N7iEREA3, the City Council of the City of Lake Elsinore Pinds that it is in the best interests of the City to follow the weed and rubbish abatement procedures as set forth in 3ection 39560 et seq, of the Governmental Code of the State of California; and WfiEEtEAS, the Superintendent of Public Works has described the property upon which or in Pront of which the nuisance of weeds, rubbish, refuse and _ dirt exists and maintains an official list thereof in his office in the City Hall. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elsinore, that there are gxowing upon various streets or alleys in the City of Lake Elsinore and upon vacant lots and parcela oP land ad,~acent to said streets or alleys, certain weeds, and that said weeds are hereby declared to be a seasonal and recurrent nuisaice; that the Superintendent of Public Works has maintained a description of the properties involved. BE IT FURTHER R.ESOLVED that there exists rubbish, refuse and dirt upon parkways, sidewalks and private property in the City and that such rubbish, refuse and dirt is hereby declared to be a recurrent nuisance. BE IT FURTHER RESOLVED that the Superintendent of Public Works, be and he is hereby authorized and directed to give notice required by law to the owners or lessees of said vacant lots to_ remove said weeds, rubbish, refuse and dirt as required by law. BE IT FURTHER RESOLVED that the City Clerk be and she is hereby directed, as required by law, to set Monday, Aprii 22, 1974, at 9:30 P,M, in the Council Chambers in the City Hall, City of Lake Elsinore, as the time and place.for the hearing of ob,jection to the proposed removal of such weeds, rubbish, refuse and ~ dirt. BE IT FURTfIER BESOLVED that the Superintendent of Public Works be and he is hereby suthorized and directed, upon the expiration of a period of ten (10) days after notice as required by law, to remove all weeds, rubbish, refuse and dirt which have not been removed from esid lots, parcels of land, or streets or alieys, and to charge the cost of such removal to the lots or parcels cleaned and to the property ad,jacent to the streets or alleys cleaned by said Superintendent of Public Works. AND BE IT FUBTHER RESOLVED that upon removal by said Superintendent of Public Works of any of said weeds, rubbish, rePuse and dirt, said Superintendent of Public Works be and he hereby directed to report to the City Council the location and description of any property from which or from in front of which he has removed such weeds, rubbish, reEuse and dirt, and unless the cost of such removal is paid by the owners of said lots and parcels of land, or the owner& oP lots and parcels of land ad,jacent to said streets and alleys, the same sha~l become a lien upon said property. I F: areri~ ;sarshall; City Cierk Q 29 I Czt.y ~, ],3ke Blsinore, CaliPornia 4~ ~ ~ 31 ~: ; 32 ; ; i i i i RESbLUTION No 1462 RESOLUTION OF TFIE CITY COUNCIZ OF THE CITY OE LAKE ELSINORE AMENDING THE SCHEDULE OF MAXIMUM RATES FOR AMBULANCE SERVICES CHARGED FOR ONE PATIENT WHEREAS, on September 28, 1970, the City Council of the City of Lake Elsinore adopted Ordinance No> 482-B providing for the licensing of ambulance services; and WHEREAS, Section 9(a) of said Ordinance 482-B makes provision for m&ximum rates to be charged for ambulance services for bne person; and WHEREAS, Section 9(g) of said Ordinance 482-8 provides that the maximum rates for ambulance services shall be subject to amendment by resolution of the City Council of the City of Lake Elsinore; now, therefore, BE IT RESOLVED, by the City Council of the City of Lake Elsinore, State of Califarnia, in regular ~ession assembled on March 11, 1974, pursuant to Section 9(g) of Ordicaance 482-B, that effective thirty (30) days after the date of the adoption of this resolution, the schedule of maximum rates that may be charged for ambulance services for one patient shall be as follows: (a) One patient: (1) Response to call~ $40.00 (2) Mileage Rate. Each mile or fraction thereof, $1.50 "(3)' Time Rate. Except where an ambulance is hired on a stand-by basis to provide service in case a person should become ill or injured, for each 15-minute period ar fraction thereof of waiting time or stand-by time at the request of the person hiring the ambulance, $7.50. (4) Requests for service after 6:00 P.M. and before 6:00 A.M. of the next day will be subject to an additional charge of $5.00, _ 1 _ _ (5) Cases requiring oxygen shall be subject to an additional maximum charge of $7.50. (6) Cases requiring special handling or special services requested by patient or his representative shall be s~bject to a charge commensurate with the special services. (7) Cases requiring use of resuscitator shall be subject to an additional charge of $15.00. (8) Emergency cases requiring use of red light and siren shall be subject to an additional charge of $5.00. (9) Heart Lung Resuscitation by Machine, $25.00. (10) E.K.G. Monitoring by Radio to Hospital, $25.00. BE IT FURTHER RESOLVED, That the City Clerk of the City of Lake Elsinore shall mail a copy of this resolution to each ambulance service permittee in the City of Lake Elsinore. WHEREAS, the Superintendent of Public Works has been dir- ected to remove said weeds, rubbish, refuse and dirt not removed by the owner o£ the affected premises; and WHEREAS, the aforesaid work can best be performed through independent contractors. WHEREAS, the Mayor and City Cauncil of the City of Lake Elsinore, California, did here~ofore adopt a resolution, being number 1299, on the lOth day of November, 1969, wherein said City did assume the responsibility of the enforcement of the Mobilehomes and I~IObilehome Parks Act and the provisions of Section 18,000, eta., of the Health and Safety Code of the State of California, being Division 13, Part 2, of said Code as well as any amendments thereto. WAEREAS, it is the desire of the Mayor and City Council to adopt certain fee schedules and permit schedules as contained in the Mobilehomes and Mobilehome Parks Act as contained in the Health and Safety Code as above set forth,and the provisions oi Title 25 of the Administrative Code relating to the enforcement of said mobilehomes and mobilehome parks. NOW, THEREEORE, BE IT RESOLVED, that the City of Lake Elsinore, California, does hereby adopt by reference any permit or fee schedules which have been provided for in the Mobilehomes and Mobilehome Parks Act as contained in Section 18,000, etc., of the Health and Safety Code o£ the State of California, and as contained in Title 25 of the Administrative Code of the State of California which may be in existence at the present tirrie or which ' may hereafter be amended. BE IT HEREWITH RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, that the schedule of prevailing minimum wage rate to be paid in connection with Public Works Projects performed by contract will be and are hereby established as those wage rates established by the County of Riverside and by the County Board of Supervisors by its Resolution No. 73-346 and enacted on October 2, 1973, and any amendments thereto.
