WHEREAS, the current power shortage is likely to beaome more acute
within the next Pew months, and even more critical in the future; and
WHEREAS, it 1s apparent the current resources are insufficient to
bring about a reversal of this trend; and
WHEREAS, the United 3tates must seriously consider the advisability
of becoming independent of foreign fuel resources at the earliest possible
time; and
WHEREAS, the CaliPornia Coastal Zone Conservation Commission has
denied the request for expansion oP the San Onofre Nuclear generating
station; and
WfIEREA3, this pro,~ect had pseviously been extensively considered
and received approval of the Atomic Energy Commission, and various
enoironmental protection agencies; and
WHEREAS; this nuclear site had specifically receined the approval of
Congress; and
WHIItEAS, prompt actlon is necessary to begin work that will lead to
development of resources of future needs,
NOW, THEREFORE, BE YT RE30LVED by the City Council of the Citq of
Lake Elsinore that an urgent request be directed to the California
Coastal Zone Commission to rescind its previous decision snd grant
immediate approval for the Purther development oP the 3an Onofre Nuclear
generating s#ation,
The City Clerk shall certify to the adoption and passage oY thls
resolution and the same shall thereupon take ePfect and be in force.

A RESOLUTION OF THE CITY WUNCIL OF THE
CITY OF LAKE ELSINORE DECLARING ALL WEEDS
GROWING UPON ANY PARCEL OR PARCELS OF
LAND OR AN7 PUiLIC-STREET IN THE CITT OF
LAKE ELSINORE TO sE SEA30NAL AND RECURRENT
NUISANCES.
N7iEREA3, the City Council of the City of Lake Elsinore Pinds that it is in
the best interests of the City to follow the weed and rubbish abatement
procedures as set forth in 3ection 39560 et seq, of the Governmental Code of the
State of California; and
WfiEEtEAS, the Superintendent of Public Works has described the property
upon which or in Pront of which the nuisance of weeds, rubbish, refuse and
_ dirt exists and maintains an official list thereof in his office in the City
Hall.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake
Elsinore, that there are gxowing upon various streets or alleys in the City of
Lake Elsinore and upon vacant lots and parcela oP land ad,~acent to said streets
or alleys, certain weeds, and that said weeds are hereby declared to be a
seasonal and recurrent nuisaice; that the Superintendent of Public Works has
maintained a description of the properties involved.
BE IT FURTHER R.ESOLVED that there exists rubbish, refuse and dirt upon
parkways, sidewalks and private property in the City and that such rubbish,
refuse and dirt is hereby declared to be a recurrent nuisance.
BE IT FURTHER RESOLVED that the Superintendent of Public Works, be and
he is hereby authorized and directed to give notice required by law to the
owners or lessees of said vacant lots to_ remove said weeds, rubbish, refuse
and dirt as required by law.
BE IT FURTHER RESOLVED that the City Clerk be and she is hereby directed,
as required by law, to set Monday, Aprii 22, 1974, at 9:30 P,M, in the Council
Chambers in the City Hall, City of Lake Elsinore, as the time and place.for the
hearing of ob,jection to the proposed removal of such weeds, rubbish, refuse and
~ dirt.
BE IT FURTfIER BESOLVED that the Superintendent of Public Works be and he
is hereby suthorized and directed, upon the expiration of a period of ten (10)
days after notice as required by law, to remove all weeds, rubbish, refuse and
dirt which have not been removed from esid lots, parcels of land, or streets or
alieys, and to charge the cost of such removal to the lots or parcels cleaned
and to the property ad,jacent to the streets or alleys cleaned by said
Superintendent of Public Works.
AND BE IT FUBTHER RESOLVED that upon removal by said Superintendent of Public
Works of any of said weeds, rubbish, rePuse and dirt, said Superintendent of
Public Works be and he hereby directed to report to the City Council the location
and description of any property from which or from in front of which he has
removed such weeds, rubbish, reEuse and dirt, and unless the cost of such removal
is paid by the owners of said lots and parcels of land, or the owner& oP lots
and parcels of land ad,jacent to said streets and alleys, the same sha~l become a
lien upon said property.

SECTION l: TENTATIVE MAP FILING FEE
4,7 Filing Fees - A fee for the examination of the tenta-
tive map shall be paid at the time of its filing to be deposited
into a General Fund, as follows:
A. Subdivision Tentative Map -$125e00 plus $5.00
per lot other than lots to be dedicated or
conveyed for streets, alleys, easements, and
other public purposes, except that when the map
is for a condominium, the fee shall be $125.00
plus $10000 for each gross acre within the
boundary of the map.

Ca Minor Land Division Tentative Map -$75,00 plus '
$5.00 per lot other than lots to be dedicated

SECTION 2: FINAL MAP CHECKING FEES
5011 Final Map Checking Fees - The land divider sha11 pay
a final map checking fee to the City at the time the final map is
first submitted to the City Engineer for the checking and processing
of the final mapo The checking fee sha11 be.for the amount as follows:

the land divider sha11 deposit with the City a Plan Checking Fee in
an amount equal to 1% of the estimated construction cost, The
City Engineer shall approve the cost estimate and such estimates shall
be based on reasonable up-to-date costs for comparable improvements
in the City,
6.16 Constzuction Inspection Fees - The land divider shall
deposit with the City a Construction Inspection Fee fox the inspection
of the construction of the improvements in an amount equal to 3 1/2%
of the estimated constYUCtion cost,
SECTION 4: The City Council is hereby ordered and directed
to certify to the passage of this Resolution,

appointing a member to the Solid Waste Management Advisory Committee and
2 concurring,with the Board of Supervisors! action to meet the requirements

4 WHEREAS, passage of Senate'Bill 5 requires that each county submit a
Solid Naste Management Plan to the 3tate So1id Waste Management Board by

incorporated area of the County must concur with the Plan; and,

WHEREAS,.the Southern California Association of Governments must

RESOLUTION OF TFIE CITY COUNCIZ OF THE CITY OE
LAKE ELSINORE AMENDING THE SCHEDULE OF MAXIMUM
RATES FOR AMBULANCE SERVICES CHARGED FOR
ONE PATIENT
WHEREAS, on September 28, 1970, the City Council of the City of
Lake Elsinore adopted Ordinance No> 482-B providing for the licensing
of ambulance services; and
WHEREAS, Section 9(a) of said Ordinance 482-B makes provision for
m&ximum rates to be charged for ambulance services for bne person; and
WHEREAS, Section 9(g) of said Ordinance 482-8 provides that the
maximum rates for ambulance services shall be subject to amendment by
resolution of the City Council of the City of Lake Elsinore; now,
therefore,
BE IT RESOLVED, by the City Council of the City of Lake Elsinore,
State of Califarnia, in regular ~ession assembled on March 11, 1974,
pursuant to Section 9(g) of Ordicaance 482-B, that effective thirty
(30) days after the date of the adoption of this resolution, the
schedule of maximum rates that may be charged for ambulance services
for one patient shall be as follows:
(a) One patient:
(1) Response to call~ $40.00
(2) Mileage Rate. Each mile or fraction thereof, $1.50
"(3)' Time Rate. Except where an ambulance is hired on
a stand-by basis to provide service in case a person should become ill
or injured, for each 15-minute period ar fraction thereof of waiting
time or stand-by time at the request of the person hiring the ambulance,
$7.50.
(4) Requests for service after 6:00 P.M. and before
6:00 A.M. of the next day will be subject to an additional charge of
$5.00,

(5) Cases requiring oxygen shall be subject to an
additional maximum charge of $7.50.
(6) Cases requiring special handling or special services
requested by patient or his representative shall be s~bject to a charge
commensurate with the special services.
(7) Cases requiring use of resuscitator shall be subject
to an additional charge of $15.00.
(8) Emergency cases requiring use of red light and
siren shall be subject to an additional charge of $5.00.
(9) Heart Lung Resuscitation by Machine, $25.00.
(10) E.K.G. Monitoring by Radio to Hospital, $25.00.
BE IT FURTHER RESOLVED, That the City Clerk of the City of Lake
Elsinore shall mail a copy of this resolution to each ambulance service
permittee in the City of Lake Elsinore.

FOR WEED ABATEMENT
~- WHEREAS, this City Council has heretofore declared certain
weeds, rubbish, refuse and dirt to be a public nuisance and ordered
said nuisances abated; and .
WHEREAS, the Superintendent of Public Works has been dir-
ected to remove said weeds, rubbish, refuse and dirt not removed by
the owner o£ the affected premises; and
WHEREAS, the aforesaid work can best be performed through
independent contractors.

WH~,REAS, the Riverside County allocation has been appor~ioned to

FORTH IN THE MOBILEHOMES AND MOBILEHOME PARKS
ACT OF THE STATE OF CALIFORNIA AS SET FORTH IN
SECTION5 18,OOO,ETC.,OE THE HEALTH AND SAFETY
CODE AND THE PROVISIONS OF TITLE 25 OF THE
CALIFORNIA ADMINISTRATIVE COD~ AND ANY AMENDMENTS
THERETO.
WHEREAS, the Mayor and City Cauncil of the City of Lake
Elsinore, California, did here~ofore adopt a resolution, being
number 1299, on the lOth day of November, 1969, wherein said City
did assume the responsibility of the enforcement of the Mobilehomes
and I~IObilehome Parks Act and the provisions of Section 18,000, eta.,
of the Health and Safety Code of the State of California, being
Division 13, Part 2, of said Code as well as any amendments thereto.
WAEREAS, it is the desire of the Mayor and City Council
to adopt certain fee schedules and permit schedules as contained
in the Mobilehomes and Mobilehome Parks Act as contained in the
Health and Safety Code as above set forth,and the provisions oi
Title 25 of the Administrative Code relating to the enforcement
of said mobilehomes and mobilehome parks.
NOW, THEREEORE, BE IT RESOLVED, that the City of Lake
Elsinore, California, does hereby adopt by reference any permit
or fee schedules which have been provided for in the Mobilehomes
and Mobilehome Parks Act as contained in Section 18,000, etc., of
the Health and Safety Code o£ the State of California, and as
contained in Title 25 of the Administrative Code of the State of
California which may be in existence at the present tirrie or which
' may hereafter be amended. That the said permit and fee schedules

as referred to and as contained in the State Act and Administrative
Code is hereby adopted by reference as though fully set forth herein,
and the Building Inspector of the City of Lake Elsinore, California,
is hereby directed to collect said fees and to turn said fees

WHEREA3, the City of Lake Elsinore was incorporated April 23, 1888, and
WHEREAS, the City provides municipal services to its property owners and
stituents, and
WHEREAS, these services incur an expense to the end that the appropriation
such money to cover these expenses is derived from the taxing of properties,
WHIs'REAS, the City desires to continue to improve upon these various
nicipal services, and
Wf~REA3, grants, subventions and other monies, together with the ad valorem
x rate provide for the payment of these services,
NOW, Tf~REFORE, BE IT RESOLVED that the City Council of the City of Lake

WF~REAS there is a pressing need for a National Cemetery in the
Southern California area of the Nation; and
WHER.EAS consideration is being give to locating such a cemetery on
surplus land already owned by the Federal Government at March Air Force Base,
Riverside County, California;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake
Elainore, CaliPornia, that the City Council hereby urgea the 3ecretary of
the Air Force and other federal officials to take the necessary steps to
establish such a Pacility at March Air Force Base and hereby goes on record

3 WHEREAS, the State Beach, Park, Recreational, and Historical
, 4 Facilities Bond Act of 1974 requires that each county shall consult with
5 all cities and districts within the county which are authorized to provide
6 park and recreation aervices and develop and submit to the state a
7 priority plan 3or expenditure of the cowity's allocation; and
B WHEREAS, the County of Riverside has consulted with said cities and
9 distrlets and has prepared a priority plan for expenditure of the county's
10 allocation, including expenditures by eligible city and districts, said
11 priority plan being attached hereto marked Exhibit "A"; and
12 WHEREAS, said priority plan has been approved by at least 50 percent
13 of the cities and districts representing 50 percent of the population of
14 the cities and districts within the county, said approval being shown on
15 Eychibit "I9"attached hereto;
16 NOW, Tf~REFORE, BE IT RESOLVED that the priority plan for the
17 expenditure of the cwnty's allocation of funds under the State Beach,

YARBOROUGH PARK PROJECT
WHEREAS, the people of the State of California have enacted.the
"State Beach, Park, Recreational, and Historical Facilities Bond Act of
1974 which provides funds to the State of CallYornia and its political
subdivisions for acquiring lands and devielop4ng Pacilities.Por public
outdoor recreation and historical purposes; and
WHEREAS, the State Department of Parks and Recreation has been dele-
gated the responsibility for the administration oP the program within the
State, setting up necessary procedures governing application by local
agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks
and ftecreation require the applicant to certify by resolution the approval
of applications prior to submission of said applications to the State; and
WHEREAS, said applications contain assurances that the applicant must
comply with; and
WE~REAS, said procedures further require the applicant to possess an
adopted plan showing parks and recreation lands and facilities, existing
and proposed; and
WHEREAS, the City's General Plan was first adopted by the City
Council on June 12, 1967; and
WHEREAS, the proposed Yarborough Park pro,ject appears on the City`s
plan, is consistent with the CaliEornia Outdoor Recreation Resources Plan
and 1s 3n conformity with the State Environmentai Goals and Policy Report;
and
WHIItEAS, the pro,ject must be compatible with the land use plans of
those furisdictions immediately surrounding the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby;
1. Approves the filing of an applicat~+on for 1974 State Grant assistance;
and

LAKE ELSINORE, CALIFORNIA TO ACQUIRE TAX DEIDED
PARCEL OF LAND.

2 WHE[tEAS, in accordance with the provisions oY Division 1, Part 6,
3 Chapter 4 of the Revenue and Taxation Code, the Board of Supervisors of
4 Riverside County did instruct the Tax Collector of Riverside County to sell
g certain parcels of land for which deeds to the State have been filed with
6 the Controll, as provided in Section 3511 to 3516 of the Revenue and
7 Taxation Code; and
g WHEREAS, said parcels of land include parcels the fee title to which
q are required by the City of Lake Elsinore to complete full title to said
10 lot.
11~ NOW, TI~REFORE, BE IT RESOLVED, that in accordance with the provisions
12 of Section 3695.4 of Division 1, Part 6, Chapter 7 of the Revenue and
13 Taxation Code, the City of Lake Elsinore, a public agency, does hereby
14 ob,ject to the public sale of the parcel as described on Exhibit A attached
15 hereto;
16 BE IT FURTHER RESOLVED that the City of Lake Elsinore does hereby
1~ offer to buy said parcel for the purchase price set £orth in E~chibit A,
lg and the City Manager and City Clerk are authontized to execute an agreement
19 for purchase;
20 BE IT FURTf~R RESOLVID that in the event the City of Lake Elsinore
21 acquires said parcel of land hereinabove described, then in the event said
z2 land shall be sold by said Agency 3nstead of being used for public purposes,
23 pursuant to the terms of the agreement under which the land is proposed to
24 be acquired, then said Agency agrees to divide the net proceeds o3 said

ESTABLISHING MINIMUM WAGE RATES FOR CITY PUBLIC WORKS PROJECTS
PERFORMED BY CONTRACT.
BE IT HEREWITH RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
that the schedule of prevailing minimum wage rate to be paid in connection
with Public Works Projects performed by contract will be and are hereby
established as those wage rates established by the County of Riverside and
by the County Board of Supervisors by its Resolution No. 73-346 and enacted
on October 2, 1973, and any amendments thereto. Copies are on file in the
office of the Clerk of the County Board of Supervisors of Riverside County.
