Compliance Benchmarks To demonstrate compliance with Section 3, contractors are required to follow the prioritization of effort outlined above and meet or exceed the following safe harbor benchmarks: 1. 25 percent or more of the total number of labor hours worked by all workers on the project shall be performed by Section 3 workers,and 2. 5 percent or more of the total number of labor hours worked by all workers on the project shall be performed by Targeted Section 3 workers.
