Application for Appointment to Fill City Council Vacancy - District 4
General eligibility requirements: To qualify as a candidate for City Council
Member, a person must be 18 years of age, a Lake Elsinore resident within
District 4, and must be a registered voter of the City. Only voters registered
in District 4 of the City of Lake Elsinore who have met the criteria and have
submitted a complete application by the deadline will be considered for
appointment.
COMPLETED APPLICATIONS MUST BE FILED WITH THE CITY CLERK BY:
TUESDAY, OCTOBER 7, 2025 AT 5:00 PM
BECOMING A MEMBER OF THE CITY COUNCIL
Private Versus Public: Becoming a candidate for public office means that
information about you will become a matter of public record immediately.
With a few exceptions, this includes any and all documents submitted to
the City during the course of the application period. As such, these
documents must, by law, be available to the public for inspection and/or
copying. Redacted copies of submitted applications will be available on
the City’s website.
An appointment will take place at one of the following potential dates:
Tuesday, October 14, 2025, Tuesday, October 28, 2025, or Tuesday,
November 11, 2025 in the Cultural Center located at 183 N. Main Street,
Lake Elsinore, California, 92530.

Term of Office: The term of office to fill the vacancy on the City Council by
the interview, application, and appointment process will continue through
the November 3, 2026 General Municipal Election.
City Council: The City of Lake Elsinore operates under the City Council–
Manager form of government in which the electorate chooses members
of the City Council, and the City Council hires the City Manager to
implement City Council policy, run the day-to-day affairs, and oversee all
departments and operations of the City.
City Council Members are elected independently in non-partisan
elections to serve four-year terms in office. The Mayor and Mayor Pro-Tem
are appointed from among the City Council members and are voted
upon at the meeting in which new officers are installed for new terms. The
City of Lake Elsinore has no term limits.
Council Member Duties:
• Attend all City Council meetings as an appointed member.
• Attend all special meetings, work sessions, and other meetings as
scheduled.
• Actively participate and serve on various outside agency liaisons,
committees, and commissions as assigned.
• Council Members are required, by law, to complete and file a Form 700
Statement of Economic Interests disclosing various financial interests. The
form may be downloaded from the FPPC website at
http://www.fppc.ca.gov/Form700.html.
Meetings: The City Council holds regular meetings on the 2nd and 4th
Tuesday of the month in the Cultural Center located at 183 N. Main Street,
Lake Elsinore, California, 92530. If necessary to conduct City business,
special meetings may be called from time to time, depending on the
Council’s availability.

Interview Dates and Times: If the Appointment Committee opts to conduct
interviews, the interview date, time, and location will be provided, and
participation in scheduled interviews, if held, is required.

NOMINATION SIGNATURES OF VOTING RESIDENTS:
A completed nomination form containing original ink signatures of at
least 20 individuals who reside in and are registered to vote in the City of
Lake Elsinore must be attached to this application to be considered for
appointment. Because the vacant seat represents District 4 of the City of
Lake Elsinore, any voter who signs the nomination form must reside in
District 4 of the City of Lake Elsinore. Voter signatures will be verified by the
City Clerk's Department.

What skills or attributes
can you bring to the
City?
I bring more than 20 years of professional experience in local
government in Riverside and San Bernardino counties,
including 10 years in City government. This makes me uniquely
qualified to easily transition into this short-term seat with little to
no training for this role. Additionally, I am a visionary,
collaborative leader with strong communication and public
speaking skills who is passionate about local government and
the City of Lake Elsinore. I have established relationships with
stakeholders throughout Riverside County and within the City
of Lake Elsinore. Other skills including strategic planning, local
government policy and program development, grant and
legislative advocacy, and local government budgeting.

Briefly describe your
current or last
occupation.
Currently, I own a boutique government consulting firm
specializing in strategic communication, public relations, and
public affairs, serving cities, special districts, and private sector
clients. Previously, I served as City Manager for the City of
Canyon Lake and Deputy City Manager for the City of Lake
Elsinore, where I worked in the City Manager's Office with the
City Council for nine years.

involvement in
community activities,
volunteer and civic
organizations.
I have been an active member of the Lake Elsinore community
for nearly 20 years, participating in a wide range of non-profit
organizations, volunteer positions, and city events and
activities. Examples include serving as a board member and a
current member of the Lake Elsinore Women's Club, Chair of
the Downtown Merchants Association for many years, and on
the RTA Southwest T-Now. Equally important is that I am a
proud graduate of the Lake Elsinore Unified School District.
Most recently, I served on the citizen committee for the Yes on
Measure T campaign in November, and I am currently serving
as Chair of the Citizens' Oversight Committee for Measures T
and V.
How would you work
with other Council
Members to resolve
disagreements and
achieve consensus?
I am recognized as a collaborative leader. Having worked in
City government for the last 10 years, I have seen firsthand the
importance of civility, respect, and consensus among an
elected body. I would start by actively listening and considering
all points of view before sharing my perspective, in a respectful
manner. City Councils are powerful in that they bring together
individuals with different backgrounds for thoughtful
discussions, allowing them to arrive at the best solution for the
City overall. As the newest member for a short time, I believe it
will be critically important not to come in with any particular
opinions and to work closely with city staff and the City Council
to best carry forward policy and strategic decisions that impact
the entire community, not just a single district. This means
taking a more proactive role, when needed, but mostly
following the lead of the existing council members and
respecting their long-standing experience with the City.
What, in your
understanding, is a
conflict of interest, and
as a City Council
Member, how would you
respond if you have a
conflict of interest on an
issue that comes before
the City Council?
A conflict interest is when someone will gain financially or in
other ways based on a vote, decision, or action of the City
Council. For example, if I voted favorably for a project that may
in some way be connected to my consulting business in which I
am earning compensation for a favorable result or initiating a
park project just down the street from my house. Initially, I
would intend in working closely with the City Attorney to identify
any existing conflicts of interest upon securing the seat and
moving forward I would consult with the City Attorney any time I
may feel their could be a conflict of interest related to my
business or home or nearby planned improvement. If so, I

would disclose the conflict of interest publicly and rightfully
recuse myself from any discussions or votes related to the
potential conflict.

requirements that all
elected and appointed
members are required
to follow. Do you have

None. I am prepared to adhere to all requirements related to
this position.
As a candidate for the
City Council of the City
of Lake Elsinore, I
submit the following
statement on why I am
interested in serving as
a City Council Member.
Mayor Tisdale and Members of the City Council, I respectfully
request your consideration for appointment to the vacant seat
serving District 4. I have grown up in the City of Lake Elsinore
and have been a resident here for the last 36 years, this
includes living in District 4 for all of these years. In addition, I
have extensive experience working for the City of Lake
Elsinore once as a Public Safety Advisory Commissioner and,
most recently, on staff. In these roles, I have demonstrated my
passion and commitment to make Lake Elsinore a world-class
city and to be a part of fulfilling the City Council's vision to
become the ultimate lake destination where all can live, work,
and play, build futures and fulfill dreams. I believe in this vision
and it would be an honor to serve alongside each of you to do
so. As a working mom, raising four children in the City and with
many family and friends in the City and District 4, I seek to get
back to the basics with an emphasis on increasing awareness
about the City, addressing blight and infrastructure needs
throughout the City, continuing your progress on the lake's
water quality, and seeking new and innovative ways to instill
community pride and connection amongst our residents, staff,
regional partners, and the Council. I will strive to always put the
community first. I am prepared to serve professionally and
faithfully as your partner in supporting staff and reaching the
City's ultimate potential while also reminding our community
why we are the City that DREAMS EXTREME. It would be an
honor to be considered and I look forward to the opportunity to
share more.
COUNCIL MEETINGS: I understand that Council Members are
expected to attend City Council meetings, which are regularly
scheduled on the 2nd and 4th Tuesday of each month. I also

understand Closed Session begins at 5 p.m. (or as otherwise
noticed on the Agenda), followed by Open Session at 7 p.m.
Agendas for all City Council meetings are posted outside City
Hall and published on the City's website at www.lake-
elsinore.org.
OUTSIDE AGENCY APPOINTMENTS: I understand that
Council Members are expected to represent the City of Lake
Elsinore on various outside agencies’ boards as agreed upon
by the City Council.
COUNCIL COMPENSATION: I understand that Council
Members receive compensation of $1,600.00 per month
(Ordinance 1497).

Elsinore.
