Chainnan a~r~rr: s-c : b ceeCary CRA RESOLUTION N0. 81-2 RESOLUTION N0. 81-48 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE AUTHORIZING TRANSMITTAL OF THE REPORT TO THE LAKE ELSINORE CITY COUNCIL ACCOMPANYIDIG THE REDEVELOPMENT PLAN FOR THE RANCHO LAGUNA REDEVELOPMENT PROJECT, AN APAENDMENT TO REDEVELOPMENT PROJECT I WHEREAS, the Redevelopment Agency o£ the City of Lake Elsinore has prepared a Redevelopment Plan for the Rancho Laguna Redevelopment Project, an amendment to Redevelopment Project I; and WHEREAS, Section 33352 of the Community Redevelopment Law o£ the State o£ California Health and Safety Code requires that every Redevelopment Plan submitted by the Redevelopment Agency to the legislative body shall be accompanied by a report on the Proposed Redevelopment Project. NOW, THEREFORE, The Redevelopment Agency of the City of Lake Elsinore does resolve as follows: SECTION 1. The Executive Director of the Redevelopment Agency is hereby authorized and directed to transmit to the City Council the Agency's Report to the City Council accom- panying the Redevelopment Plan for the Rancho Laguna Redevelop- ment Project, an amendment to Redevelopment Project I. The Secretary of the Agency shall certi£y to - the adoption of this resolution. ~ APPROVED F1ND PASSEll,this 13th day oi Ju7y , lg $~, Chairman ATTSST: Secretary ", - CRA RESOLUTION N0. 81-4 RESOLUTION NO. 81-54 A RESOLUTION OF TAE REDEVELOPMENT AGENCY OF THE CITY OF LAKE ELSINORE APPROVING THE PROPOSED REDEVELOPMENT PLAN FOR THE RANCHO LAGUNA REDEVE- LOPMENT PROJECT, AN AMENDMENT TO REDEVELOPMENT PROJECT I, AND RECOMMENDING ADOPTION OF SAID REDEVELOPMENT PLAN BY THE CITY COUNCIL AS AMENDED EXEMPTING RESIDENTIALLY ZONED PROPERTY. WHEREAS, the Redevelopment Agency of the City of Lake Elsinore has directed that the proposed Redevelopment Plan for the Rancho Laguna Redevelopment Project, as amendment to Redevelopment Project I, be transmitted to the Planning Commission, appropriate entities, and the City Council for their consideration, as required by California Health and Safety Code; and WHEREAS, on June 2nd , 1981 the City of Lake Elsinore Planning Commission~approved its report and recommendation on said Redevelopment Plan and found said Redevelopment Plan to conform to the City's General Plan; and , WHEREAS, the Redevelopment Agency has complied with all requirements for public participation and has held a Joint Public Hearing with the City Council pursuant to Section 33355 of the California Health and Safety Code; and WHEREAS, the Redevelopment Agency has received written and oral testimony concerning said Redevelopment Plan for the Rancho Laguna Redevelopment Project, an amendment to Redevelopment Project I and has duly considered all such testimony; and WHEREAS, the Redevelopment Agency has exempted by resolu- tion all residentially zoned properties in the Rancho Laguna Redevelop- ment Project from condemnation. NOW, THEREFORE, the Redevelopment Agency of the City of Lake Elsinore, does resolve as follows: SECTION 1. The Redevelopment Agency of the City of Lake Elsinore approves the proposed Redevelopment Plan for the Rancho Laquna Redevelopment Project, an amendment to Redevelopment Project I, and recommends that the City Council adopt said Redevelopment Plan attached hereto as EXHIBIT A. WHEREAS, that certain document entitled "Budget Fiscal Year 1981-1982 Lake Elsinore Redevelopment Agency: on file in the office of the Secretary, is herehy approved as the budget for the Lake Elsinore Redevelop- ment Agency for the fiscal year 1981-1982 to the extent of the totals set forth for operating the Redevelopment Agency; and ., WHEREAS, the sum of $143,950 is hereby appropriated fo,r the purpose of carrying on the business of the Lake Elsinore Redevelopment Agency; and WHEREAS, the Executive Director, upon recommendation of the Fiscal Officer, may transfer funds within each of the object category appropriations as required to achieve the purpose of this agency; and WHEREAS, the Directors, from time to time, by motion or resolution, may approve and authorize the payment of~non-budgeted demands from appropriated funds; and may appropriate funds for budgeted and non- budgeted,items, and any such appropriation for a non-budgeted item shall constitute an approval to issue a warrant in payment of a proper demand or demands therefore; NOW, TNEREFORE, BE IT RESOLVED THAT the Secretary shall cause this resolution to be published once within fifteen days after its passa9e, in the Lake Elsinore Sun-Tribune newspaper as required by Section 36933 of the Government Code, shall certify to the adoption and publication of this resolution, and shall cause this resolution and her certification, together ~ with proof of publication, to be entered in the Book of Resolutions of the Lake Elsinore Redevelopment Agency. S AND ADOPTING SAID RELOCATION PLAN WHEREAS, the Redevelopment Agency of the City of Lake Elsinore intends to grepare a Redevelopment Plan for Redevelop- ment Project No, I; and WHEREAS, Section 33352 of the California Health and Safety Code requires that the Agency prepare a method or glan for the relocation for families and persons to be temporarily or per- manently displaced from housing facilities in said Project Area; and WHEREAS, the Agency has received and reviewed the proposed Relocation Plan for Redevelopment Project NO. I attached hereto as Exhibit "A" and incorporated herein by this reference. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of Lake Elsinore, California as follows: SECTION 1. The Relocation Plan is hereby adopted as the official Relocation Plan for Redevelopment Project No. I and shall be made available for public inspection.
