Dear Ms Miller,
This is in reply to your letter dated November 28, 2000 in regards to the request by
Donald H. Moore, Lakeside Self Storage to expand an existing storage facility to include
outdoor recreational vehicle storage. The application is proposing to enclose the storage
yard with a six-foot block wall in conjunction with landscaping. Presently the location is
under the jurisdiction of the Lake Elsinore Police Department,
The Lake Elsinore Police Department suggests consideration of the following items of
interest that could have an impact on law enforcement service.
1. Patrol vehicle accessibility
2. Street circulation, names and numbering
3. Lighting in and around the development
4. Design of alleys and parking areas
The Lake Elsinore Police Department recommends that the proposed project includes the
use of "Defensible Space " include
1. Surveillance opportunities for occupants and law enforcement
2. The location of the occupants' areas with other"safe" functional facilities
This will ensure the project provides a significant contribution towards the creation of a
secure environment. The following are design suggestions the developer should consider
in creating a"less likely" crime environment.

Landscaping, lighting, and surveillance can either increase or reduce the amount of crime
that occurs in an area. These three categories, important in all designs, must work both
independently and in concert towards creating a safe environment.
Landscaping.-
Use in all areas where blank walls may be exposed to graffiti, and to define the transition
between public and private areas. Height and density should be considered where
surveillance is desired, and that landscaping, when mature, does not block out lights or
addresses. Berm height also must be considered where surveillance is desired.
Lighting:
The lighting around the building should meet or exceed the minimum recommended
vertical illuminance of 5 foot—candle illuminance in entrances, active areas, and parking
lots, also 1 foot—candle of vertical illuminance in frequently used areas. The illuminance
should allow for the identification of a person thirty-five feet away, with good vision
about five feet from the ground (facial recognition height).
Fencing/Walls:
Solid fencing/walls are not only desired by individuals wishing privacy, but also by the
criminal opportunist to avoid detection. When solid fencing/walls are not a code
requirement all efforts should be made to use view fencing. All fencing/walls should be
designed to prevent climbing over for security reasons and public safety.
Other than mentioned, The Lake Elsinore Police Department does not have any other
objections at this time to the proposed expansion.

Dear Mr. Moore:
Staff has reviewed the plan that was submitted for approval for Conditional Use Permit No. 00-
08 at the above location. Staff has deemed your project incomplete because several items that
are required were missing from your submittal and plan. In addition, after a site visit Staff found
that there are some existing conditions that are not allowed per current City of Lake Elsinore's
Municipal Code (LEMC).
The following is a list of those items needing revising and/or correcting before Staff can proceed
with the Conditional Use Process, and bring a recommendation to Planning Commission:
Radius Package/Labels
1. You did not include labels for all parcels within 300 feet of your property. The
following owner labels are required:
APN 370-030-007, 011, 370-060-015, 017, 018, 019, 035, 370-090-031 and 032.
Normally a map is provided to indicate which labels are required. We request that
you provide a map of associated assessor parcels. A signed affidavit certifying that
the information was completed from the latest available County assessment roll is
also required(see attached Instructions).
2. The owner's label for the parcel proposed for the Storage/RV Parking is listed as
Bruce Kemper, however, you have listed yourself as the owner of this parcel. Who is
the owner? If it is Mr. Kemper, he will need to sign a new Application Form. Staff
can not proceed until we receive clarification on who the owner of the parcel is.

Detailed Description
1. You listed the hours of operation as 8:00 am to 6:00 pm. Also list which daya your
business is open to the public.
Site Plan
1. Label the centerline of Corydon Street and dimension the street.
2. Provide a parking layout and circulation for the RV Parking area. Show actual sizes
of each parking space proposed and dimension all driveways. For your information
recreational vehicle spaces are a minimum of 10' x 30' with 28' aisles.
3. Outdoor storage for industrial sites is governed by Section 17.56.040.A.7 of the
LEMC. This section states:
All outdoor storage shall be subject to the approval of a Conditional Use
permit pursuant to Chapter 17.74 and shall also be reviewed to ensure
adequate provision of screening of storage areas. Storage materials shall
not be visible from public right-of-way, including freeways, or adjacent or
commercial properties.
Staff requires that you park vehicles or RV equipment that is below 6 feet in height
along the front and front/side property lines as shown on the red-lined plan. Staff is
requiring you to progressively increase the height of the block wall to a maximum
height of 8 feet at the rear of the property to conceal the taller recreation vehicles. All
walls, including existing walls, shall be required to be coated with anti-graffiti paint.
4. Indicate the paving material of the existing site(asphalt).
5. You have indicated that the proposed site will be covered with packed D.G. Staff is
requiring that you pave the parking area with asphalt.
6. Correct the labeling of the existing fencing as shown on the red-lined plan.
7. Show topographic lines on the site plan at 2 foot intervals.
Landscape Plan
1. A landscape plan is required listing actual plants proposed, as well as an irrigation
plan listing size and location of an irrigation system. Street trees chosen from the
City's Street Tree List shall be placed at 30 feet intervals. The City's Landscape
Architect will review and approve all landscape plans. An additional fee will be
charged for this review.
Design
1. Staff requests that you indent the front block wall at the locations indicated on the
red-lined plan in order to break-up the long expanse of block wall along Corydon
Street (a total of 520 feet).
2. See above section "Site Plan"for increase in wall height requirement.
Items Violating Existing Code Requirements
As mentioned, Staff found several violations to the existing Municipal Code on the
existing portion of the project. In order to bring the entire project into conformance with
the Code, the following items will need to be improved and/or removed:

Front Wall
1. Barb-wire is not allowed in the City. Staff requires that you add wrought iron
fencing along the top of the front block wall and remove the chain link fence
at the corner of Cereal Street and Corydon Street. Replace this fence with
block wall and wrought iron to match the front wall.
Side and Rear Yard Fencing
1. Staff requires that you remove the barb wire. You may add wrought iron to
the side yard block wall for a total height of 8 feet.
2. Staff requires that you replace the rear yard chain link fence with a maximum
of 8 foot block wall.
3. All chain-link gates shall be replaced with wrought iron gates.
Landscaping
1. The City has a standard requirement for all industrial projects to provide a
landscape plan that includes irrigation. Your existing landscaping does not
have any visible operable irrigation and the landscaped areas are not being
maintained well. As part of your Conditions of Approval, Staff will require
you to install an irrigation system that has been reviewed and approved by the
City's Landscape Architect. In addition, an integrated landscape plan will be
required for the proposed landscaped area as well as the existing areas. The
plan shall include a street tree chosen from the City's Street Tree List, planted
at an interval of every one tree per every 30 feet of lineal frontage.
Signs
1. The sign painted on the side of your building is too large. The City has
established a sign policy that limits maximum lettering height to 36 inches.
Therefore, you must replace your sign with one that uses a maximum lettering
height of 36 inches. The maximum total sign area allowed is 100 square feet.
2. The tall plywood sign fronting Corydon Street is not allowed per Section
17.94.190.E of the Lake Elsinore Municipal Code (LEMC). According to the
LEMC a business that occupies at lease one hundred feet of street frontage
may be permitted a free-standing monument sign. The maximum sign area is
60 square feet, with a maximum height of 4 feet. You may apply for approval
of this type of sign with your submittal. Exhibits illustrating the location, size
and colors of the sign would be required. You cannot place this sign within
five feet of your boundary, so you are limited in the size and placement of a
free-standing monument sign.

Trash Enclosure
1. Provide a trash enclosure per City's standard.
We cannot schedule you project for Planning Commission until we received the above
requirements. A revised 8 '/2 x 14 exhibit of the site plan and landscape plan will also be
required. To date I have not received comments from the Police Department. I am enclosing the
Engineering Divisions comments for your review. I understand that your project in above the
1267 feet elevation, and will not be affected by these comments. If you have any questions

■ In those cases where a Conditional Use Permit is to be issued for a commercial development
project, the Planning Commission shall additionally consider factors regarding access, architectural
and landscape concepts, on-site circulation and parking, general location of buildings, fencing and
loading areas, hours of operation, and noise.
The Conditional Use Permit process provides for the public review of the detailed final plans for a
proposed use or development project. A public hearing shall be scheduled at the earliest available
appropriate date of a regularly scheduled meeting of the approving authority, in accordance with the
procedures set forth in Section 9.3.1, Public Hearings, of the original 1993 East Lake Specific Plan.
C. Interim Use Permit
. � An administrative interim use permit shall be required for interim uses not specific Ily permitted in the
Development Regulations of the adopted East Lake Specific Plan. An applic do -for an interim use
permit shall be filed with the City of Lake Elsinore Planning Department on form prescribed by the
Community Development Director. An application for an interim use permit rft a approved,
conditionally approved, or denied by the Community Development Director. The decision of the
Community Development Director shall be final ten (10) days from the date of the decision unless an
appeal has been filed with the Planning Commission in accordance with the provisions of Section 9.3.4,
Appeals, of the original 1993 East Lake Specific Plan.
The Community Development Director shall make the following findings in approving or conditionally
approving an interim use permit.
■ The proposed interim use is in accordance with th objectiv of the Specific Plan and the Planning
Area in which the site is located and conforms to all a a le local, state and federal regulatory
programs which govern the Specific Plan area. {
■ The site is adequate in size and shape to accommodate the proposed interim use, and for all of the
yards, setbacks, walls or fences, landscaping buffers and other regulations required by this Specific
Plan.
■ There will b impact n other property within the Specific PI a or the
permitted for o n er the Specific Plan, and there will a no incompatibility w'
development in accordance with the Specific Plan.
■ Adequate conditions and safeguards are incorporat he approval of the interim use permit to
ensure that the interim use is operated in a mann consisten with this Specific Plan. The

objection is filed with the Community Development Director at least thirty days prior to the end of
the term or renewed term. if an objection is filed, the Community Development Director shall
reconsider such interim use permit and may approve, conditionally approve or deny the interim use
permit subject to making the findings as provided herein.
D. Design Review
The following section shall replace section 9.2.3 of the adopted East Lake Specific Plan in its entirety
and shall apply to the entire East Lake Specific Plan area, including the Amendment One area.
9.2.3 DESIGN REVIEW
a. Purpose
The purpose of this Section is to establish the Design Review process for development proposals in
order to ensure that development within east Lake occurs in a manner which enhances the character
and quality of the community. Further, it ensures that the scale,spatial relationships, and architectural
treatment of structures including materials, colors, and design, visually contribute to the overall
character of the community. In addition, the Design Review process also applies the ancillary elements
33 " '> of projects such as signage and landscape treatments in order to ensure that the overall development
` ! y maintains the same integrity of design as approved for the primary structure(s).
b. Design Review Required
A building permit shall not be issued for, nor shall any person commence to use any structure,
including signs, until that structure and its accompanying development has received Design Review
approval in accordance with the provisions of this Section.
c. Design Review Application
An application for a Design Review shall be filed with the City of Lake Elsinore Planning Department on
a form prescribed by the Community Development Director, and shall include, but not be limited to, the
following data and maps:
■ Name and address of the Applicant
■ A statement that the Applicant is the owner or the authorized agent of the owner of the property
subject to the Design Review request. This provision shall not apply to proposed public utility right-
of-way.
■ The address and legal description of the property (Assessor's Parcel Number)
■ Site plans, scaled and fully dimensioned, indicating the location of all property lines, type and
location of all buildings and structures, entrances, parking, signs, walls, and preliminary grading
information.
■ Location of existing improvements on adjacent properties and public right-of-way within one
hundred feet of the site boundaries.

Terms used in this document shall have the same definitions as provided in
the City of Lake Elsinore Code unless otherwise defined herein.
7.2.6
Except as otherwise indicated,District and Planning Area boundaries and
acreage generally follow the Land Use Plan, Figure 4A, and Governing
Statistical Summary,Appendix A.Adjustments in District or Planning Area
boundaries resulting from final road alignments and/or technical refine-
ments to the plan do not require a Specific Plan Amendment. The precise
boundaries and acreages will be determined when more definitive plans for
each District or Planning Area are submitted during the Subsequent Devel-
opment Entitlement process. Planning Area boundaries may be modified
with the approval of the Community DevelopmentDirector ordesignee as an
administrative approval.
7.2.7
The Master Developer shall be permitted to construct one or more project
information centers which shall be used to inform and direct homebuyers to
developments under construction or forsale or rent.Offices necessary for the
operation of the information centershall be permitted.The Master Developer
shall obtain approval by the Community Development Director or designee
prior to the issuance of a building permit to construct an information center.
7.2.8
The following uses shall be permitted in any land use category subject to a
Conditional Use Permit:
- Hospitals or medical centers
- Senior citizen housing projects
- Religious facilities
- Residential child care centers
- Day care centers
- Private schools
- "'Commercial recreation facilities such as private health clubs,tennis and
swim clubs,or other similar uses
7.2.9
Whenever the Community Development Director or designee acts as the
reviewing authority, then the decision of the Community Development
. Director or designee shallbe final subject to appeal to the Planning Commis-
sion.

requires no Site Plan Review or Conditional Use Permit.Tentative and Final
SubdivisionMaps shall be processed in accordance with the provisions of the
State Subdivision Map Act as set forth in Governmental Code Section 66410,
"Map Act"and the City's local subdivision ordinance.
A grading permit based on all or a portion of this master subdivision map or
parcel map maybe issued after approval of such master subdivision map or
parcel map. Such grading permit may be issued prior to approval of
individual site plans.
9.2.2
CONDITIONAL USE PERMIT
A Conditional Use Permit shall be required for the establishment of any use
which is permitted subject to a Conditional Use Permit under the Develop-
ment Regulations.TheConditionalUse Permit process is intended to provide
for the discretionary review by the Planning Commission of certain types of
development projects, which because of their unusual characteristics, re-
quire special consideration to ensure the use is appropriate and properly
located. Uses which may require a Conditional Use Permit are regarded as
having a relatively moderate to high potential for impacts in relationship to
the subject site or surrounding area.
In addition to the uses permitted subject to a Conditional Use Permit within
the Development Regulations outlined in Section VII, a Conditional Use
Permit shall also be required for uses not specifically permitted nor prohib-
ited in the Development Regulations.The Planning Commission must find
that such uses meet the following criteria:
• The proposed use is in accordance with the objectives of the Specific Plan
and the Planning Area in which the site is located.
• The site is adequate in size and shape to accommodate the proposed use,
and for all the yards,setbacks,walls or fences,landscaping,buffers and
other regulations required by this Specific Plan.
• There willbe no adverse effect on abutting property or the permitted and
normal use thereof.

ALONG MISSION TRAIL
Dear Mr. Stone:
This letter provides preliminary review comments by City Planning and Engineering on the two proposals
that you submitted on October 19,2000. As discussed, the Preliminary Review process affords staff with
some opportunity to review initial designs of proposals and provide the applicant with some guidance as
to how to resolve issues and design a better project.
PROPOSED MOBILE HOME PARK
As discussed, the mobile home park proposal is not desirable for the affected property. The property
fronts Mission Trail,which is a well-traveled roadway within the City and County. The property is also
highly visible from the I-15 Freeway. Though a mobile home park may be feasible and marketable from
your standpoint, the City is hopeful that future developments within the Liberty Specific Plan area,
especially those developments that would front along major thoroughfares, such as Mission Trail,would
be more compatible with the type of uses being considered with the Liberty Plan.As you know,the City
intends for the Liberty area to be a higher-end residential community, with golf courses and extensive
open and natural space areas. Other uses and improvements anticipated with ultimate buildout of the
Liberty area would include recreational uses compatible with the lake,such as marinas and waterways, and
the stadium, such as a sports town. A mobile home park may not be compatible with the land use plans
for the Liberty area. A mobile home park would also require long-term improvements and commitments
that would be more consistent with a permanent type of development. The affected property is zoned
Residential 1 by the Liberty Specific Plan, which intends for detached single-family residential
development. At this time, staff would not support a mobile home park along Mission Trail.
PROPOSED RV STORAGE
Planning Comments
The proposed RV storage facility also would not be compatible with the Liberty d use p s.However,
the RV storage may be an acceptable land use if the facility was considered "interim s ", which is
f permitted with the Liberty Specific Plan. The following describes the Interim t process and
those issues requiring resolution before the City can act on the RV storage proposal.

1. The Interim Use Permit can be approved by the Community Development Director provided those
findings described in the Liberty Specific Plan are satisfied. Refer to Attachment A, which is an
excerpt from the Liberty Specific Plan, which describes the Interim Use Permit process and those
mandatory findings that must be made prior to City consideration of the proposal. Please note that
"making findings" are predicated on the proposal's ability to resolve the following issues.
2. Better explain operations of the facility. The plan notes that 557 spaces will be provided. How have
other RV storage facilities of this size operated elsewhere? What type of traffic movements would this
number of spaces generate. A traffic study may be required.
3. The affected property encroaches into the Stephens kangaroo rat Fee Area Boundary(See Attachment
B). The applicant is required to pay$500 per acre to the City prior to any construction.
4. Those areas of the property that are below the 1,260'elevation are within U.S. Corps of Engineer
jurisdiction and therefore, require proper clearances and approvals from them (See Attachment B).
5. Those areas that are below the 1,265'elevation are within the Lake Management Project jurisdiction
and therefore, require proper clearances and approvals from the Riverside County Flood Control
District(See Attachment B). Any development within this area is required to be one foot above the
flood elevation for the site. In addition, given the property's flooding potential, what measures are
being considered to secure all facilities,so as to prevent possible hazards associated with facilities and
materials floating away?
6. The site plan must include topography lines. Will any grading be required?
7. The property fronts along Mission Trail,which is proposed as an Urban Arterial, with 120-foot right-
of-way. The plans show that Mission Trail is currently 60 feet with a 30-foot half-width. Any
development would be required to provide 60-foot half-width improvements along Mission Trail.
8. The City's Zoning Ordinance requires a 20-foot landscape setback from all streets (Mission Trail) and
a minimum six-foot decorative,solid masonry wall (See Attachment C).
9. The plan presently indicates that a chainlink fence will be provided along the perimeter of the
property. Fencing along Mission Trail is not indicated on the plans. Wrought-iron fencing, instead
of chain link fencing is required along the rear and sides. As indicated previously, views of the
property from Mission Trail and the I-15 Freeway are sensitive to the City. Chain link fencing is not
a visibly attractive option.
10. Provide a front elevation of the site as viewed from Mission Trail. What is the project going to look
like?
11. The project proposes 557 spaces,which is too intense. A"sea of RVs"within the site is not preferable.
The project should provide more landscaping and more design features to "soften" the expected
intensity. While we understand that the RV storage would be a temporary use,there needs to be more
design commitments made to visually enhance the project.

12. Better explain what improvements will be provided. Will the project be built on DG? What is"Class
H A B"?
13. The plans indicate that oleanders will be provided on the chain link fences. Additional landscaping
must be provided to better screen the project from public views. A detailed landscape and irrigation
plan describing number of trees and shrubs,location of landscaping, species of landscaping, and size
of landscaping must be provided. The landscape plan must be consistent with the City's Street Tree
List and xeriscape requirements. In addition, a 120 percent Performance Bond must be posted.
14. The issue of security must be better addressed. Would wrought-iron or chain link fences provide
sufficient security? Other fencing options should be considered.
15. Provide information as to the interface between the County drainage channel and proposed project.
What type of security fencing is being provided for the drainage channel? Will the channel be entirely
separated from the RV storage facility? Will there be any safety hazards associated with persons falling
into the drainage channel?
16. Provide sections which show the interface between the County drainage channel and the proposed
facility.
17. Refer to the red-marked copy of the plans for additional design-related comments.
Engineering Comments
Refer to the enclosed red-lined review copy of the plans.
18. Conceptual grading plan, with contours, is required. Contours must be provided for every two feet.
The 1,246'; 1,265'; and 1,267'contours must be clearly shown.
19. Plans must show intersecting streets on east side of Mission Trail.
20. No septic tanks or leach fields are permitted onsite because the site is within a floodplain.
21. Sewer and water lines within a floodplain must comply with special requirements of the City,County
Flood Control, and Elsinore Valley Municipal Water District.
22. No masonry walls are permitted in a floodplain.
23. No permanent buildings are permitted within a floodplain. Buildings must be above 1,267'and cannot
use imported fill to raise pads.
24. Please clarify how drainage will be conveyed? How does the County drainage channel flow? What
happens downstream?
25. Provisions must be provided to allow RVs to be relocated should flooding occur.

This is in reply to your letter dated November 28, 2000 in regards to the request by
Donald H. Moore, Lakeside Self Storage to expand an existing storage facility to include
outdoor recreational vehicle storage. The application is proposing to enclose the storage
yard with a six-foot block wall in conjunction with landscaping. Presently the location is
under the jurisdiction of the Lake Elsinore Police Department,
The Lake Elsinore Police Department suggests consideration of the following items of
interest that could have an impact on law enforcement service.
1. Patrol vehicle accessibility
2. Street circulation, names and numbering
3. Lighting in and around the development
4. Design of alleys and parking areas
The Lake Elsinore Police Department recommends that the proposed project includes the
use of "Defensible Space " include
1. Surveillance opportunities for occupants and law enforcement
2. The location of the occupants' areas with other"safe" functional facilities
This will ensure the project provides a significant contribution towards the creation of a
secure environment. The following are design suggestions the developer should consider
in creating a"less likely" crime environment.

Landscaping, lighting, and surveillance can either increase or reduce the amount of crime
that occurs in an area. These three categories, important in all designs, must work both
independently and in concert towards creating a safe environment.
Landscaping.-
Use in all areas where blank walls may be exposed to graffiti, and to define the transition
between public and private areas. Height and density should be considered where
surveillance is desired, and that landscaping, when mature, does not block out lights or
addresses. Berm height also must be considered where surveillance is desired.
Lighting:
The lighting around the building should meet or exceed the minimum recommended
vertical illuminance of 5 foot—candle illuminance in entrances, active areas, and parking
lots, also 1 foot—candle of vertical illuminance in frequently used areas. The illuminance
should allow for the identification of a person thirty-five feet away, with good vision
about five feet from the ground (facial recognition height).
Fencing/Walls:
Solid fencing/walls are not only desired by individuals wishing privacy, but also by the
criminal opportunist to avoid detection. When solid fencing/walls are not a code
requirement all efforts should be made to use view fencing. All fencing/walls should be
designed to prevent climbing over for security reasons and public safety.
Other than mentioned, The Lake Elsinore Police Department does not have any other
objections at this time to the proposed expansion.

Staff has reviewed the plan that was submitted for approval for Conditional Use Permit No. 00-
08 at the above location. Staff has deemed your project incomplete because several items that
are required were missing from your submittal and plan. In addition, after a site visit Staff found
that there are some existing conditions that are not allowed per current City of Lake Elsinore's
Municipal Code (LEMC).
The following is a list of those items needing revising and/or correcting before Staff can proceed
with the Conditional Use Process, and bring a recommendation to Planning Commission:
Radius Package/Labels
1. You did not include labels for all parcels within 300 feet of your property. The
following owner labels are required:
APN 370-030-007, 011, 370-060-015, 017, 018, 019, 035, 370-090-031 and 032.
Normally a map is provided to indicate which labels are required. We request that
you provide a map of associated assessor parcels. A signed affidavit certifying that
the information was completed from the latest available County assessment roll is

2. The owner's label for the parcel proposed for the Storage/RV Parking is listed as
Bruce Kemper, however, you have listed yourself as the owner of this parcel. Who is
the owner? If it is Mr. Kemper, he will need to sign a new Application Form. Staff
can not proceed until we receive clarification on who the owner of the parcel is.

Detailed Description
1. You listed the hours of operation as 8:00 am to 6:00 pm. Also list which daya your
business is open to the public.
Site Plan
1. Label the centerline of Corydon Street and dimension the street.
2. Provide a parking layout and circulation for the RV Parking area. Show actual sizes
of each parking space proposed and dimension all driveways. For your information
recreational vehicle spaces are a minimum of 10' x 30' with 28' aisles.
3. Outdoor storage for industrial sites is governed by Section 17.56.040.A.7 of the
LEMC. This section states:
All outdoor storage shall be subject to the approval of a Conditional Use
permit pursuant to Chapter 17.74 and shall also be reviewed to ensure
adequate provision of screening of storage areas. Storage materials shall
not be visible from public right-of-way, including freeways, or adjacent or
commercial properties.
Staff requires that you park vehicles or RV equipment that is below 6 feet in height
along the front and front/side property lines as shown on the red-lined plan. Staff is
requiring you to progressively increase the height of the block wall to a maximum
height of 8 feet at the rear of the property to conceal the taller recreation vehicles. All
walls, including existing walls, shall be required to be coated with anti-graffiti paint.
4. Indicate the paving material of the existing site(asphalt).
5. You have indicated that the proposed site will be covered with packed D.G. Staff is
requiring that you pave the parking area with asphalt.
6. Correct the labeling of the existing fencing as shown on the red-lined plan.
7. Show topographic lines on the site plan at 2 foot intervals.

1. A landscape plan is required listing actual plants proposed, as well as an irrigation
plan listing size and location of an irrigation system. Street trees chosen from the
City's Street Tree List shall be placed at 30 feet intervals. The City's Landscape
Architect will review and approve all landscape plans. An additional fee will be
charged for this review.
Design
1. Staff requests that you indent the front block wall at the locations indicated on the
red-lined plan in order to break-up the long expanse of block wall along Corydon
Street (a total of 520 feet).
2. See above section "Site Plan"for increase in wall height requirement.
Items Violating Existing Code Requirements
As mentioned, Staff found several violations to the existing Municipal Code on the
existing portion of the project. In order to bring the entire project into conformance with
the Code, the following items will need to be improved and/or removed:

Front Wall
1. Barb-wire is not allowed in the City. Staff requires that you add wrought iron
fencing along the top of the front block wall and remove the chain link fence
at the corner of Cereal Street and Corydon Street. Replace this fence with
block wall and wrought iron to match the front wall.
Side and Rear Yard Fencing
1. Staff requires that you remove the barb wire. You may add wrought iron to
the side yard block wall for a total height of 8 feet.
2. Staff requires that you replace the rear yard chain link fence with a maximum
of 8 foot block wall.
3. All chain-link gates shall be replaced with wrought iron gates.
Landscaping
1. The City has a standard requirement for all industrial projects to provide a
landscape plan that includes irrigation. Your existing landscaping does not
have any visible operable irrigation and the landscaped areas are not being
maintained well. As part of your Conditions of Approval, Staff will require
you to install an irrigation system that has been reviewed and approved by the
City's Landscape Architect. In addition, an integrated landscape plan will be
required for the proposed landscaped area as well as the existing areas. The
plan shall include a street tree chosen from the City's Street Tree List, planted
at an interval of every one tree per every 30 feet of lineal frontage.
Signs
1. The sign painted on the side of your building is too large. The City has
established a sign policy that limits maximum lettering height to 36 inches.
Therefore, you must replace your sign with one that uses a maximum lettering
height of 36 inches. The maximum total sign area allowed is 100 square feet.
2. The tall plywood sign fronting Corydon Street is not allowed per Section
17.94.190.E of the Lake Elsinore Municipal Code (LEMC). According to the
LEMC a business that occupies at lease one hundred feet of street frontage
may be permitted a free-standing monument sign. The maximum sign area is
60 square feet, with a maximum height of 4 feet. You may apply for approval
of this type of sign with your submittal. Exhibits illustrating the location, size
and colors of the sign would be required. You cannot place this sign within
five feet of your boundary, so you are limited in the size and placement of a
free-standing monument sign.

Trash Enclosure
1. Provide a trash enclosure per City's standard.
We cannot schedule you project for Planning Commission until we received the above
requirements. A revised 8 '/2 x 14 exhibit of the site plan and landscape plan will also be
required. To date I have not received comments from the Police Department. I am enclosing the
Engineering Divisions comments for your review. I understand that your project in above the
1267 feet elevation, and will not be affected by these comments. If you have any questions

■ In those cases where a Conditional Use Permit is to be issued for a commercial development
project, the Planning Commission shall additionally consider factors regarding access, architectural
and landscape concepts, on-site circulation and parking, general location of buildings, fencing and
loading areas, hours of operation, and noise.
The Conditional Use Permit process provides for the public review of the detailed final plans for a
proposed use or development project. A public hearing shall be scheduled at the earliest available
appropriate date of a regularly scheduled meeting of the approving authority, in accordance with the
procedures set forth in Section 9.3.1, Public Hearings, of the original 1993 East Lake Specific Plan.
C. Interim Use Permit
. � An administrative interim use permit shall be required for interim uses not specific Ily permitted in the
Development Regulations of the adopted East Lake Specific Plan. An applic do -for an interim use
permit shall be filed with the City of Lake Elsinore Planning Department on form prescribed by the
Community Development Director. An application for an interim use permit rft a approved,
conditionally approved, or denied by the Community Development Director. The decision of the
Community Development Director shall be final ten (10) days from the date of the decision unless an
appeal has been filed with the Planning Commission in accordance with the provisions of Section 9.3.4,
Appeals, of the original 1993 East Lake Specific Plan.
The Community Development Director shall make the following findings in approving or conditionally
approving an interim use permit.
■ The proposed interim use is in accordance with th objectiv of the Specific Plan and the Planning
Area in which the site is located and conforms to all a a le local, state and federal regulatory
programs which govern the Specific Plan area. {
■ The site is adequate in size and shape to accommodate the proposed interim use, and for all of the
yards, setbacks, walls or fences, landscaping buffers and other regulations required by this Specific
Plan.
■ There will b impact n other property within the Specific PI a or the
permitted for o n er the Specific Plan, and there will a no incompatibility w'
development in accordance with the Specific Plan.
■ Adequate conditions and safeguards are incorporat he approval of the interim use permit to
ensure that the interim use is operated in a mann consisten with this Specific Plan. The

termination of such interim use sufficiently in advance of the development of other properties within
the Specific Plan area so as to ensure that such interim use would not adversely affect or be
incompatible with development in accordance with the Specific Plan. The interim use permit shall
.have an initial term of one year and shall be automatically renewed annually for one year unless an
objection is filed with the Community Development Director at least thirty days prior to the end of
the term or renewed term. if an objection is filed, the Community Development Director shall
reconsider such interim use permit and may approve, conditionally approve or deny the interim use
permit subject to making the findings as provided herein.
D. Design Review
The following section shall replace section 9.2.3 of the adopted East Lake Specific Plan in its entirety
and shall apply to the entire East Lake Specific Plan area, including the Amendment One area.
9.2.3 DESIGN REVIEW
a. Purpose
The purpose of this Section is to establish the Design Review process for development proposals in
order to ensure that development within east Lake occurs in a manner which enhances the character
and quality of the community. Further, it ensures that the scale,spatial relationships, and architectural
treatment of structures including materials, colors, and design, visually contribute to the overall
character of the community. In addition, the Design Review process also applies the ancillary elements
33 " '> of projects such as signage and landscape treatments in order to ensure that the overall development
` ! y maintains the same integrity of design as approved for the primary structure(s).
b. Design Review Required
A building permit shall not be issued for, nor shall any person commence to use any structure,
including signs, until that structure and its accompanying development has received Design Review
approval in accordance with the provisions of this Section.
c. Design Review Application
An application for a Design Review shall be filed with the City of Lake Elsinore Planning Department on
a form prescribed by the Community Development Director, and shall include, but not be limited to, the
following data and maps:
■ Name and address of the Applicant
■ A statement that the Applicant is the owner or the authorized agent of the owner of the property
subject to the Design Review request. This provision shall not apply to proposed public utility right-
of-way.
■ The address and legal description of the property (Assessor's Parcel Number)
■ Site plans, scaled and fully dimensioned, indicating the location of all property lines, type and
location of all buildings and structures, entrances, parking, signs, walls, and preliminary grading
information.
■ Location of existing improvements on adjacent properties and public right-of-way within one
hundred feet of the site boundaries.

acreage generally follow the Land Use Plan, Figure 4A, and Governing
Statistical Summary,Appendix A.Adjustments in District or Planning Area
boundaries resulting from final road alignments and/or technical refine-
ments to the plan do not require a Specific Plan Amendment. The precise
boundaries and acreages will be determined when more definitive plans for
each District or Planning Area are submitted during the Subsequent Devel-
opment Entitlement process. Planning Area boundaries may be modified
with the approval of the Community DevelopmentDirector ordesignee as an
administrative approval.
7.2.7
The Master Developer shall be permitted to construct one or more project
information centers which shall be used to inform and direct homebuyers to
developments under construction or forsale or rent.Offices necessary for the
operation of the information centershall be permitted.The Master Developer
shall obtain approval by the Community Development Director or designee
prior to the issuance of a building permit to construct an information center.
7.2.8
The following uses shall be permitted in any land use category subject to a
Conditional Use Permit:
- Hospitals or medical centers
- Senior citizen housing projects
- Religious facilities
- Residential child care centers
- Day care centers
- Private schools
- "'Commercial recreation facilities such as private health clubs,tennis and
swim clubs,or other similar uses
7.2.9
Whenever the Community Development Director or designee acts as the
reviewing authority, then the decision of the Community Development
. Director or designee shallbe final subject to appeal to the Planning Commis-
sion.

termination of such interim use sufficiently in advance of the development of other properties within
the Specific Plan area so as to ensure that such interim use would not adversely affect or be
incompatible with development in accordance with the Specific Plan. The interim use permit shall
have an initial term of one year and shall be automatically renewed annually for one year unless an
objection is filed with the Community Development Director at least thirty days prior to the end of
the term or renewed term. If an objection is filed,the Community Development Director shall
reconsider such interim use permit and may approve, conditionally approve or deny the interim use
permit subject to making the findings as provided herein.
D. Design Review
The following section shall replace section 9.2.3 of the adopted East Lake Specific Plan in its entirety
and shall apply to the entire East Lake Specific Plan area, including the Amendment One area.
9.2.3 DESIGN REVIEW
a. Purpose
The purpose of this Section is to establish the Design Review process for development proposals in
order to ensure that development within east Lake occurs in a manner which enhances the character
and quality of the community. Further, it ensures that the scale, spatial relationships, and architectural
treatment of structures including materials, colors, and design, visually contribute to the overall
character of the community. In addition, the Design Review process also applies the ancillary elements
of projects such as signage and landscape treatments in order to ensure that the overall development
�. maintains the same integrity of design as approved for the primary structure(s).
b. Design Review Required
A building permit shall not be issued for, nor shall any person commence to use any structure,
including signs, until that structure and its accompanying development has received Design Review
approval in accordance with the provisions of this Section.
c. Design ReviewApplication
An application for a Design Review shall be filed with the City of Lake Elsinore Planning Department on
a form prescribed by the Community Development Director, and shall include, but not be limited to,the
following data and maps:
■ Name and address of the Applicant
■ A statement that the Applicant is the owner or the authorized agent of the owner of the property
subject to the Design Review request. This provision shall not apply to proposed public utility right-
of-way.
■ The address and legal description of the property (Assessor's Parcel Number)
■ Site plans, scaled and fully dimensioned, indicating the location of all property lines, type and
location of all buildings and structures, entrances, parking, signs, walls, and preliminary grading
information.
�-✓ ■ Location of existing improvements on adjacent properties and public right-of-way within one
hundred feet of the site boundaries.

requires no Site Plan Review or Conditional Use Permit.Tentative and Final
SubdivisionMaps shall be processed in accordance with the provisions of the
State Subdivision Map Act as set forth in Governmental Code Section 66410,
"Map Act"and the City's local subdivision ordinance.
A grading permit based on all or a portion of this master subdivision map or
parcel map maybe issued after approval of such master subdivision map or
parcel map. Such grading permit may be issued prior to approval of
individual site plans.
9.2.2
CONDITIONAL USE PERMIT
A Conditional Use Permit shall be required for the establishment of any use
which is permitted subject to a Conditional Use Permit under the Develop-
ment Regulations.TheConditionalUse Permit process is intended to provide
for the discretionary review by the Planning Commission of certain types of
development projects, which because of their unusual characteristics, re-
quire special consideration to ensure the use is appropriate and properly
located. Uses which may require a Conditional Use Permit are regarded as
having a relatively moderate to high potential for impacts in relationship to
the subject site or surrounding area.
In addition to the uses permitted subject to a Conditional Use Permit within
the Development Regulations outlined in Section VII, a Conditional Use
Permit shall also be required for uses not specifically permitted nor prohib-
ited in the Development Regulations.The Planning Commission must find
that such uses meet the following criteria:
• The proposed use is in accordance with the objectives of the Specific Plan
and the Planning Area in which the site is located.
• The site is adequate in size and shape to accommodate the proposed use,
and for all the yards,setbacks,walls or fences,landscaping,buffers and
other regulations required by this Specific Plan.
• There willbe no adverse effect on abutting property or the permitted and
normal use thereof.

! Adequate conditions and safeguards are incorporated into the approval
of the Conditional Use Permit to ensure that the use continues in a
manner envisioned by these findings for the term of the use.
The Conditional Use Permit, being a precise plan of development, shall
include,but not be limited to the following:
• Description of the use(s)and operating characteristics.
• A plot plan showing the location of all uses.
• Supplementary exhibits,as necessary,to show other information which
may be required, such as building elevations, landscape areas, and
grading.
• Conditions of approval.
• In those cases where a Conditional Use Permit is to be issued for a
commercial development project,the Planning Commission shall addi-
tionally consider factors regarding access,architectural and landscape
concepts,on-site circulation and parking,general location of buildings,
fencing and loading areas,hours of operation,and noise.
The Conditional Use Permit process provides for the public review of the
detailed final plans fora proposed use or development project. A public
hearing shall be scheduled at the earliest available appropriate date of a
regularly scheduled meeting of the approving authority,in accordance with
the procedures set forth in Section 9.3.1,Public Hearings.

ALONG MISSION TRAIL
Dear Mr. Stone:
This letter provides preliminary review comments by City Planning and Engineering on the two proposals
that you submitted on October 19,2000. As discussed, the Preliminary Review process affords staff with
some opportunity to review initial designs of proposals and provide the applicant with some guidance as
to how to resolve issues and design a better project.
PROPOSED MOBILE HOME PARK
As discussed, the mobile home park proposal is not desirable for the affected property. The property
fronts Mission Trail,which is a well-traveled roadway within the City and County. The property is also
highly visible from the I-15 Freeway. Though a mobile home park may be feasible and marketable from
your standpoint, the City is hopeful that future developments within the Liberty Specific Plan area,
especially those developments that would front along major thoroughfares, such as Mission Trail,would
be more compatible with the type of uses being considered with the Liberty Plan.As you know,the City
intends for the Liberty area to be a higher-end residential community, with golf courses and extensive
open and natural space areas. Other uses and improvements anticipated with ultimate buildout of the
Liberty area would include recreational uses compatible with the lake,such as marinas and waterways, and
the stadium, such as a sports town. A mobile home park may not be compatible with the land use plans
for the Liberty area. A mobile home park would also require long-term improvements and commitments
that would be more consistent with a permanent type of development. The affected property is zoned
Residential 1 by the Liberty Specific Plan, which intends for detached single-family residential
development. At this time, staff would not support a mobile home park along Mission Trail.
PROPOSED RV STORAGE
Planning Comments
The proposed RV storage facility also would not be compatible with the Liberty d use p s.However,
the RV storage may be an acceptable land use if the facility was considered "interim s ", which is
f permitted with the Liberty Specific Plan. The following describes the Interim t process and
those issues requiring resolution before the City can act on the RV storage proposal.

1. The Interim Use Permit can be approved by the Community Development Director provided those
findings described in the Liberty Specific Plan are satisfied. Refer to Attachment A, which is an
excerpt from the Liberty Specific Plan, which describes the Interim Use Permit process and those
mandatory findings that must be made prior to City consideration of the proposal. Please note that
"making findings" are predicated on the proposal's ability to resolve the following issues.
2. Better explain operations of the facility. The plan notes that 557 spaces will be provided. How have
other RV storage facilities of this size operated elsewhere? What type of traffic movements would this
number of spaces generate. A traffic study may be required.
3. The affected property encroaches into the Stephens kangaroo rat Fee Area Boundary(See Attachment
B). The applicant is required to pay$500 per acre to the City prior to any construction.
4. Those areas of the property that are below the 1,260'elevation are within U.S. Corps of Engineer
jurisdiction and therefore, require proper clearances and approvals from them (See Attachment B).
5. Those areas that are below the 1,265'elevation are within the Lake Management Project jurisdiction
and therefore, require proper clearances and approvals from the Riverside County Flood Control
District(See Attachment B). Any development within this area is required to be one foot above the
flood elevation for the site. In addition, given the property's flooding potential, what measures are
being considered to secure all facilities,so as to prevent possible hazards associated with facilities and
materials floating away?
6. The site plan must include topography lines. Will any grading be required?
7. The property fronts along Mission Trail,which is proposed as an Urban Arterial, with 120-foot right-
of-way. The plans show that Mission Trail is currently 60 feet with a 30-foot half-width. Any
development would be required to provide 60-foot half-width improvements along Mission Trail.
8. The City's Zoning Ordinance requires a 20-foot landscape setback from all streets (Mission Trail) and
a minimum six-foot decorative,solid masonry wall (See Attachment C).
9. The plan presently indicates that a chainlink fence will be provided along the perimeter of the
property. Fencing along Mission Trail is not indicated on the plans. Wrought-iron fencing, instead
of chain link fencing is required along the rear and sides. As indicated previously, views of the
property from Mission Trail and the I-15 Freeway are sensitive to the City. Chain link fencing is not
a visibly attractive option.
10. Provide a front elevation of the site as viewed from Mission Trail. What is the project going to look
like?
11. The project proposes 557 spaces,which is too intense. A"sea of RVs"within the site is not preferable.
The project should provide more landscaping and more design features to "soften" the expected
intensity. While we understand that the RV storage would be a temporary use,there needs to be more
design commitments made to visually enhance the project.

12. Better explain what improvements will be provided. Will the project be built on DG? What is"Class
H A B"?
13. The plans indicate that oleanders will be provided on the chain link fences. Additional landscaping
must be provided to better screen the project from public views. A detailed landscape and irrigation
plan describing number of trees and shrubs,location of landscaping, species of landscaping, and size
of landscaping must be provided. The landscape plan must be consistent with the City's Street Tree
List and xeriscape requirements. In addition, a 120 percent Performance Bond must be posted.
14. The issue of security must be better addressed. Would wrought-iron or chain link fences provide
sufficient security? Other fencing options should be considered.
15. Provide information as to the interface between the County drainage channel and proposed project.
What type of security fencing is being provided for the drainage channel? Will the channel be entirely
separated from the RV storage facility? Will there be any safety hazards associated with persons falling
into the drainage channel?
16. Provide sections which show the interface between the County drainage channel and the proposed
facility.
17. Refer to the red-marked copy of the plans for additional design-related comments.
Engineering Comments
Refer to the enclosed red-lined review copy of the plans.
18. Conceptual grading plan, with contours, is required. Contours must be provided for every two feet.
The 1,246'; 1,265'; and 1,267'contours must be clearly shown.
19. Plans must show intersecting streets on east side of Mission Trail.
20. No septic tanks or leach fields are permitted onsite because the site is within a floodplain.
21. Sewer and water lines within a floodplain must comply with special requirements of the City,County
Flood Control, and Elsinore Valley Municipal Water District.
22. No masonry walls are permitted in a floodplain.
23. No permanent buildings are permitted within a floodplain. Buildings must be above 1,267'and cannot
use imported fill to raise pads.
24. Please clarify how drainage will be conveyed? How does the County drainage channel flow? What
happens downstream?
25. Provisions must be provided to allow RVs to be relocated should flooding occur.
