WHEREAS, the City Council of the City of Lake Elsinore has
declared and ordained that there is a need for a Redevelopment
Agency to function within the City of Lake Elsinore; and
- FIHEREAS, pursuant to the provisions of California Health
and Safety Code Section 33200, the City Council declares itself
to be the Redevelopment Agency of the City of Lake Elsinore; and
WHEREAS, in accordance with Section 33125 of. the California
HealtYi and Safety Code, the Redevelopment Agency may make, amend,
a.nd r.epeal by-laws and regulations necessary to carry into eEfec~
the powers and purposes of the California Commwiitp Redevelopment
Law.
NOW~ THEREFORE~ BE IT RESOLVED BY THE REUEVELOPh1EidT AGENCX

SECTION 1. The By-Laws, attached hereto a^ Exhibit A and
incorporated her.ein by this rei-erence, are consistent ~~ith the

Agency of the City of Lake Elsinore.

BY-LAWS OF THE REDEVELOPitEST AGENCY
OF THE CITY OF LAKE ELSINORE
ARTICLE I - THE AGE\CY
Section 1. Name of Agency. ~The name of thF Rzdevelopment Agency herein
sometimes referred to as the "Agency" shall be Redevelopment Agency of the City
of Lake Elsinore.
Section 2. Nature of Agency. The Agency is a oublic body, corporate and politic,
organized and existing under and.by virtue of the Cocamunity Redevelopment Law of the
State of California (F3ealth and 5afety Code Sections 33000 et seq.).
Section 3. Objectives and Purposes. The obj~ctives and purposes of the Agency
are those set forth in the Community Redevelopment La•a of the State of California.
~ Section 4. Members. The powers~of the Ager_cy shall be vested in the Members
thereof in office.
Sect.ion 5. Seal of Agency. The seal of the Agencp shall be in the~form of~a
circle and shall bear the name of the Agency and t~e year of its organization.
Section 6. Office o£ Agency. The office oi the Agency shall be at such
location in the City of Lake Elsinore, State of Cali°ornia, as the Members of
tne Agency may from time to time designate by resolu~ion. The Members of the
Agency may hold their meetings at such places as t~ey may from time to time
designate by resolution. ~

ARTICLE II - OFrICERS
Section l. Officers. The officers of the Age^.cy sha11 be a Chairman, a Vice
Chairman and a Secretary-Treasurer. The Agency may also have, at the discretion of the
Memuers, one or more additional Vice Chairman, one or more Assistant Secretaries, and one
or more Assistaqt Treasurers. The Members may appoint such other officers as the business
ef the-Agency may require, each of whom shall holc o`fice for such period, have such
authority, and perform such duties as are provided ir. the By-Laws. or as the biembers may
from time to time determine. ~ ~
Section 2. Chairman. The Chairman shall preside at all neetings of the Agency,
Except as otherwi.se authorized by resolution of th= i.embers of ~he Agency, the Chairman
sha.ll sign all contracts, deeds and other instruments made by the Agency. At each
meeting the Chairman shall submit such recommendations and information as he may
consider proper concerning the business, affairs a~d policies of tne Agency.
Section 3. Vice Chairman. ~In the absence or disability of the Cnairrian, a.
Vice Chairman shall per£orm all the duties of the Cn3irman, and when so acting
shall have all the powers of and be subject to all tae restrictions upon the Chairman.
The Vice Chairman shall have such other powers and ~rform such other duties as from
time to time be granted or fixed by the Members or tne By--Laws. ~

~ Section 4. Secretary-Treasurer. The Secretary-Treasurer shall be~the Executive
~' tlirector of the Agency and, as Executive Uirector, he shall.have general supervision
'~.over the administration of its business and affairs, subject to the direction of the
. Members. ~
. As Secretary, he shall keep all records of the Agency, shall act as secretary
of the meetinqs of the Members and record all votes, and snall keep a record.of the
proceedings of the Members in a journal of proceedings to be kept for such purpose,
and shall perform all duties incident to his office.
He shall keep in safe custody the seal of the Agency and shall have power
to affix sucn seal to all contracts and instruments authorized to be executed by the
Members.
As Treasurer, he shall have the care and custody of all funds of the Agency and
shall de.posit the same in the name of the Agency in such~bank or banks as the Agency
may select. He, er h_s duly appointed Assistant Treasurer, shall sign all orders and
checks for the payment of money and shall pay out and disburse such moneys under
the direction of the Agency. Bxcept as otherwise authorized by resolution of the
Agency, all such orders and checks shall be countersigned by the Chairman or
any Vice Chairman. He shall keep regular books of accounts showing receipts and
expenditures and shall render to the Members, when requested, an account of his
transactions and also of the financial condition of the Agency. He shall give such
bond for the faithful performance of nis duties as the Members may determine.
~The compensation of the Secretary-Treasurer shall be~determined by the Members,
provided that a temporary apoointee selected from amoung the Members of the Agency shall
serve without compensation (other than the payment of necessary expenses}~_
~ Section 5_ Additional Duties. The. officers of the Agency shall perform~such
F other duties and functions~as may from time~to time be required by the MemUers or the
By-La~as or rules.and regulations of the Agency. . ~
~ Section 6. Election and Appointment. The Chairman and Vice Chairman shall be
elected at a regular meeting of the Members f.rom among the Members of the Agency, and
sha11 hold office until their successors are elected and qualified.
The Secretary-Treasurer shall be appointed by the h7enbers. Any person ~ppointed
to fill the office of Secretary-Treasurer, or any vacancy therein, shall have such
terms as the Ag~ncy fixed, but no Meml~er of the Agency shall be eligible to this
office except as a temporary appointee.
$ection 7. Vacancies- Should tne office of C~?xrman or Vice Chai.~znat~ become
vacant, the Members shall elect a successor from among the Plembers at their next
reqular meeting.
~ When the o£fice of Secretary-Treasurer becomes vacant, the Members sha11 appoint
a successor, as a£oresaid.
Section II. Additional Personnel. The Members may from~time to time employ .
such personnel as they deem necessary to exercise its powers, duties, and functions
as prescribed by the Community Redevelopment Law of the 5tate of California and
all other laws of the.State of California applicable thereto. The compensation
o£ the Secretary-Treasurer, and oY staff,positions, shall be determined by the Members
subject to the laws of the State of Californi;a. ~~ ~

ARTICLE III - MEETINGS
Section 1. Regular Meetings. Regular meetings of the Members shall be held
without notice at the regular meeting place of the Members on the second and .~. ~ .
fourth Tuesdays of each month, unless either of said days shall be a legal holiday,
in which event the regular meeting sha11 be held at the same time on the next succeeding
day that is not a holiday. The hour of the regular meetings shall be fixed by
resolution passed and adopted by the Members from time to time. ~ ~ ~~
Section 2. Special Meetings. A special meeting of the Members of the Agency
may be called at any time by the Chairman or by a majority of the Members of the
Agency in accordance with the provisions of the Ralph M. Brown Act (Cal.ifornia
~~~ Government Code Sections 54950 et seq.). ~ ~ ~~
Section 3. Quorum. Three Members shall constitute a quorum for the purpose of
conducting business of the Agency and exercising its powers and for all other purposes
except as otherwise provided by law or the By-Laws, but a smaller number may adjourn
from tima to time until a quorum is obtained. When a quorum is in attendance, and
except as otherwise provided by law or the By-Laws, action may be taken by the Agency
upon a vote of a majority of the Members present.
Section 4. ~ Order of~Business. At the regular meetings of the Members, the
following shall be the order of business: ~ ~
(1) Roll-Call.
~ (2) Reading and approval of the minutes of the previous meeting.
~ (3)~ Written communications. ~ "
(4} Oral Communications.
(S) Report of the Secretary-Treasurer
~ (6) Unfinished Business ~ ~
(7) New Business.
(8) Adjornment.
All resolutions shall be submitted in writing and upon adoption shall be
entered in a journal of the proceedings of the Members.
ARTICLE IV - AMENDMENTS
Amendments to By-Laws. The By-Laws of the Agency shall be amended only with
the approval of at least three of the Diembers of the Agency at a regular or a special
meeting, but no such amendment shall be adopted unless at least two daps° written notice
thereof has been previously given to all of the Members of the Agency.

RESOLUTION NO. 80-12
RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF LAKE ELSINORE, RIVERSIDE COUNTY,
CALIFORNIA, APPROVING AND AUTHORIZING EXECUTION
OF CON,MITMENT FEE AGREEMENTS
WHEREAS, the Redevelopment Plan ("Plan").for the Lake
Elsinore Redevelopment Project No. l("Project Area") has been
approved and adopted by the City Council of the City of Lake
Elsinore by Ordinance No. 607 which became effective on October 30,
1980; and
WHEREAS, the Plan provides for the participation in the
redevelopment of property by owners of property ("Owners") in the
Project Area; and
WHEREAS, the Redevelopment Agency has undertaken proceedings,
pursuant to Chapter 8 of the California Redevelopment Law, to
purchase or make available,mortqage loans to finance residential
construction and issue revenue bonds for the purpose of paying
the cost of such financing; and
WHEREAS, the Redevelopment Agency and certain Owners propose
to enter into an agreement to provide for the payment by said
Owners of a portion of a commitment fee in order to defray certain
costs of such financing incurred by the Agency prior to the
issuance of bonds:
NOW, THEREFORE, the Redevelopment Agency of the City of Lake
Elsinore does hereby RESOLVE, DETERMINE AND ORDER as follows:
Section 1. That the Agreement entitled "Commitment Fee
Agreement" by and between the Redevelopment Agency of the City
of Lake Elsinore and certain Owners of property within the Project
Area, to wit:
Kaufman & Broad
L. Vincent Mayell, Inc.
Maciborski Enterprises, Inc.
is hereby approved and authorized.
Section 2. That the Chairman and Secretary are hereby
` authorized and directed to execute the Commitment Fee Agreement
with said Owners.

RESOLUTION OE THE REDEVELOPMENT AGENCY
OF THE CITY OF LAKE ELSINORE, RIVERSIDE
COUNTY, CALIFORNIA, APPROVING AND
ADOPTING PERSONNEL RULES AND REGULATIONS
WHEREAS, the City Council of the City of Lake Elsinore has
heretofore adopted a document entitled "Personnel Rules and
Regulations"; and
WHEREAS, certain personnel of the City o£ Lake Elsinore act
as personnel for the Lake Elsinore Redevelopment Agency; and
WHEREAS, the Redevelopment Agency has received and reviewed
said "Personnel Rules and Requlations"; and
wHEREAS, it is in the best interests of the Redevelopment
Agency to approve and adopt said "Personnel Rules and Regulations":
NOW THEREFORE, the Redevelopment Agency of the City of Lake
Elsinore does hereby RESOLVE, DETERMINE and ORDER as follows:
l. That the document entitled "Personnel Rules and Regulations"
is hereby approved and adopted in the form attached hereto and made
a part hereof as Exhibit "A".

{a; A description of the boundaries of the Project Area.
(b) A statement that a plan for redevelopment of the
Project Area is being prepared.

Project No. I.
(d) A statement indicating the last ec~ualized assess-
ment roll to be used for tax allocation pur~oses.

WHEREAS, the Redevelopment Agency of the' City of Lake Elsi-
nore has prepared a proposed Redevelopment Plan for the Lake F.lsi-
nore Redevelopment Project No. I; and
WHEREAS, the proposed Redevelopment Plan for the Lake Elsinore
Redevelopment Project No. I conforms to the requirements of the
California Community Redevelopment Law (Aealth and Safety Code Sec-
tlons 33000, etc.)

SECTION 1. The Executive Director of the Redevelopment Agency
is hereby authorized and directed to transmit the proposed ~e-

OUT REQUIRED ENVIRONMENTAL RFVIEW PROCEDURES
WHEREAS, the Redevelooment Agency of the City of Lake Elsi-
nore has prepared an environmental assessment for the Lake Flsi-
nore Redevelopment Project No. I, in conformance with the require-
ments of the California Environmental Ouality Act of 1970;
NOW~ THEREFORE~ BE IT RESOLVED THAT:
SECTION 1. The City of Lake Elsinore Redevelopment Agency
acknowledges receipt of the environmental assessment for the Lake
Elsinore Redevelopment Project No. I.
SECTION 2. The staff of the Planning Commission of the
City oi Lake Elsinore is hereby author.ized and directed to carry
out the procedural steps necessary to conform to the California
Environmental Quality Act of 1970 for assessing the environmental
imoacts of the Lake Elsinore Redevelooment Project No. I.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, FINDING AND DECLARING THAT TNE
PROVISION OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE
PROJECT AREA IS OF BENEFIT TO THE PROJECT AREA
WHEREAS, the Redevelopment Agency, pursuant to Section 33334.2 (g)
of the California Health and Safety Code, must include in the Project
Area for Redevelopment Project No. 1, land suitable for low and moderate
income housing or find that the provision of low and moderate income
outside the Project Area would be of benefit to the Project Area; and
WHEREAS, the purpose of the Redevelopment Plan for Redevelopment
Plan No. 1 is to eliminate blight and promote redevelopment activities
for the establishment of new residential and commercial uses; and
WHEREAS, the provision of low and moderate income housing outside
the Project Area will be of benefit to low or moderate income persons
or families residing in the City;
NOW, THEREFORE, BE TT RESOL~ED by the Redevelopment Agency of the
City of Lake Elsinore, California as follows:
SECTION 1. The Redevelopment Agency of the City of Lake Elsinore,
California finds and declares that the provision of low and moderate
income housing outside Redevelopment Project No, 1 is of benefit to the
Project Area.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF LAKE ELSINORE~ CALIFORNIA, RECEIVING
THE RELOCATION,PLAN FOR REDEVELOPMENT PROJECT
NO. I AND ADOPTING SAID RELOCATION PLAN
WHEREAS, the Redevelopment Agency of the City of Lake
Elsinore intends to prepare a Redevelopment Plan for Redevelop-
ment Project No. I; and
WHEREAS, Section 33352 of the California Health and Safety
Code requires that the Agency prepare a method or plan for the
relocation for families and persons to be temporarily or per-
manently displaced from housing facilities in said Project Area;
and
WHEREAS, the Agency has received and reviewed the proposed
Relocation Plan for Redevelopment Project NO. I attached hereto
as Exhibit "A" and incorporated herein by this reference.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency
of the City of Lake Elsinore, California as follows:
SECTION 1. The Relocation Plan is hereby adopted as the
official Relocation Plan for Redevelopment Project No. I and
shall be made available for public inspection.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF LAKE ELSINORE~ CALIFORNIA~ ADOPTING
OWNER PARTICIPATION RULES FOR REDEVELOPMENT
PROJECT NO. I
WHEREAS, the Redevelopment Agency of the City of Lake
Elsinore intends to formulate a Redevelopment Plan for
Redevelopment Project No. I; and
WHEREAS, Section 33345 of the California Health and
Safety Code requires that the Redevelopment Agency adopt and
make available for public inspection Rules to implement Owner
Participation in connection with that Redevelopment Plan; and
WHEREAS, the Aqency has received and reviewed the proposed
Owner Participation Rules attached hereto'as Exhibit "A" and
incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency
of the City of Lake Elsinore as follows:
SECTION 1. The Owner Participation Rules attached hereto
are hereby adopted as the official Owner Participation Rules
for Redevelopment Project No. I and made available for public
inspection.
