WHEREAS, that certain document entitled "Budget Fiscal Year 1988-1989 LAKE ELSINORE REDEVELOPMENT AGENCY" on file in the office of the Secretary, is hereby approved as the budget for the Lake Elsinore Redevelopment Agency for the fiscal Year 1988-1989; and WHEREAS, the Board of Directors of the Lake Elsinore Redevelopment Agency has heretofore considered said budget and fixed June 28, 198s, as the date of public hearing relative to its adoption; and WHEREAS, following only duly given notice, the Board of , Directors nf the Lake Elsinore Redevelopment Agency did hold such a public hearing, receiving, considering and evaluating all public comments; and NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE LAKE ELSINORE REDEVELOPMENT AGENCY, DOES HEREBY FIND, DETERMINE AND DECLARE THAT TAE BUDGET FOR THE FISCAL YEAR 1988-1989 IS HEREBY ADOPTED this 28th day of ~une ~ 1988, by the following vote: AYES: BOARDP4EP16ERS: BUCK, DOP1INGUEZ, STARKEY, WINKLER, WASNBURN NOES: BOARD~1EMBERS: NONE ABSENTS: BOARDP1EMBERS: NONE ABSTENTIONS: BOARDP1EMBEf:S: NONE RESOLUTION N0. RDA 88-2 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE FORMATION OF A JOINT POWERS AGENCY ENTITLED THE LAKE ELSINORE MANAGEMENT AUTHORITY AND AUTHORIZING THE EXECUTION OF DOCUMENTS RELATED THERETO. WHEREAS, the City of Lake Elsinore's Redevelopment Agency desires to form a Joint Powers Authority to perform certain Lake Management and operations functions; and, WHEREAS, the other public agencies involved area as follows: Santa Ana Watershed Project Authority (SAWPA) Elsinore Valley Municipal Water District State Parks and Recreation County of Riverside City of Lake Elsinore WHEREAS, the Redevelopment Agency voted on September 19, 1988, to authorize said formation; NOW, THEREFORE BE IT RESOLVED AS FOLLOWS: i. The foregoing recitals are true and correct. 2. The Redevelopment Agency of the City of Lake Elsinore is hereby authorized to enter into the aforesaid Joint Powers Agency and the designated representative thereto is authorized to execute the agreement forming said agency. RDA 88-3 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING AND ESTABLISHING BANK ACCOUNTS IN VARIOUS FINANCIAL INSTITUTIONS FOR INVESTMENT AND GENERAL PURPOSES. BE IT RESOLVED, that the Lake Elsinore Redevelopment Agency establish in its name one or more deposit accounts with various financial institutions as may be determined by the City Treasurer and the Administrative Services Director. BE IT EURTHER RESOLVED that the Chairman and the Administrative Services Director are hereby authorized to establish such accounts upon such terms and conditions as may be agreed upon from said financial institutions and that the Security Pacific National Bank be established as the qeneral demand account from which funds may be withdrawn on demands or drafts on the organization signed by appropriate persons so authorized. BE IT FURTHER RESOLVED that the Security Pacific National Bank is hereby authorized to honor and pay all demand and drafts signed as provided in proper signature cards with two signatures required for drafts in excess of $5,000, including those drawn or endorsed to the individual order of any officer or person authorized to sign same. Li(jClil:y Vl. ~1.11C 1.11.y Vl Lf11SC Elsinore, pursuant to Section 33334.2(g) of the California Health and Safety Code, must include property within the Lake Elsinore Project Areas which is suitable for low and moderate income housing or find that the provision of low and moderate income outside the Lake Elsinore Project Areas would be of benefit to the Project Areas; and, WHEREAS, the purpose of the Redevelopment Plan..":or the Lake Elsinore Redevelopment Projects is to eliminate blight and help revitalize Lake Elsinore; and, WHEREAS, the provision of low and moderate income housing outside the Project Area will be of benefit to low or moderate income persons or families residing in the City; and, WHEREAS, the Agency anticipates that it will provide low and moderate income housing within the Project Areas but nonetheless desires to maximize its flexibility to provide housing in locations which benefit the Project Area; and NOW, THEREFORE, the Redevelopment Agency of the City of Lake Elsinore does resolve as follows: SECTION 1. The Redevelopment Agency of the City of Lake Elsinore finds and declares that the provision of low and moderate income housing outside the Lake Elsinore Redevelopment Project Areas is of benefit to the Project Areas. ` SECTION 2. The Secretary of the Agency shall certify to the adoption of this Resolution.
