BRADY CITY MANAGER DATE: SEPTEMBER 22, 2009 SUBJECT: CITIZEN CORPS PROGRESS UPDATE Background Establishing the Lake Elsinore Citizen Corps was a goal of the Public Safety Advisory Commission last year, starting with adoption of the Citizen Corps Framework to guide implementation of a new Citizen Corps. The Lake Elsinore City Council is supporting the program and has approved an operation budget of $10,000 for Fiscal Year 2009/2010. According to the Citizen Corps framework, the City Council is to be given periodic updates of progress being made since establishing the Lake Elsinore Citizen Corps Discussion This agenda item is a review of the Goals and Objectives of the Lake Elsinore Citizen Corps for FY 2009/2010 (see exhibit A). As shown in the exhibit much has been accomplished as a result of the hard work of the members of the Citizen Corps Council and many dedicated employees, advisors, and volunteers who are now active in the Lake Elsinore Citizen Corps. In order to accomplish these Goal and Objectives three subcommittees were formed. Subcommittees were organized according to three tasks including Recruitment, Training, and Funding. The Subcommittees have been working hard towards accomplishing the Goals and Objectives. This report will give an update on the status of each Goal and Objective that was set for the year. Attached to this report is a detail outline that describes the progress to date of each Goal and Objective for Fiscal Year 2009/2010. 1 have also provided below a quick reference that summarizes our three measurable Goals set by the Citizen Corps Council. 1. Task: Recruitment Goal: To recruit 100 Lake Elsinore Citizens into the Lake Elsinore Citizen Corps Progress: Currently at 56 volunteers with 10 having completed background checks. 2. Task: Training Goal: For each Citizen Corps member to become a CERT trained participant Progress: Currently 20 of the 56 volunteers are CERT trained, 11 are scheduled for training in the fall of this year 3. Task: Funding Goal Develop an operation budget for the $10,000 allotment Progress: Completed. We have been successful in obtaining grant funds totaling $6,573 for FY 2009/2010. CC September 22, 2009 Item No. 11 Page 3 of 5 Status of Goals and Objectives for FY 2009/2010 September 9, 2009 Page 2 Based on analysis of our Goals and Objectives it is recommended that our efforts be focused on the following so that we can meet our Goals for Fiscal Year 2009/2010: 1. Task: Recruitment Recommendation: Continue Public Outreach, Utilize the talent of our existing volunteers to recruit new volunteers, Recruit a Volunteer Program Administrator 2. Task: Training Recommendation: Hold a weekend CERT class, encourage existing volunteers to become CERT Trained, Hold a CERT Field Day 3.
