Recommendation
Approve and authorize the City Manager to execute Change Order No.1 to the Public Works’
Construction Agreement with Triton Technology Solutions Inc. in an amount not to exceed
$206,180.87 for the audio-visual presentation and production and broadcast system for the new
City Hall Project (CIP Project No. Z20006).
Background
On January 28, 2025, the City awarded a public works construction agreement to Triton
Technology Solutions, Inc for the complete design, purchase and installation of the City Hall
council chamber audio-visual presentation and production and broadcast system project (CIP
Project No. Z20006).
Discussion
The complete design, purchase, and implementation of the City Council chamber audio-visual
presentation system, production and broadcast system, and lighting system for the new City Hall
involved a comprehensive process to ensure the facility meets current standards for public
meetings and communication. The design phase included detailed system documentation, the
selection of appropriate technologies, and the development of a proposed equipment list that
addressed the unique requirements of the council chamber environment.

This process also encompassed programming and system commissioning to ensure seamless
integration and functionality across all components.
For the audio-visual presentation system, the focus is on delivering clear, high-quality audio and
video capabilities to facilitate effective presentations and discussions during council meetings.
The production and broadcast system is designed to support the live streaming and recording of
meetings, ensuring transparency and accessibility for the public. The lighting system, specifically
the production lighting, is tailored to enhance visibility for both in-person attendees and broadcast
audiences, providing professional-grade illumination that supports video capture and presentation
needs.
Triton Technology Solutions, Inc. was selected for this project after a thorough evaluation of
proposals, as they were the only company to provide a complete and accurate submittal that met
all design, cost, and installation requirements. Their proposal included the integration of all three
audio-visual systems, production and broadcast, and lighting—into a cohesive solution tailored to
the needs of the new City Hall. The total proposed amount for the project was $1,783,163.18,
which covers the design, purchase, and installation of the systems, with funding allocated in the
City's Capital Improvement Plan budget. This investment ensures that the new City Hall council
chamber is equipped with state-of-the-art technology to support effective governance and public
engagement.
The need for Change Order No. 1 in the amount of $206,180.87 arises primarily from increased
costs associated with tariffs, equipment upgrades, and final finish selections. Recent tariff
adjustments have led to higher prices for certain imported components required for the audio-
visual, production, and broadcast systems, directly impacting the council chamber control room
budget. In addition, as the system design developed and progressed, it was determined that
upgraded equipment and enhanced finish selections were necessary to meet both the technical
and aesthetic standards expected for the new City Hall council chamber. These improvements
ensure long-term functionality, reliability, and a professional appearance that supports both in-
person and broadcast needs. This change order reflects these adjustments, allowing the project
to maintain its commitment to quality and modern standards while addressing unforeseen cost
escalations.
Fiscal Impact
Funding costs are included in the Fiscal Year 25/26 – 29/30 Capital Improvement Plan (CIP)
budget, CIP Project No. Z20006.
