Subject: Reappointment to the Measure Z Citizens Committee
Recommendation
Reappoint Jimmy Gist (District 5) to serve on the Lake Elsinore Measure Z Citizens Committee
for a term expiring December 31, 2027.
Background
The Measure Z Citizens Committee was established following the passage of Measure Z in
November 2020. Its purpose is to provide financial transparency and ensure Measure Z funding
is used appropriately to achieve the community’s goals and needs as outlined in the Ordinance
establishing the transactions and use tax.
City Council Policy No. 200-5A outlines the qualifications for members of the Measure Z Citizens
Committee:
•Members must be at least 18 years old.
•Members cannot serve on another commission, hold a City officer position, be a City
employee, or be under an employment contract with the City.
•Members must reside within the City Council District represented by the appointing
Council Member.
•Members are subject to a background check administered by the Police Department.
Discussion
The City Clerk’s Office posted a Notice of Accepting Applications for the Measure Z Citizens
Committee from October 13, 2025 through November 14, 2025, receiving five applications. Mayor
Magee nominated Jimmy Gist to continue representing District 5. Based on the application review

and nomination, the appointment includes one reappointment for the Measure Z Citizens
Committee.
