I’ve forwarded this email to Missy for information. I’m suggesting we add an item to tomorrow’s agenda to discuss
the Riverside County Carnival, or we can bring this offline and discuss internally with this team.

Hi Everyone!!
I hope you’re all doing well. As we begin preparations for next year’s Riverside County Carnival, I wanted
to reach out early and extend the same open invitation as always to the City of Lake Elsinore to partner
with us, should you choose to do so. I’ve always believed that community events are strongest when the
City and local organizers work collaboratively, but I also fully understand and respect if the City elects
not to participate. If you would like to schedule a meeting to explore partnership options or discuss any
details, I would be more than happy to make myself available.
As we gear up for 2026, my hope is to ensure that everything runs as smoothly and seamlessly as
possible this year. It felt like there were a few points of friction last year — perhaps it was simply my
perception — but my intent is to move forward cooperatively and make the process easy for everyone
involved.
I do want to take a moment to thank Beau for his help regarding the $1,000 deposit from last year. After I
raised the concern, he immediately recognized the issue and assisted in getting that reimbursement
processed after the several-month delay. I genuinely appreciate the follow-through and support.
Regarding RSO staffing, while our numbers were initially set higher, Officer Foster and his team worked
with us on-site and helped reach a practical and effective conclusion for the event. Their professionalism
was outstanding, and my hope is that we can continue with that same approach for our 2026 planning.
I would also like to explore whether we can coordinate schedules so the City does not host a competing
or overlapping event on the same weekend as the Riverside County Carnival. I understand that nothing
can be guaranteed, but I’m confident that with communication and mutual consideration, we can
support each other’s goals and maximize community turnout and overall impact.

Finally, if there are any new procedures, forms, or updated requirements for permits in 2026, please let
me know. My goal is to follow all City rules, timelines, and processes accurately and proactively so there
are no delays or misunderstandings on either end.
Thank you again for your time and ongoing communication. I look forward to hearing from you and would
be happy to meet whenever it’s convenient for you.
Warm regards,
Alex Kowalkoski
