall have increased to an average of 45 barrels per weelr
during the first twelve weeks of the thiJ:>d year that the
amount paid by you be increased to ~gi300.00 for the third
year;
'l'hat the City will maintain and employ a publiC
gal~bage colle c tor, colle ct ing garbage free of cl1a.rge to the
citizens during the period of this pr'oposed contract;

And the Oi ty and its offid.s.ls will use their best endeavors
to see tba t no garbage is di verted f'l~om the City 0 f Elsinore
to othel' parties and that ou receive all of the garbage from
said City during the term of the c<tl)ntract.
Tha t if the amount of garbage s hall decrease to less
than 15 baI'rels per week over a pe}::,iod of' 12 weeks no payment
shall be requ ired 1'Ol~ such period and payment sl1all be imrned-
iately resumed after the quantity of garbage has l'eached 15
barrels per week andif payment shall have been mHde in advance
for su ch period an adjustmen t s ball be made by the City and
in the even t t}]a t [:;lle s aid quanti ty shall decrease as a1'ore-
said to 15 barrels per week for a l~riod of twelve weeks you
may at your option cancel the pr'oposed contract wi tb the City;
That the proposed lease further provide that the plans
and specifications of the hog pens, feeding troughs and
drainage system shall be a}Jqroved b the City Health Officer
before installation; that at any time after one year if it
be determined by a committee composed of the membel's of' the
Ci ty Connci 1 and t:b,ree parties chosen by you tlla t the oper-
ation or said hog farm consti tutes a public nuisance that the
feeding and maintenance of hogs at that place be discontinued..
'l'h'1 t this offer will rlOt be wi thdrawn for a period of
two weeks in o1"der to gi ve Y~1 an oPPol'tunity to negotiate for
the pux'cha.se of hogs and to sa tisfy yourself that no objection
will be made to the maintenance of a hog fa1"m at the place
contemplated by you..
