WHEREAS, the population of the City of Lake Elsinore and surrounding Valley incTudes a large number of senior citizens and other constituents of the Social Security Administration; and WHEREAS, demographic indications point to a substantial increase in the number of senior citizens, retired persons and persons of all races and economic levels, not only from the Southern California region but the nation in general in the very near future; and WHEREAS, senior citizens, retired persons and many other persons currently residing in the Lake Elsinore Valley are now only being served on a limited basis by the Social Security Administration one day a week from the City Hall Council Chambers and who would otherwise have to travel the considerable distance to Riverside to receive an adequate level of services; and WHEREAS, this City Government has frequently received citizen reports of hard- ships on the part of Social Security Administration constituents regarding this condition; and WHEREAS, it remains the poticy of the Mayor and City Council to work to improve the quality of life for our senior citizens as well as all other segments of the population including citizens requiring services from the Social Security Administration. NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of Lake Elsinore, California, respectfully request the establishment of a permanent full service branch office of the Social Security Administration within the corporate limits of the City of Lake Elsinore. WHEREAS, the City of Lake Elsinore has since the beginning of the Community Development Block Grant (CDBG) program relied heavily on said program for public works funds; and WHEREAS, the need for such funds greatly exceeds any possible funding level under this program; and WHEREAS, the nature of the projects funded thus far are such that they benefit not only the citizens of i,ake Elsinore, but many other citizens of the Riverside County First Supervisoral District; and WHEREAS, 5upervisor Abraham, Chairman of the Board of Supervisors is cognizant of this situation and has worked diligently on our behalf to maximise CDBG funding levels; and WHEREAS, in the 4th year CDBG Grant cycle certain additional funds became available for reallocation and with the support of Supervisor Abraham $50,000 worth of these additional funds were set aside for Lake Elsinore. NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of Lake Elsinore wish to express their gratitude to Supervisor Abraham for remembering Lake Elsinore; and BE IT FURTHER RESOLVED, that the Mayor and City Council feel this resolution is necessary in order for the citizens of our City and the First Supervisoral District to know of the continuing service provided to us all by Supervisor Abraham. The contest features not only beauty,poise, and personality, but also sports and athletic ability - which makes this contest unique in that the contestant is given a wide choice of sports categories to enter and participate. The contest is sponsored by Proctor and Gamble and will be filmed by ABC Television. WHEREAS, Lake Elsinore has been chosen as the site for the water skiing portion of the A11 American Girl contest; and WHEREAS, this portion of the contest will be held at Holiday Park on Saturday, August 26, 1978, between the hours of 9:00 a.m. and 12 noon; and WHEREAS, this effort is felt to be in the best interest of the City and the entire valley; NOW, THEREFORE BE IT RESOLVED that August 26, 1978, is proclaimed ALL AMERICAN GIRL DAY in the City of Lake Elsinore.
