Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Special Meeting of the Measure Z Citizens’ Committee was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Chair Gist led the Pledge of Allegiance. ROLL CALL Present: 3 - Committee Member Wooley; Vice Chair Orr; and Chair Gist Absent: 2 - Committee Members Ceballos and Munoz PUBLIC COMMENT There were no speakers. CONSENT CALENDAR A motion was made by Vice Chair Orr, seconded by Committee Member Wooley, to approve the consent calendar. The motion carried by the following vote: Aye: 3 Committee Member Wooley; Vice Chair Orr; and Chair Gist Nay: 0 None Absent: 2 Committee Members Ceballos and Munoz 1) Minutes of the Special Measure Z Citizen Committee Meeting of February 27, 2025 Approve the Minutes. Measure Z Citizens Committee Minutes - Draft May 28, 2025 City of Lake Elsinore Page 2 BUSINESS ITEM 2) Fiscal Year 2025-26 Measure Z Budget Spending Plan Review and approve the Fiscal Year 2025-26 Measure Z Budget Spending Plan. Assistant Administrative Services Director Rafferty presented the staff report. There were no speakers. COMMITTEE MEMBERS' COMMENTS Chair Gist inquired and Battalion Chief Wright responded that the Opticom devices on Railroad Canyon Road and Diamond Drive are working well. Vice Chair Orr inquired and Lieutenant Clark responded that homelessness has improved in the City. Committee Member Wooley inquired and Lieutenant Clark spoke on the effectiveness of Proposition 36. ADJOURNMENT The Lake Elsinore Measure Z Committee adjourned at 6:33 p.m. to a meeting date in January/February 2026 to be determined.
