These ma,ps, profiles and cross-sections are. to be consid.ered a pEtrt of these specifications, and. any notEttions appearing thereon shall be considered as though incorporated D,S a part of these specif'ic8,tions. All distances and measurements given are in a horizontaIl. plane. Sea. 11 REMOVAL OF O:BSTRtJCTIOl~S Where "the canpletion of the vork requires their removal, the Contractor shall remove all stone, debris, or other obstructions of whatsoever kind or charac'ter, either natural or e.rtificial, encountered in making '\h e i!lliO> provement. Sec. 12 PROPERTY RIGHTS IN li'1ATEHIALS Nothing in the p:1.ans, sPeQifications or <Xl ntract shall be aonstruedas vesting in the Contractor GXW rc;t.e;ht 0' property or ownership in the materials used a.:f'ter they have been attached or affixed to the work or the soil; but all such materials shall, upon being so attached or affixed, " ...&- become the property of' the 01 ty of Elsinore. Sec. 13. DEFECTIVE MA.TERIALS AND V\O BI: The Oontractor shall 'bear all responsibilit;:r for the we rle until final acceptance. The inspection of the 'Work shall not relieve the Contractor of a1:r3' of his obligations to oomply with the plans or ~ecifio(;l;tions, and deteCtiv'e 'Wo1"k shall bema.de good by him. The Contraotor shall prosecute work only in the presence of' an Engineer or Inspector appointed by the City Engineer, and any work done in the absence of said Engineer or Ins,p ector will be subj ect to re--- jection. During construction the Oontractor shall keep the job free and clean of all rubbish and debris. He shall remove all sUTplus material and rubbish from the work after its completion, and. before he makes application for the aoceptance of the work. Sec. 22 II Materials Y.ATERIALS AND SAlJiI'LES All materials must be of specified quality and. quantity and fully equal to samples, when samples are required or requested by the Oi ty Engineer; and the: Contractor shall fu.rnish. to the Oi ty Engineer for test, when- ever requested, and free of charge, samples of all materials proposed to be u.s:ed in the worko Sec. 23. PORTLAND C ElvErT The cement shall be one of the standard and accepted brands cf Portland cement that shall meet the standard speoifications and tests for Port... land cement fo r the American Society 1'0 r Testing lvlateria1s, serial designation 09...21, efreetive January 1, 1921. It shall be received on the work in sacks filled at th e cement facto IY with the :name of the manufacturer plainly m rked thereon& Each sack shall contain not less than 94 pOi.Ulds net of cement, said sack of cement shall be deemed to have a volume of one (1) cubic foot. I The ~ E!~ .fl1!er shall have the authority to require the of work in which cement has been used which subsequent tests re- show ....e- to be not in conformity with requirements or specif ications. All cement, the samples 0 f which do not pass th e sp ecifica tions, and all cement which may have become damaged by exposure to moisture, or othe~vise injured, shall be immedie,tely and perrranently removed from the work. Sec. 24 SAND AND B' mE AGGIlliGATES Sand shall consist of n~terial of siliceous, granitic or igneous origin, hard, durable and free from oil, dust, dirt and organic matter and for the various uses specified herein shall meet the following additional requirements: (a) Concrete sand. Sand for all concrete vrork shall not contain more than 5$ by weight of mica. The sand shall not lose more than five (5) per cent by weight when subjected to the test for silt or clay specified in paragrapg (e) hereof. Not less than ninety (90) per cent by weigh t shall pass a one-quarter (1/4) inch screen; at least fifty (50) per cent, but not mere than eighty-five (86) per cent by weight, shall be retained on a thirty (30) mesh screen, and not more than five (5) per cent shall pass a one hundred (100) mesh screen. (b) Sand for Class B Mortar shall conform to the require- ments for concrete sand given above except that it shall not contain more than four (4) per cent weight, of silt or clay, and mu.st pass a one-quarter (1/4) inch mesh screen. (c) Sand for Class A Mortar shall be the same as for Class B 'Mortar except that all must pass an eight (8) mesh screen. (d) Cushion Send. Send for cushion under cement work on adobe and other ~elling soil shall not contain more than fifteen (15) per cent by weight of silt or clay, and shall pass a one-half (13-) inch screen. (e) Testing Sand for silt or clay shall be done in 'the. following manner: One (l) kilogram of dry sand shall be weighed and placed in a sixteen (16) inch standard gold pan, covered nearly to the rim with water, stirred and agitated gently but thoroughly wi th the hand and al- lowed to settle thirty (50) seconds. The water shall then be poured uniw formly in fifteen (15) seconds. This washing process shall be repeated until, immediately after stirring, standard six (6) point newsprint may be easily read through five (5) centimeters of water. The water shall than be drained off, the sand dried and weighed, and the loss determined by the difference in weight. -9- Sec. 25. ROOK The rock to be used shall be sound, clean, hard am durable crushed. boulders or quarry rock, free from all foreign matter and shall not contain soft, flat or elongated particles. It shall be crusher run with all dust screened ou.t, shall contain not more than five (5) per cent by weight of pieces re..:ting rounded surfaces, and fo r the various uses specified herein shall meet the following add.i tional requirements: (a) Rock for Concrete For Class 11. Concrete, shall consist of twenty,..f;lve (2)6$ per cent by measure of rock: which shall .13,11 pass a three (3) inch screen and be retained upon a one and one half (L ~ 1/2) inch sc reen, twenty-five (25) per cent by measure of rock which shall all pass a two (2) inch screen and be retained upon a one (1) inch screen, and fifty (50) per cent by measure of rock which shall all pass a one (1) inCh screen and be retained upon a one-quarter (1/4) inch screen. Said rock shall show a co~efficient of wear not less than seven (7) when tested as specified in (b) hereof'. For Class 13 Concrete, shall consist of rock which shall all pass a one (I) inch screen and be retained upon a onewquarter (1/4) inch screen. Said rock shall show a co-efficient of wear of not less than seven (7) when tested as spec ifi ed in paragraph (b) hereof. For Class C Concrete, shall consist of screened gre.vel or crushed rock which shall all pass a one (1) inch screen and be retained upon a one-quarter (1/4) inoh screen. (0) Jiiattler Test: 4-t least thirty (30) pounds of the material to be tested of' such size as Will pass a two and one-half (2 & 1/2) inch ring and be retained on a two (2) inch ring, shall be available, and a test shall consist of' not less than forty-nine (49) nor more than fifty-one (51) pieces. The total weight of th e tes t saIl'!Ple shall be wi thin ten (10) grams of five (D) kilogranlS (eleven (11) pounds). All test pieces shall be washed. and thoroughly dried before weighing. Ten thousand (10.000) revolutions in the Deval Abrasion machine at the rate of between thirty (30) and thirty-three (33) revolutions to the minute shall constitute a test. Only the percentage of ~terial worn off which will pass through a sixteen ona-hundredths (0.16) centimeter (1/16' mesh sieve shall be considered in determining the amount of wear. The coefficient used. shall be the French co-efficient of wear which equals forty (40) divided by the percentage of wear. Sec. 26. Vvhere required by the ~~iI:\~ mortar shall have sufficient non8injurious coloring matter added and '~less otherwise specified it shall consist of 1/4 pound of' lamp black to each sack of cement used. Where mixing is done with a concrete mixer the materials shall be measured by a method which will insure accurate proportioning of the materials used in the mortar and shall be done in a manner satisfactor.r to the engineer. The material shall then 'be dry mix.ed until the entire masS is uni- form in color. It shall be tl.:lrned at least three times with the mortar hoe. Sufficient water shall then be added and mixing continued until the batch is uniform in color and consistency. All mortar must be used wi thin one hou.r after mixing. Sec. 27. A test for slump shall be made as follows: ...11- A frustum of metal cone four (4) inches in diameter at the toP. eight (a) inches in diameter at. the bottom, and tV/el ve (12) inches in height shall be filled wi th concrete which shall be worked with a. metal rod until all voids are filled and a slight film of mortar appears on the surface. The frastum of metal cone shall then be immediately' removed and the vertical settlement or slunp of the concrete measured. The slturlp shall not e.x:ce.ed two (2) inches vertical. Storing of ~terialsll All materials for concrete shall be placed or stored only upon a hard smooth surface which will protect the material from dirt or other del eterious matter. Machine :Mixi~ shall be done with batch mixers only and only such quantity- of materials shall be placed in the mixer as is within the capacUty of the mixer without spilling. Cement in sacks shall be dumped directly into the mixer or upon other material previously measured upon a hoist pIa trom and no splitting of sacks of cement will be allowed. All mixtures she,ll be del ivered on the street or roadway so that final rOlling snaIl be complet.ed. before da,rkness. ...34- SEAL COAT. ~- Immediately upon COl'llpletion of the rolling of the Willite Pro... cessed Asphaltio Wearing Surface, a seal coat of asphaltic cement shall be applied. It shall be of a consistenoy to be flexible when cold, and shall be heated to be'tVleen 260-325 dego F. and evenly spread vrith a mech8,nical spraying device, rubber squeegees or mops. Only a sufficient amount shall be applied to flush the surfa,ce voids wi thout leaving any excess. At 1 east twenty (20) pounds per square yard of dry stone screenings shall then be spread evenly over said seal coat (or as much more as m8iY'be necessary to take up al\V excess of asphalt) and the seal coat rolled wi th a roller weighing not less than eight (a) tons. The stone dust screenings shall all pass a 3/8 inch screen, and 75% shall be retained on a 10-mesh screen. The resulting pavement shall show an even e;nd snooth surface to the extent that when a straight-edge eight (8) feet long is ]a id upon it, the surface shall in no place vary more than';' inch from the lower edge of the straight edgeo TB.AFFIC The base C01.1.rse shall be thoroughly barricaded, and no traffic allowed upon it until after the Willi te Processed Asphaltic WeE, ring Sur- face has been laid. HEADERS Wooden header-J}oards shall be used where the pavement does not abut against Cl.ub, gutter or other pem.anent impro vemerrt. The wood shall be at least two (2) inch stock, free from warp and knots, and surfaced on the side against which the pavement is to be laid. The width of the header shall be equal to the thickness of the finished pavement, except that wherever pavement is to laid in two (2) CO"TSes it shall be permi BsibIe to place head... ers of the thickness of the base course, and later place -bhereon a strip at the thickness of the surface course.
